LEGAL ADVISOR 
Reference: PPSA 04/08/2023 
Location: Head Office, Pretoria 
Remuneration: R458, 307.00 basic salary per annum plus benefits 
 
Requirements: LLB degree or an equivalent four - year law degree with a minimum of 3 years post qualification experience in the legal field and admission as an Attorney or Advocate • Experience in providing legal advice, drafting of legal opinions and negotiating, scrutinizing, drafting and editing legislation, legal documents and/or contracts Right appearance in the High Court will be an added advantage • Proven practical experience in Administrative Law, Public and Constitutional Law, Law of Contract, Procurement Laws, Policies and Prescripts, Labour Law, Disciplinary and Labour Relations matters, including dealing with CCMA and Labour Court cases, Civil Litigation in the High Court and the Magistrates’ Court • Legal research

Ability to research and write legal opinions and affidavits and give advice to internal and external stakeholders. Investigation and quality assurance skills are essential. Knowledge and understanding of Public Protector Act, PFMA and all relevant legislation and regulations that govern the Public Administration. Knowledge of Court processes. This position requires an individual who is professional, objective, neutral, and attentive to detail. 
 
Key responsibilities and duties: The incumbent shall report to the Manager: Legal Services • Assist with managing litigation by and against the PPSA • Provide legal administrative support, regular legal updates to the entire PPSA Branches to ensure compliance with legislation • Advice on the drafting, reviewing, vetting contracts, MOUs and agreements of the PPSA • Assist with reviewing, vetting and quality assuring investigation reports • Assist with reviewing and/or providing legal opinions and advise specifically relating to the investigations for which the PPSA is responsible and provide on-going support during investigations • Assist with reviewing of legislation applicable to PPSA • Provide input/recommendations based on research findings and draft legislation • Assist with the drafting of contracts and contract management • Assist with the drafting of court paper, legal research, and advice • Consultation with witnesses • Assist with managing the resolution of legal disputes which includes representing PPSA arbitrations and in a court of law in addition to liaising with outside appointed legal professionals • Assist with procuring Attorneys and Counsel, briefing and consulting with Attorneys and Counsel including the preparation of court documents • Substitute and / or represent the Manager: Legal Services whenever he/she is, for any reason, unavailable to perform the functions of the Legal Services Unit or where multiple services are simultaneously required from the Legal Services Unit.

SENIOR MANAGER: FINANCIAL MANAGEMENT 
Location: Head Office, Pretoria PPSA (01/08/2023) 
All-inclusive salary package: R1,162 200.00 to R1, 365 411.00 per annum 
 
Requirements: A SAQA recognised Bachelor’s degree (NQF7) in the field of Accounting/Financial Management/Auditing • A minimum of 8 years’ relevant experience in Finance of which at least (5) years’ should have been at middle management • Extensive practical experience in the compilation, analysis and interpretation of financial statements in compliance to GRAP, PFMA, Treasury Regulations and National Treasury Practice Notes • Computer literacy and a valid driver’s license is required •Computer literacy and working knowledge of Caseware, SAP and MS Packages • A valid driver’s license.

Duties and Responsibilities: Manage the budget of the Public Protector South Africa and ensuring compliance to timelines on submission of the Medium Term Expenditure Framework (MTEF), Adjusted Estimates of National Expenditure (AENE) and Estimates of National Expenditure (ENE) • Manage the organisational payroll • Ensure compliance to all applicable tax laws • Monitor revenue classification and reconciliation for the submission to National Treasury • Ensure compliance with GRAP standards and accuracy of information captured in the accounting system and generate information for the preparation of the monthly, quarterly and annual reports • Management of all financial and management accounts: reconciliations and month end procedures • Management of the external financial reporting process (Interim financial statements and annual financial statements) • Monitor accuracy of monthly and quarterly management accounts • Ensuring integrity, compliance and manage organisational risks within the section • Participate in relevant governance structures/committees • Establish, implement and monitor internal controls to ensure compliance with internal policies, GRAP standards, prescribed legislation i.e. the Public Finance Management Act (PFMA) and Treasury Regulations and National Treasury’s Practice/Instruction Notes • Managing and resolving internal and external audit queries • Development and maintenance of financial management policies • Providing effective leadership, mentorship and management of staff within the Financial Management unit.

EXECUTIVE MANAGER: COMPLAINTS AND STAKEHOLDER MANAGEMENT

Requirements: Minimum of a 3-year tertiary qualification in Social Sciences, Public Administration, International Relations, B. Proc/ LLB, B. Comm Marketing. • A relevant postgraduate qualification will be an added advantage • 10 years’ relevant experience of which 5 years must have been at Senior Management level, • Must have worked in a legal environment and managed stakeholders both domestically and internationally. • Experience in dealing with human rights and social service delivery issues will be an added advantage. Understanding of legal prescripts dealing with complaints resolution processes. Relevant experience and/ or accredited training certificates in international relations, stakeholder management and communication customer relations/complaints handling development facilitation, public awareness and community outreach work, marketing, events management, monitoring and evaluation will be an added advantage • Proficiency in at least 3 of the indigenous languages will be an advantage • Good understanding of Inter-Governmental Relations (IGR) and Cooperative Governance Frameworks • Knowledge of and experience in strategic planning, financial management, project management, human resources management practices, change management principles and outreach. • Valid driver’s license and excellent skills in computer packages 
 
Duties and responsibilities: Design and coordinate implementation of vibrant stakeholder management, including international relations and strategy, incorporating Call Centre Management, Case Management and broader customer relationship management • Develop/review strategies, policies and programmes for implementation and management of case or complaint intake, preliminary assessment, customer service, outreach and stakeholder relations management • Ensure planning, coordination and implementation of promotional and outreach programmes for the organisation • Liaise with national, provincial and local government, and other stakeholders to ensure effective collaboration in pursuit of Public Protector mandate • Set stakeholder engagement plans and cascade into stakeholder engagement activities and compile reports on impact analysis • Develop and implement an effective customer service management processes • Ensure accessibility of the office nationally through marketing and outreach programmes to all communities and stakeholders • Provide strategic advice and analysis on matters of Intergovernmental Relations, international affairs and protocol• Promote and strengthen relations with international stakeholders. • Oversee Parliamentary liaison and response to parliamentary questions • Assist the Public Protector in the execution of high-profile engagement • Ensure proper management of intake and preliminary assessments of complaints. • Oversee and monitor the usage and consistent application of corporate identity.
