The vision of the Quality Council for Trades and Occupations (QCTO) is to qualify a skilled and capable workforce.
The QCTO is a Council established under the Skills Development Act for standards generation and quality assurance for all occupational qualifications.
The QCTO is looking for a highly motivated, competent, and professional individual to fill the following position:
ASSISTANT DIRECTOR: SUBJECT MATTER EXPERTS X25
Salary Level R468,459.00 - R551,823.00
Location Pretoria - GP ZA (Primary)
Job Description
To conduct accreditation, monitoring, and implementation of quality assurance and compliance of Quality Partners, Skills Development Providers and Assessment Centres in line with QCTO policies and the Occupational Qualifications Sub-Framework (OQSF).
Job Description:
• Facilitate accreditation and monitoring of Skills Development Providers and Assessment Centres.
• Conduct quality assurance site visits.
• Monitor compliance to remediation plans.
• Compile domain-specific reports.
• Support the implementation of occupational qualifications.
• Monitor learner enrolment data and advise stakeholders.
• Engage with Quality Partners, SDPs and relevant stakeholders.
• Ensure adherence to QCTO policies, procedures and standards.
• Support the evaluation and improvement of quality assurance systems.
Job Requirements
• A recognised minimum three (3) years bachelor’s degree at NQF Level 7 in any of the fields below:
PROVINCE - NO OF SME - REQUIRED QUALIFICATIONS AND EXPERTISE
Gauteng – 12 - Minimum NQF Level 7 Qualification in: ICT & Digital Skills; BPO/Call Centre; Health, Safety & Emergency Services; Mechanical, Electrical, Transport & Logistics; Hospitality/Retail/Food; Manufacturing Operations; Cleaning & Housekeeping; Agriculture & Environmental.
KwaZulu‑Natal – 4 - Minimum NQF Level 7 Qualification in: ICT & Digital Skills; Hospitality/Retail/Food Services; Health, Safety & Emergency Services; Agriculture & Environmental.
Limpopo – 3 - Minimum NQF Level 7 Qualification in: Agriculture & Environmental; Mechanical; Construction; or ICT & Digital Skills.
Western Cape – 2 - Minimum NQF Level 7 Qualification in: ICT & Digital Skills; Hospitality/Retail/Food Services or BPO/Call Centre.
Eastern Cape – 1 - Minimum NQF Level 7 Qualification in: ICT & Digital Skills.
Free State – 1 - Minimum NQF Level 7 Qualification in: Health, Safety & Emergency Services.
Mpumalanga – 1 - Minimum NQF Level 7 Qualification in: Mechanical or Electrical.
Northwest and Northern Cape – 1 - Minimum NQF Level 7 Qualification in: Agriculture & Environmental; or Construction.
· Minimum of 6 years collective experience of which 2 years must be in supervisory level in the field of accreditation, quality assurance or compliance.
· Experience in specific QCTO-registered Occupational Qualifications, Part Qualifications and Skills Programmes.
- Experience in qualifications, trade background and industry experience.
- A valid driver’s license.
- A Trade Test Certificate in a relevant occupational field will be an added advantage.
- Registration with a recognised professional regulatory body relevant to the sector (e.g. Engineering Council of South Africa) will be an added advantage.
- Experience in auditing, monitoring and evaluation or compliance environments will be an added advantage.
- Sound knowledge of occupational qualifications and skills development systems.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint).

Job Description
- Manage, monitor and control of financial expenditure and statutory payments, capturing done and all process followed.
- Manage, monitor and control of employee remuneration and payments, capturing done and all processes followed.
- Perform monthly reconciliations.
- Assist in the development of policies and procedures related to the Financial Accounting function to ensure they remain relevant.
- Assist in managing, monitoring and controlling financial management systems.
- Assist in managing, monitoring and control of financial income funding, receipt; capturing done and all processes followed.
- Assist in managing, monitoring and control of financial risk management.
- Assist with request in respect of financial reviews and audits.
- Assist in compiling monthly management accounts, quarterly reports, national treasury templates and annual financial statements.
- Assist in compiling programme budgets, monitoring and reporting.
Job Requirements
- A recognised minimum three (3) years bachelor’s degree at NQF Level 7 in Finance or Payroll.
- Minimum of 6 years collective experience in Payroll Management and Financial Reporting, of which at least 2 years must be at supervisory level.
- Proven, hands-on experience in SAGE 300 - Mandatory requirement.
- SAICA or equivalent professional body completed articles.
- A valid driver's license.
- Experience in the areas of financial accounting completed Proficiency in Microsoft Office (Word, Excel, PowerPoint).
- Knowledge of Public Service environment.
- Knowledge of CaseWare working papers.
- Understanding QCTO mandates and strategies, relevant government legislation, QCTO business strategies and goals.
- Knowledge of business processes and value chain and QCTO values.
