The vision of the Quality Council for Trades and Occupations (QCTO) is to qualify a skilled and capable workforce. 
The QCTO is a Council established under the Skills Development Act for standards generation and quality assurance for all occupational qualifications.

DEPUTY DIRECTOR: ICT OPERATIONS 
(Permanent Position) REF: QCTO 158

Manage ICT operations in the QCTO. 
 
Key functions: 
 Develop policies and procedures related to ICT operations to ensure they remain relevant. 
 Implement and comply with regulatory and legislative arrangements and reporting requirements. 
 Manage, monitor and control ICT infrastructure capability and performance. 
 Manage, monitor and control ICT operational hardware and software purchasing, licencing, and enhancements. 
 Manage, monitor and control information sharing and knowledge management portals, platforms and systems. 
 Manage, monitor and control operating systems, data and performance. 
 Manage, monitor and control security of data, network access and backup systems. 

 Conduct system audits of technologies implemented. 
 Manage, monitor and control fault-finding to ensure that ICT operational problems are swiftly identified and resolved. 
 Manage, monitor and control ICT operational risk management. 
 Manage, monitor and control ICT operational related business continuity plan, including disaster recovery plan. 
 Assist with budgetary planning for ICT operations.

Requirements:

 At least 6-8 years' collective experience in the management of ICT. 
 3 years' experience in a management position. 
 Experience in the area of ICT operational management

PRINCIPAL SYSTEMS DEVELOPER 
(Fixed term contract position: 24 Months)

A position exists at the QCTO for a Principal Software Developer to build a software system to automate the handling of Learner information and results as well as NLRD upload for historically registered qualifications. 
 
Key functions: 
 Maintain and improve the performance of existing software. 
 Develop new software solutions according to QCTO’s requirements. 
 Clearly and regularly communicate with management and technical support colleagues. 
 Design, develop new systems and update software database. 
 Recommend improvements to existing software programs as necessary. 
 Develop, maintain and run complex update procedures on databases from external sources. 
 Develop, maintain and run complex extract procedures on databases and existing applications(MIS) to provide to users. 
 Maintain Participate in the design of complex high-quality applications and relational database. 
 Develop applications and components. 
 Provide user support and technical consulting while managing QCTO systems related projects. 
 Participate in gathering and analysis of user requirements. 
 Ability to Supervise staff. 
 Test and maintain complex software applications to ensure strong functionality and optimization. 
 
Requirements:
 A recognised three (3) year Degree in ICT or related field (minimum NQF Level 7) registered with occupational qualifications sub-framework (SAQA). 
 At least 10 years’ experience in programming with main emphasis in C# 
 Proven knowledge and/or qualifications in software architecture and Agile development 
 Relevant working experience with C#, ASP.NET MVC, JavaScript, SharePoint 
 Experience working with relational databases such as, MSSQL or Oracle and a good working knowledge of SQL 
 Experience in mobile platform development will be an added advantage 
 Experience of software integration.

Manage the maintenance of developed and historically registered occupational qualifications and part qualifications on the National Qualifications Framework (minimum NQF Level 6). 
 
Key functions: 
 Manage the qualifications maintenance process.

 Engage stakeholders. 
 Conduct stakeholder advocacy. 
 Manage the archiving of qualifications.

 Manage the pre-scoping, scoping and Qualification Working Group sessions. 
 Review meeting minutes and meeting outcomes of the pre-scoping, scoping and Qualification Working Group sessions and action tasks addressed during the sessions, where necessary. 
 Review and evaluate the occupational qualifications submission received from the DQP. 
 Manage SAQA feedback on the developed occupational qualifications. 
 Review and present packs for the developed occupational qualifications recommended for registration on the NQF to the Qualification Committee and QCTO Council.

To manage the quality assurance and compliance of AQPs, skills development providers and assessment centres linked to the QCTO. 
 
Key functions: 
 Review self-assessment review outcomes. 
 Identify areas of non-compliance in the region. 
 Manage planned and unplanned site visits to monitor site performance. 
 Ensure that performance objectives are adhered to by the Assessment Quality Partner (AQP), skills development provider and assessment centre. 
 Manage the monitoring of full compliance of standards and criteria by the AQP, skills development provider and assessment centres 
 Verify external requests for site visits. 
 Identify planned and unplanned sites to be visited. 
 Ensure relevant templates are developed for site visit requirements and are made available. 
 Manage the development of objectives of site visits and outcome criteria. 
 Oversee setting up appointments for planned site visits. 
 Oversee unplanned site visit coordination. 
 Manage site visit schedule. 
 Monitor recording of performance against specified QCTO standards and regulations. 
 Consolidate site visit reports. 
 Recommend remedial action in instances of non-compliance. 
 Identify requirements that need to be addressed in order to achieve full compliance.
 Circulate report to relevant stakeholders. 
 Review site visit finding reports. 
 Monitor the review of populated remediation report from AQPs, skills development providers and assessment centres. 
 Recommends remediation actions to senior managers if necessary 
 Manage compliance of the remediation plan by AQPs, skills development providers and assessment centres. 
 Provide recommendations to OQA regarding the termination of agreements of non-performing AQPs, skills development providers or assessment centres. 
 Develop monthly and quarterly reports. 
 Develop quality assurance report on compliance of AQPs, skills development providers and assessment centres 
 Manage relationships with skills development provider or assessment centre in the region.

