The Private Security Industry Regulatory Authority (PSiRA) with its head office in Eco Park - Centurion is the statutory body regulating the private security industry in South Africa. PSiRA is looking for dynamic experienced and suitably qualified professionals to take up these challenging positions. CHIEF OPERATIONS OFFICER

Requirements: A Postgraduate Degree in Business Administration or equivalent NQF level 8 qualification coupled with 10 - 12 years experience in Senior Management in a regulatory environment with at least 5 years experience in Senior Managerial Level ●Valid driver’s licence is a prerequisite ●Qualification or certificate in leadership or management program will be added as an advantage● Recognition of Prior Learning (RPL) and applicable knowledge and experience on the Job may be considered during the selection process.

Key Performance Areas: Development and Implementation of the Authority Core Operational Strategy: Analyse and interpret the Authority’s Strategy and mandate within the Private Security Industry to determine the trends, strategic direction, core business realities and legal implications and relates it to the Operations roadmap to determine the direction of the specific area● Develop and monitor the implementation of the Authority’s combined assurance model for good corporate governance● Uses research and analysis information to determine: (proposed legislation; amendments to current legislation/regulations; trends in industry; trends in international legislation/regulations pertaining to the industry; trends related to the Regulatory area; technology optimisation strategy) ●Compiles a draft strategy and implementation roadmap and obtain input into the strategy and roadmap to improve operational efficiency; operating philosophy; re-engineering; governance and risk management strategy; technology and resource strategy and requirements ●Oversees strategic business partnerships (internal and external) ●Designs and implements operational frameworks, policies, procedures, processes, and controls within allocated area of responsibility and provides thought leadership across divisions● Implement Delegation of Authority ●Centrally manages and coordinates all service delivery operational information and awareness to service delivery staff at head office and at the regional offices to ensure an integrated and standardised approach ●Drives quality and operational excellence by monitoring and measuring all key aspects of operational delivery on an ongoing basis as well as identifying opportunities in collaboration across divisions and functions that will enhance quality in processes procedures and ultimately reduce the cost of non-conformance for the Authority ● Lead and Direct the Authority’s Risk Management Strategy: Manage the development and implementation of an enterprise risk and compliance management framework and plan and provides leadership to ensure: Holistic risk identification and evaluation process for purpose of internal audit planning process ●Reporting on the adequacy and effectiveness to management and the Risk and Audit Committee● Achievement of the Annual Operational Plan and Audit Charter● Continuous monitoring of developments and identification evaluation and reporting of emerging risk and compliance with implementation of auditors recommendation● Development and implementation of the Authority's fraud prevention policy and plan and compliance thereof ●Performance of ad-hoc investigations ●Effective management of control and governance matters as it relates to IIA Standards ●Effective collaboration with business units to establish, maintain and improve risk management register ●Development of risk management capabilities through training and assessment ● Ensure effective alignment between business, risk, compliance, and audit teams regarding audit, non-financial risk, and compliance ● Ensure the appropriate risk management policies, risk appetite and limits are established and maintained with relevant stakeholders and that risk matters and metrics are reported on● Drives the awareness and adherence and standardisation of prescribed internal policies and procedures as well as governance policies and compliance acts across the organisation and relevant strategic role players to ensure that risk is managed and always mitigated ●Ensures the rendering of an effective security service ●Ensures the vetting of staff members in accordance with the Act. Registration and CRM: Develop, monitor implementation and review of the CRM strategy and policy which guides the sourcing of the most suitable CRM system and processes in the PSIRA ●Oversee implementation of the customer retention strategy to ensure that PSIRA retains existing customer base and attracts new customers ●Oversee the optimisation and enhancement of the CRM system, package ability and software to benefit customers and the Authority ●Oversee the development and roll out of customer satisfaction surveys, as well as monitoring compilation and consolidation of customer satisfaction survey reports ●Oversee the provision and management of public education and empowerment so that user friendly and impact driven public education programmes are offered to PSIRA stakeholders ●Monitor development, implementation, and review of service level standards (SLAs) with all partners, vendors, stakeholders and PSIRA departments (including regional offices) ●Quality assures and present management reports as and when required so that Council, Director, and management team are provided with up-to-date information and are informed of the operations of CRM on an ongoing basis ●Integrate customer relationship management with knowledge management strategy, policy, and processes● Lead and Direct Monitoring and Evaluation Services: ●Facilitation of the strategy development and implementation ●Lead the development and implementation of monitoring, reporting and evaluation tools, systems, strategy, and implementation plans ●Monitor and track performance against strategic plans and set targets ●Lead the development of service improvement plans and evaluate the implementation thereof ● Research and Development: Ensure research is conducted within the private security industry which includes impact assessments; industry benchmarks and development of private security e-library) ●Ensure development and review of policies ●Develop Private Security Service Quality Assurance standards and accredit entities accordingly● Documents and Information Management : Overseeing the lifecycle of an organization's documents and information. This includes the creation, storage, retrieval, and disposal of documents, ensuring compliance with legal and regulatory requirements, and maintaining the security and integrity of information. Divisional and Team Leadership: Act as a role model to embed a performance and ethics culture within the team ● Determine and secure the associated resources to enable implementation of the approved strategy and operational plan ● Plan resources for subordinates that include performance agreements or scorecards with updated targets ●Facilitate individual development plans for direct reports ●Provide operational and technical support to subordinates by holding meetings with subordinates so that they understand the outputs to be delivered ●Identify training and development for subordinates by recommending appropriate training solutions when required that includes ongoing coaching and mentoring ● Conduct performance reviews of subordinates and provide subordinates with ongoing feedback on performance ●Administer all human resource related requirements (approving subordinates' leave, flexible-work arrangements and initiating recruitment of additional resources when required, etc.).

