The Ports Regulator was established under the provisions of the National Ports Act, 2005.
Its vision is to be regarded nationally and internationally as a world class institution which sets the standards for economic regulation in maritime ports.

​EXECUTIVE MANAGER: POLICY, STRATEGY AND RESEARCH

Total cost to company R2 067 179
This position reports to the Chief Executive Officer of the Ports Regulator of South Africa. The successful candidate must ensure that Policy, Strategy and Research is conducted to develop, execute and maintain appropriate economic regulatory framework for South Africa’s port infrastructure, facilities and services under the National Ports Authority (NPA) in fulfilment of the National Ports Act, Act 12 of 2005.
 
Position Purpose
• Develop, manage and monitor implementation of economic regulatory frameworks (tariff methodology, tariff strategy and regulatory accounts) for the Regulator
• Manage and lead the NPA tariff application process,
• Manage development of appropriate benchmarks for economic regulation and research to establish best practice in the economic regulation of Ports.
• Manage, conduct and apply regulatory standards for South Africa’s Port tariffs and structure
• Policy-oriented research to guide the development of regulatory strategy and policies for financing and management of port infrastructure and facilities provided by the Ports Authority and for the efficiency of SA ports.
• Develop and manage systems and procedures to effectively conduct the regulators economic and regulatory research.
• Develop and manage the PSR department’s budget, Annual Performance Plan and ensure operational plans are in line with budget.
• Manage and support employees in the execution of their duties, monitor and report on progress at various forums.
• Ensure the effective communication and implementation of approved policy and strategy to relevant stakeholders
 
The successful candidate must have:
• Master’s degree in Economics/Econometrics.
• 7-10 years in economic regulatory/government environment
• 7-10 year’s management experience of which 5 years should have been at Senior management level
• Knowledge of the economic analysis software and of the ports industry in general
• Good leadership, people management and good interpersonal skills with ability to engage with Executives, Board Members and Stakeholders.
• Good organisational and Planning Skills, good verbal and written communication skills, excellent research skills, experience in project management and report writing
• An understanding of management strategic, functional, operational, technical and related risks
• In-depth knowledge of applicable legislation, regulations and frameworks
• Knowledge of training methodologies, research methodologies and practices