To ensure quality assurance for all the assessment requirements. 
 
Key functions: 
 Manage that processes are implemented by the AQP for the planning, designing, moderation, validation and approval of the final assessment instruments. 
 Monitor that a systematic process is implemented by the AQP for tools in order to facilitate consistency. 
 Review that relevant standards have been used to quality assure that the instrument has specific questions or activities developed in accordance with the specifications in the QAS Addendum to be used for the assessment. 
 Review that relevant standards have been used to quality assure that the marking memo/guidelines or rubric is available for the markers’/assessors’ use.
 Have oversight of standards that have been used to quality assure that the instructions have the correct information to be used by the candidate and/or the invigilator/assessor regarding conditions under which the assessment should be conducted and recorded. 
 Monitor that the final External Integrated Summative Assessment (EISA) instruments are developed according to the QAS Addendum. 
 Monitor that the developer/examiner of the instruments must meet the criteria set by the AQP, with regards to qualifications, experience, and any other legal requirements. 
 Monitor that Developer/Examiner Reports are received as evidence of completion from the AQP. 
 Review that all moderation requirements have been quality assured. 
 Review that validation of the final assessment instrument has been quality assured. 
 Review quality assurance of marking 
 Ensure that all SLAs are quality assured by relevant parties. 
 Monitor quality assurance of all requirements by the assessment centre to conduct the External Integrated Summative Assessment. 
 Review conduct of assessments and compliance to standards. 
 Ensure quality assurance of standards before, during and after the assessment takes place. 
 Ensure approval of final assessment before it is used. 
 Monitor quality assurance of the processing of examination data and documentation. 
 Oversee that candidate enrolment information is accurate. 
 Ensure learner enrolments have been sent to AQP and SETA/NLRD. 
 Review and approve reports on quality assurance standards as necessary. 
 Review EISA Monitoring Report. 
 Review project timelines.

Manage Employee Relations & Wellness, Recruitment & Selection, General HR Administration, and Training and Development Functions. 
 
Key functions: 
 Assist with the development of policies, procedures, frameworks related to Compensation & Benefits administration. 
 Ensure that policies, procedures and frameworks related to Compensation & Benefits administration are communicated to QCTO personnel. 
 Manage, monitor and control annual and ad-hoc remuneration review process, including incentive payments. 
 Act as liaison between employees and third-party benefits suppliers to resolve benefits-related queries and ensure effective utilisation of plans. 
 Manage, monitor and control remuneration schedules and develop or modify compensation plans. 
 Manage, monitor and control QCTO's benefits offerings and administration. 
 Manage, monitor and control Human Resources Information System set up and configuration. 
 Manage, monitor and control employee personnel files. 
 Assist with budgetary planning for Compensation & Benefits administration. 
 Ensure compliance with relevant policies and frameworks 
 Provide advice and guidance to management, employees and any collective bargaining structure on labour matters 
 Manage, organise and monitor wellness programmes designed to reduce health risks and encourage healthy lifestyle choices. 
 Manage the resources of the Employee Relations & Wellness function 
 Assist with the development of policies, procedures, frameworks related to employee relations and wellness services. 
 Assist with the development of policies, procedures, frameworks related to the Recruitment & Selection function. 
 Ensure alignment of the recruitment plan with employment equity targets. 
 Manage, organise and control the advertisement of vacancy process.

 Submit annual training report to ETDPSETA. 
 Manage and monitor the expenditure for the Training & Development function against the allocated budget. 
 
Requirements:
 A recognised three (3) year National Diploma or Bachelor’s Degree in Human Resources Management (minimum NQF level 6) registered with occupational qualifications sub-framework (SAQA). 
 At least 6-8 years' collective experience as generalist in Human Resources Management. 
 3-5 years' in a management position. 
 Excellent Computer skills and experience in payroll systems are necessary (VIP and ESS). 
 In-depth knowledge of HRM regulations, interpretation of policies, Remuneration and benefits structuring and administration, Organisational development and HR information management. 
 Must have skills in problem solving and analysis, communication, stakeholder engagement, data management, remuneration structuring, risk management and HR records management.

LOCATION: PRETORIA 
To monitor and facilitate the development process of occupational qualifications and part qualifications. 
 
