Requirements: B/Com degree in Financial Management and Accounting • Completed Trainee Accountant Programme/contract in a workplace accredited by the relevant body • A minimum of five (5) years’ experience as a financial accountant, at least three years of which must have been at a managerial level • At least 5 years working knowledge and application of GRAP standards in a similar environment • A minimum of five years’ experience in preparation of monthly management accounts and Annual Financial Statements • In-depth knowledge of the PFMA, PPPFA and related regulations • Excellent communication skills (written and verbal).

The successful candidate will be required to perform the following core functions: • Daily review of transactions and adjustments (journals) initiated by subordinates for compliance with all applicable GRAP standards regarding the recognition, measurement, prior to their positing • Daily approval and/or posting of transactions initiated by subordinates • Ensuring and monitoring compliance with all internal policies and procedures that have financial implications across all cost centres/branches within the Public Protector South Africa (PPSA) • Identification of risks in own area of responsibility and development and implementation of risk mitigation plans • Review and maintenance of financial accounting procedures in response to risks identified • Preparation and/or review of monthly management accounts, quarterly, interim and Annual Financial Statements in accordance with GRAP standards • Preparation and/or review of monthly and cumulative listings and reconciliations supporting amounts and balances disclosed in the Statement of Financial Performance and Statement of Financial Position for the monthly management accounts, quarterly, interim and Annual Financial Statements • Compile audit files for each month and financial year comprising of the lead schedule or lead sheets, foregoing listings, reconciliations and other relevant documentation and present to the Senior Manager: Financial Management and the Chief Financial Officer on a monthly basis • Liaise with and facilitate monthly submission of all reports that are required for disclosure notes in the Annual Financial Statements and the Annual Report from all relevant cost centre/branch managers • Present lead schedules audit file to external auditors prior to commencement of audits • Attend to and resolve both internal and external audit queries • Comply with PPSA month end processes and deadlines • Manage and maintain accurate fixed asset register for the PPSA • Providing effective leadership, mentorship and management support for staff within the Financial Management unit as well as other units within the Chief Financial Officer’s cluster, as and when directed by the Senior Manager • Performing any functions of the Senior Manager in his/her absence • Keep abreast of latest developments and provide continuous expert guidance to all finance officials on accounting issues (including interpretation of GRAP standards, legislation, regulations) • Through bench-marking with other public sector entities and research on financial reporting, achieve leadership status in financial reporting by the institution.

Key, Responsibilities and Duties: The appointee will: • Give strategic direction and leadership to the Free State Provincial Office and ensure the achievement of PPSA strategic objectives • Manage investigations in line with prescribed turnaround times to ensure speedy resolution • Investigate maladministration in state organs and parastatals • Make remedial actions and monitor implementation of the Public Protector’s remedial action • Deal with complaints, resolve, rectify and report maladministration • Monitor the implementation of Project/Investigation plans and conduct research • Conduct investigations, including forensic investigations and supervision thereof • Analyse and interpret evidence (including financial reports) • Oversee collating of information for reporting and produce reports for all investigations, hearings and mediations • Make presentations and negotiate on behalf of the Public Protector at a strategic level without fear, favour or prejudice • Apply ADR mechanisms, initiate and conduct hearings • Guide and supervise Senior Investigators and Investigators and monitor the workload and management of complaints • Conduct legal research • Conduct quality assurance on all investigations and statistical reports.

Requirements: • A degree or National Diploma in any of the following fields: Law/Auditing/Forensic Accounting/Forensic Investigations• Minimum of three (03) years Investigative experience and/or experience in Forensic Accounting, Forensic Investigations and Forensic Auditing • Good understanding of the legislative prescripts from which the Public Protector SA derives its mandate • Computer literacy • Understanding of the Requirements of the South African Public Service Administration • Knowledge and application of Case Management System (CMS) or other computer management systems • Knowledge of auditing or investigation techniques • A valid driver’s license • Fluency in English and other official language relevant to the Province/Region • Knowledge and exposure to conducting public awareness campaigns and outreach activities will be added advantage.

Key, Responsibilities and Duties: Conduct investigations on maladministration, undue delay and conduct failure using various investigation techniques in accordance with PPSA service standards • Prepare Investigation Plans for each allocated matter • Apply Alternative Dispute Resolution (ADR) processes to resolve reported complaints • Keep complainants informed of the progress of the investigation • Prepare letters, memoranda and reports to be submitted to the supervisor within timelines set in the Investigation Plan • Submit prescribed accurate and complete monthly and quarterly statistical reports to the supervisor• Conduct public awareness and outreach activities on an ad hoc basis or as when requested or directed.
