Introduction
The Public Health and Social Development Sectoral Bargaining Council (PHSDSBC) is designated in section 36 of the Labour Relations Act, 66 of 1995, to promote labour peace through constructive collective bargaining and expeditious resolution of disputes.
The PHSDSBC has vacancies for Part-Time Interpreters in the following languages and Provinces:
Free State – Sesotho: 1

PART-TIME INTERPRETERS.

Salary: A daily fee of nine hundred and twenty-nine rands, three cents (R929.03) is payable to part-time interpreters for interpretation service in the hearing.
Centre: Gauteng (Centurion).
Requirements: Applicants must have a Grade 12 Certificate (NQF level 4), a qualification in linguistics or equivalent (NQF Level 6). English (spoken and written) is a minimum requirement. Interpret at least one official South African language. Interpretation of two official South African languages will be an added advantage.
Competencies: Applicants must be knowledgeable about Bargaining Council/ CCMA processes and labour legislation.
Critical performance areas: The successful contractor will provide parties with accurate verbal interpretation service during the PHSDSBC conciliation and arbitration hearings and other designated administrative functions.

Daily Fee: A daily fee of three thousand, nine hundred and sixty-eight rands, sixty-four cents (R3968.64), is payable to the Part-Time Operational/level A Panellist for conducting a hearing.
Centre: Gauteng (Centurion).
Requirements: Applicants must have a Grade 12 Certificate (NQF level 4), Labour Law or Labour Relations Management degree (NQF Level 8) or LLB. The candidate must also be an accredited commissioner of the CCMA with at least six (06) years of experience in industrial relations, Labour Law or conducting conciliations, arbitration, and facilitations.
Competencies: Labour law, alternative dispute resolution, conciliation, mediation, facilitation, arbitration, interpretation and application of statutes, communication, and problem-solving.
Critical performance areas: To conduct conciliation, arbitrations, and con-arbs. Complete case documentation and process settlement agreements, rulings, and awards. Conduct complex mediations and conciliations if requested by the parties. Be able to interpret judgements, be resilient, have good listening, writing and communication skills. Must have the ability to negotiate and be influential.

DETAILS OF THE POST
PART-TIME RESIDENT PANELLIST.
Reference number: 24/10/2025/OGS/PTRP/003.
Daily fee: A daily fee of six thousand, two hundred and eleven rands only (R6,211.00) is payable to the Part-Time Resident Panellist for conducting resident panellist work. The Part-Tie Resident Panellist will be expected to work three days a week.
Centre: Gauteng (Centurion).
Requirements: Applicants must have a Grade 12 Certificate (NQF level 4), LLB degree (NQF Level 8), and LLM (NQF Level 9) in Labour Law will be an added advantage. The candidate must also be an accredited senior commissioner of the CCMA with at least fifteen (15) years of experience in industrial relations, Labour Law or conducting complex conciliations, arbitration, and facilitations (Preferably, experience in the vetting of awards, rulings and outcomes).
Competencies: Labour law, alternative dispute resolution, conciliation, mediation, facilitation, arbitration, vetting of awards and rulings, interpretation and application of statutes, communication, and problem-solving.
Critical performance areas: Screen referrals, issue ruling on jurisdiction, variations and rescissions; ensure the quality of all rulings and awards made; analyse case law, access court judgements and compile quarterly statistics and reports on awards; provide legal advisory services on any work of the council, develop and implement policies, issuing of conciliation outcome certificates in the case where the applicant requests arbitration.
Ensure compliance with PHSDSBC rules and maintain standards of consistency in dispute resolution in the sector nationally. Vet awards and rulings of Panelists. Monitor and evaluate the performance of panelists, and conduct investigations about the conduct of panelists against the Code of Conduct if complaints are received. Compile monthly, quarterly, and annual reports to the General Secretary and the CCMA. Provides technical support to the ongoing professional development of Panelists, staff members and parties to the Council when required. Ensures that the Council is fully apprised of new developments in alternative dispute resolution. Contributes to public awareness and the credibility of the PHSDSBC by drafting articles on topical legal and general interest matters for publication in the Annual Report and other mediums and among commissioners.

Daily fee: A daily fee of three thousand, nine hundred and sixty-eight rands, sixty-four cents (R3968.64), is payable to senior panellists for non-senior work allocated and five thousand, six hundred and twenty – five rands, eighty-two cents (R5625.82) is payable to senior panelists if senior panelist work is allocated.

Requirements: Applicants must have a Grade 12 Certificate (NQF level 4), LLB or Labour Law or Labour Relations Management degree (NQF Level 8), and LLM (NQF Level 9) in Labour Law will be an added advantage. The candidate must also be an accredited senior commissioner of the CCMA with at least ten (10) years of experience in industrial relations, Labour Law or conducting complex conciliations, arbitration and facilitation.