Key functions: 
 Confirm relevant industry representatives are invited and in attendance at sessions throughout the development process. 
 Prepare materials, packs and presentations for pre-scoping and scoping sessions. 
 Facilitate the pre-scoping, scoping and Qualification Working Group sessions. 
 Document meeting minutes and meeting outcomes of the pre-scoping, scoping and Qualification Working Group sessions. 
 Circulate the attendance register for the pre-scoping, scoping and Qualification Working Group sessions and file on the QCTO systems. 
 Receive the occupational qualification submission from the DQP and validate that the submission is complete and all supporting documentation is included. 
 Check the developed occupational qualification for compliance with SAQA requirements. 
 Prepare packs for the developed occupational qualification for presentation to the Qualification Committee and QCTO Council. 
 Link approved qualification registered on the SAQA database with the QCTO systems. 
 Monitor and report on the progress and status of occupational qualifications being developed. 
 Provide the latest update of occupational qualifications being developed. 
 Identify blockages in the development of occupational qualifications being developed and recommend actions to relieve the blockages. 
 Prepare SLA for DQP. 
 Engage DQP on the approved SLA and other QCTO requirements and ensure all documents are completed, submitted and signed by the DQP. 
 Assist colleagues as required. 
 
Requirements:
 A recognised three (3) year National Diploma or Bachelor’s Degree in related field (minimum NQF Level 6) registered with occupational qualifications sub-framework (SAQA). 
 At least 3 - 5 years’ collective working experience. 
 Experience in qualification development.

LOCATION: PRETORIA 
To assist the Chief Director: Occupational Qualifications Management (OQM) in carrying out duties effectively and efficiently. 
 
Key functions: 
 Co-ordinate the Chief Director’s diary and schedule meetings and engagements both internally and externally, and domestically and internationally. 
 Co-ordinate the Chief Director’s travel and logistical arrangements including flights, hotel bookings, visas and transfers, requisitions and travel claims 
 Arrange meetings for the Chief Director including venues, and catering as required. 
 Prepare meeting agendas and circulate them to the required people. 
 Record, finalise and distribute meeting minutes to the required people. 
 Provide and distribute documentation packs prior to meetings with the Chief Director. 
 Answer all telephone calls courteously and with speed, performing screening and directing them to the relevant offices, where necessary. 
 Send emails and letters on behalf of the Chief Director. 
 Maintain a database of any individuals and their contact details that the Chief Director may require to speak to, ensuring speedy connectivity. 
 Liaise with external stakeholders as required for information and planning 
 File, register and track all documents. 
 Prioritise all correspondence timeously, finalise memos and letters before acquiring signature by the Chief Director. 
 Maintain an efficient filing and document control system for the function. 
 Source information as requested 
 Act professionally as the contact person of the function. 
 Actively participate in all meetings as required.

Requirements:
 A relevant secretarial or administration qualification (minimum NQF Level 5) registered with occupational qualifications sub-framework (SAQA). 
 At least 3-5 years’ experience as an executive personal assistant.

To provides centralised administration assistance to OQM and OQA and coordinate activities of OQM and OQA to provide seamless service to clients 
 
Key functions 
 Receive record and communicate OQM related correspondence to internal and external stakeholders. 
 Receive, record and communicate Occupational Qualifications Management (OQM) and Occupational Quality Assessment (OQA) related correspondence to internal and external stakeholders 
 Manages OQM and OQA administration of correspondence received 
 Notify applicants of the outcome of the applications submitted 
 Publish qualifications pack and OQA implementation policies in the Government Gazette 
 Submit qualifications and part qualifications for SAQA registration 
 Maintain the OQM and OQA databases. 
 Respond to OQM related queries. 
 Monitor and report on the status all OQM related correspondence received from internal and external stakeholders. 
 Perform administration of OQM related correspondence received from internal and external stakeholders. 
 
Requirements:

To provide administration support for the Director: Certification and Unit in the function. 
 
Key functions: 
 Schedule appointments for the Senior Manager: Certification. This involves a sound knowledge of Microsoft Outlook. 
 Arrange and coordinate business travel and accommodation as required for the Senior Manager: Certification and Managers in the function. 
 Receive and document all incoming documents or mail and distribute to relevant managers in the function. 
 Plan, prepare timeously relevant documentation for meetings and arrange venues and refreshments as required and record proceedings of meetings. 
 Type correspondence, reports, minutes, presentations, spreadsheets and related material from Dictaphone or handwritten notes. This involves working on Word, Excel and PowerPoint. 
 Track and follow up on documents that were sent from the Managers that require action or approval. 
 Perform other administrative functions.

To assist in the management of the Financial Accounting function in the QCTO. 
 
Key functions: 
 Assist with the development of policies and procedures related to the Financial Accounting function to ensure they remain relevant. 
 Assist in managing, monitoring and control of financial information management systems. 
 Assist in managing, monitoring and control of financial income funding receipt; capturing done and all processes followed.
