FIVE YEAR FIXED TERM
TOTAL REMUNERATION PACKAGE WILL BE IN TERMS OF GOVERNMENT GAZETTE No. 43122 DATED 20 MARCH 2020 (Minimum R846 307.00 per annum; Midpoint R950 907.00 per annum, Maximum R1 040 327. 00 per annum) AND A REMOTE ALLOWANCE OF 4%

REQUIREMENTS: Bachelor Degree in Public Administration/ Management Sciences/ Law; or equivalent * Certificate Program in Municipal Finance Management or Certificate Program in Municipal Development (CPMD) is an added advantage, an appointed candidate will be given 18 months to complete the CPMD * Five years relevant experience at middle management level * Have proven successful management experience in administration * The need for signing of an employment contract, a performance agreement and disclosure of financial interest * The need to undergo competency assessment test, the need to undergo security vetting * Valid driver’s licence and No criminal record. Knowledge: * Good knowledge and understanding of relevant policies and legislation * Good understanding of institutional Governance systems and performance Management. Good knowledge of corporate support servicesincluding: Human Capital Management * Legal Services* Facilities Management* Information Communication Technology and * Council Support * Good Knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Frame work Act, 2000( Act No.5 of 2000) * Good Governance * Labour Relations Act and other Labour related prescripts * Legal Background and Human Capital; management* Knowledge of Coordination and oversight of all specialised support functions* Budget and Finance Management* Ability to be innovative and Strategic leader * Good Facilitation and communication skills in at least of the three official languages.
 
KEY PERFORMANCE AREAS: * Provide strategic leadership in the Corporate Services Department * Compile and manage the Directorate’s annual capital and operational budget * Development of strategic and operational plan for Corporate Service and ensure implementation thereof * Human Resource Management and empowerment system * Provide Council Secretariat and ensure efficient and effective council committees system * Provide Legal services, labour relation and Management and maintenance of IT System * Manage and develop policies, by-laws, systems and procedures * Fleet management * Management of Auxiliary services and registry Communication participation. Perform any other function delegated by the Accounting Officer in relation to the department’s role and responsibilities.
