Salary Range: R 344 860 to R 493 210 P/A plus benefits

Qualification Required: Degree or National Diploma in Law Enforcement, Security Management or related qualification at NQF level 6
 
Job Description: 
 
Requirements: Degree or National Diploma in Law Enforcement, Security Management or related qualification at NQF level 6 as recognised by SAQA. Occupationally Directed Education, Training & Development Practices qualification, or Assessor and/or Moderator courses in firearms? Minimum of 3-4 years’ experience working with firearms and ammunition in similar environment? Valid driver’s license ? Recognition of Prior Learning (RPL) and applicable knowledge and experience on the Job may be considered during the selection process.
 
Essential criteria: Knowledge of the South African Constitution. PSiRA Act 2020, Firearm Control Act, 2000 (Act No 60 0f 2000). Criminal Procedure Act, 1977 (Act 51 of 1997), and Public Finance Management Act ? Understanding of legislation and prescripts applicable in the corporate environment, including National Treasury Regulations, and Public Sector Risk Management Framework? Knowledge of corporate governance best practices (COSO Framework, ISO International Standard, SABS/SANS Standards ? Familiarity with King Reports on Corporate Governance and Ethics Frameworks ? Understanding of the Public Sector Integrity Management Framework ? Ability to build strategic working relations internally and externally.
 
Key Performance Areas:  Lead the acquisition, management, and administration of firearms, ammunition, and related accessories for the Authority ? Ensure the safe storage, transportation, and disposal of firearms and ammunition ? Develop maintain, and review Firearms & Ammunition Policies, Standard Operating Procedures, and work instructions. ? Coordinate firearms training and maintenance shooting exercises ? Maintain effective stakeholder relations with the Central Firearms Registrar’s Office, and SAPS Designated Firearms Officers ? Build and maintain effective internal and external stakeholder relationships. ? Contribute to the business unit’s operational risk register and respond to firearms risk-related queries ? Ensuring clean audit relating to firearms and ammunition related matters ? Ensure compliance with legislative amendments and implement operational controls accordingly ? Provide support and evidence for internal and external audits related to firearms and ammunition.? Ensure adherence in the divisional team to all relevant laws, policies and Standard Operating Procedures throughout the organisation relating to arms and ammunition matters ? Contribute to the annual operational budget and monitor expenditure within budget requirements ? Ensure performance reviews and compliance with human capital policies ? Support the training of staff within all systems, policies and procedures to minimise non-conformances ? Communicate relevant information to individuals/team and provide guidance and advice as required.

Job Description:
 
Requirements: Degree in Social Science, Humanities, Law, Criminology, Public Administration and Management, Strategic Studies, or other relevant degree ? Post–graduate Degree in relevant field will be an added advantage? 2 to 3 years’ experience working in a research environment? Recognition of Prior Learning (RPL) and applicable knowledge and experience on the job may be considered during the selection process.
 
Essential criteria:  Strength in conducting research Studies ? Strength in Collecting data and research methodology ?Publication in private security or relevant field ?Analytical and writing skills in English? Demonstrate an understanding of the private security industry in South Africa? Knowledge and understanding of key issues in the field of private security in South African? Experience of working with internal and external stakeholders ?Understanding the South African regulatory framework of the private industry? General Understanding of the privatization of Security in South Africa? Understanding of the PSiRA mandate ?Confident and capable speaker? Demonstrate ability to understand issues quickly and explain them clearly succinctly ?Demonstrate coherent understanding of how the private security is regulated in South Africa in comparison to other countries? Demonstrate sound judgment? Strong IT skills ?Strong organizational and time management skills, including the ability to assist in managing complex workload? A  calm, logical approach with an ability to work and deliver under pressure? Project management and implementation.
 
Key Performance Areas: To mainly conduct and coordinate research relating to private security industry in South Africa? To assist the Researcher with the development of research proposals, concept notes, research reports, policy briefs, discussion documents and other relevant documents ?Provide support to the Researcher with regards to the running and managing an efficient research and development unit’s external stakeholders? Assist the Researcher with the promotion of policies on the private security sector ?To analyse data and provide recommendations to the Researcher on how to  improve the regulation of the private security sector in South Africa? To participate in hosting research workshops, seminars and meetings relating the research conducted under the auspices of the Research and Development Unit? To assist the Researcher with research projects that are aimed at informing the development of policy documents for the Authority? To undertake any other responsibilities as required by the Researcher or Senior Manager Research and Development on behalf of the Research and Development Unit.