SENIOR MANAGER: RESEARCH AND DEVELOPMENT

Requirements: Postgraduate Degree (Doctorate) in Humanities, Social Science; in social sciences, Law Enforcement, Criminology, Security Management or related discipline coupled with At least a minimum of ten (10) years of extensive experience in security management environment of which at least four (5) years should be at senior management level ● Postgraduate NQF Level 9 qualification will be an added advantage ● A valid driver’s license with own reliable transport● Extensive experience in conducting research, with a track record of publications, patents, or other scholarly achievements ●Proven track record of research record in a relevant field of security is essential including extensive publications record● Recognition of Prior Learning (RPL) and applicable knowledge and experience on the Job may be considered during the selection process.

Key Performance Areas: Research Strategy/Plan and Policy : Develop a research plan and policy within the approved Research Strategy and Policy to facilitate the implementation of research outputs within the Authority● Define research priorities, objectives, and timelines to guide research activities and initiatives ●Research and Development Capacity ●Take the lead role in the development and establishment of PSIRA's research and development department in terms of resources and projects within the Authority and to ensure the full understanding of the industry through research● Efficiently allocating resources and managing research budgets ●Build research capacity within PSIRA staff through training programs, workshops, and knowledge sharing initiatives ●Provide guidance, support, and mentorship to staff members involved in research activities to enhance their skills and competencies ●Research Projects● Direct, coordinate and oversee research and development activities for organisational mandate. Manage research teams, resources, and budgets to ensure the successful execution of research projects●. Knowledge Management: In liaison with the IT Manager, oversee the Webmaster on uploading and updating research content for the internet to ensure that it is relevant, accurate, and up-to-date and a valuable source of information for both internal and external stakeholders. Includes the following activities: ensuring that new content adheres to web style guidelines ●Ensuring that new content is uploaded, updated and published perform a quality control role for all content on the intranet ● establishing performance metrics and fostering a culture of continuous improvement● checking links on the internet regularly to make sure that they are still working and that the information they provide is still current; analyzing traffic flows (how many people visit the site) and looking for ways to increase frame and to determine if it needs to be upgraded to handle increases● Stakeholder Analysis: Oversee and develop framework for research on the Authority's stakeholder needs analysis● Stakeholder Engagement Oversee PSIRA's engagement with stakeholders on research priority areas and research outputs and outcomes. This includes monitoring and analysing developments, trends, and emerging issues in the security industry, including regulatory changes, technological advancements, and market dynamics. Provide regular updates and insights to stakeholders and the Authority to inform decision-making processes and strategic planning ●Hosting meetings, workshops, seminars and conferences ●Encouraging stakeholder engagement in identifying research areas and in conducting research ●Involvement in road shows in liaison with the Manager: Events and Marketing ●Participating in relevant civil society and industry engagements. Publications: Oversee the development, management, and preservation of research knowledge●. This includes overseeing data collection and management ●Creating and maintaining relevant database ●Communicate research findings, insights, and recommendations to internal and external stakeholders through reports, presentations, publications, and other knowledge dissemination channels. Ensure that stakeholders and PSIRA staff are kept informed about research developments and activities within the Authority Publishing articles, reports and monograph ●Overseeing, quality assuring and reviewing policies and processes for the research output ●Research and Policy Organisation's Engagement: Oversee relations with research and policy organisations in order to maintain the image of the Authority and ensure that the organisation communicates any research findings with these organisations. Includes the following: Attend to research-related queries● Oversee the production of PSIRA publications● Budget: Develop, monitor and control the implementation of a capital and operational budget in the Research Department so that the expenditure is in line with the defined limits and the Authority's strategy.

Essential criteria: Envisaged candidates are expected to be knowledgeable of security standards and practices ● An in-depth understanding of security vetting and assessment issues by practical and evidenced application of knowledge gained ●The ability to intuitively understand the motivations and vulnerabilities of person who has a tendency towards corrupt activity● Ability to know where and how to obtain the relevant information to conclude the security investigation/assessment expeditiously ● Requires wide knowledge of legislations and procedures as it pertains to security and vetting ● Analytical ● Computer Literate ● Planning and Organizing ● Innovative ● Report Writing ● Ability to work under pressure ●Communication skills both verbal and in writing are essential ● Office management skills. 
 
Key Performance Areas: Effective Management of physical security: Responsible for conducting site reviews and performing security audits ●Ensure that security assessments are conducted across all PSIRA offices ● Manage the service level agreements with Security Service Providers delivering a protective security service on behalf of PSIRA at all PSIRA?s offices ● Review the service level agreements of the Security Service Providers annually or as and when required in collaboration with Legal and the SCM business unit.
