CHIEF EXECUTIVE OFFICER
Salary Level: R1, 978, 533 (All Inclusive Remuneration Package Per Annum)
Please Note: This is a fixed term position until 31 March 2025
(Directly linked to the term of the AA)
The Public Service Sector Education and Training Authority is in the process of reposition itself and aligning the new strategy with existing legislative and governance mandate. It therefore requires the services of a suitably qualified Chief Executive Officer. The successful applicant will be based in PSETA offices in Hatfield, Pretoria and will report operationally to Accounting Authority (AA).
JOB PURPOSE:
To provide effective professional leadership. The CEO is accountable for developing and implementing the PSETA Strategy aligned to legal and mandatory requirements; direct the development of long term objectives, policies, budgets and operating plans for the SETA to preserve stakeholder value and ensure good corporate governance.
DUTIES AND RESPONSIBLITIES:
1. Provide strategic leadership and guidance to the PSETA in relation to development and implementation of the organizational strategy:
1.1 Lead, in conjunction with the Accounting Authority, the development of the PSETA Strategic Plan and ensure its implementation and monitoring thereof
1.2 Drive the organizational strategic planning process by ensuring that divisional and overall organizational imperatives, goals and objectives are aligned
1.3 Review organisation-wide management systems and optimise controls and processes, and ensure monitoring thereof
1.4 Improve productivity across the SETA and align business activities with strategic and operational plans including the best performance management system
1.5 Ensure successful implementation of the National Skills Development Plan (NSDP) and other skills developments prescripts in line with the Service Level Agreement with the Department of Higher Education and Training (DHET)
1.6 Ensure sound risk management and monitoring and evaluation system
2. Ensure that the entity complies with legislative and regulatory frameworks.
2.1 AA resolution register and reports on implementation
2.2. Oversee risk management at strategic and operation levels within entity, conduct regular risk assessment
2.3. Ensure detailed operational plans for the organization are developed and implemented
2.4. Ensure that all operational decisions are carried out within budget and timeously in terms of relevant prescripts
3. Ensure effective stakeholder management and engagement
3.1 Maintain sound relations and interact on a regular basis with key strategic partners
3.2 Act as a liaison between the Accounting Authority, Management, the DHET and other relevant stakeholders
3.3 Represent the SETA at strategic forums
3.4 Maintain constant communication with all interested parties within and outside the sector
4. Manage Corporate Governance and Control Systems
4.1 Ensure the development of SETA policies in compliance with legislative requirements and communication thereof
4.2. Uphold and lead good corporate governance within the SETA
5. Manage the Organisation’s divisions
5.1 Develop a high performing managerial team
5.2 Drive for excellent results
5.3 Uphold high ethical standards
5.4 Create and maintain a culture of performance and efficiency
JOB REQUIREMENTS
A Masters’ degree (Business Administration, Public Administration, Governance and Management and other relevant related fields) (NQF 9) or equivalent qualification,
Minimum 10 years Senior Management experience both in public sector or SETA environment
Above average understanding of the South African Public service sector and corporate governance.
Extensive knowledge of the Public Finance Management Act (PFMA), Skills Development Act (SDA), Skills Development Levy Act (SDLA), and other relevant legislation;
Strong strategic and leadership capability in corporate governance.
