PORTS REGULATOR OF SOUTH AFRICA
 
The Ports Regulator was established under the provisions of the National Ports Act, 2005. Its vision is to be regarded nationally and internationally as a world class institution which sets the standards for economic regulation in maritime ports.

SPECIALISTECONOMIC REGULATION 
Permanent Position 
Total Cost to Company – R744 182.65 (Non-Negotiable) 
This position reports to the Manager: Policy, Strategy and Research of the Ports Regulator of South Africa. The successful applicant must have a post graduate qualification (Honours / Masters) in the field of Economics, Econometrics, Statistics, Financial Management or equivalent and/or relevant experience in a regulatory or port systems environment. The candidate must have demonstrated experience in economic and financial analysis as well as pricing of asset infrastructure services such as ports, rail, energy, telecommunications. The successful candidate will be conducting research more specifically economic research, collecting, collating and analysing information and research data with the ability to solve problems. The candidate will need to demonstrate the ability to communicate both oral and written research findings. The candidates will be required to be meticulous, work independently, have strong work ethic and be able to work as part of a team. Knowledge of the maritime sector is required. The successful candidate will participate in project conceptualisation, planning and execution of port industry development and stakeholder engagements initiatives, port infrastructure assessments, and benchmarking research under the leadership of the Manager: Policy, Strategy and Research. 
 
Responsibilities:
 Provide research and analytical support to the function of Economic Regulation within the Regulator; 
 Conduct quality economic and regulatory research and analysis as required; 
 Participate in the tariff setting process for the South African port system; 
 Performance monitoring of the Authority; 
 Collect and analysis data for the purpose of benchmarking exercises; 
 Team leadership and supervisory role 
 Perform ad-hoc-projects 
 
The prior experience of working for economic and other regulators is essential. The successful candidate must be competent in quantitative research, economic analysis, financial analysis, report writing, and presentation skills. Candidates with engineering background coupled with exposure and post graduate qualification in economics or finance are encouraged to apply. 
 
Minimum Requirements: 
 Must have a postgraduate (Honours or Masters) qualification in Economics, Econometrics, Statistics, Financial Management, Engineering or equivalent with 3- 5 years relevant experience in conducting economic research, tariff benchmarking and economic forecasting 
 Experience in financial and economic modelling will be an added advantage 
 Ability to analyse and interpret financial statements 
 Experience in conducting research projects and/or project management 
 Previous experience within the Maritime Environment would be an added advantage. 
 Previous experience within an economic regulatory environment would be an added advantage.

SPECIALIST: MONITORING AND COMPLIANCE 
Permanent Position 
Total Cost to Company – R744 182.65 (Non-Negotiable) 
This position reports to the Manager: Legal, Regulatory Compliance and Tribunal of the Ports Regulator of South Africa. The successful candidate will deliver a compliance, regulatory review and regulatory compliance audit/ monitoring service under the leadership of the Executive Legal. 
 
The successful candidate must:  Must have a degree in law (LLB or equivalent). 
 5 years minimum post qualification experience and minimum 2 years’ experience in compliance 
 Post-qualification legal experience in compliance and / or corporate governance will be an advantage 
 Be able to demonstrate knowledge of the National Ports Act, its Directives, Regulations and other relevant enactments 
 Member of CISA will be an added advantage 
 Experience within the Ports or Maritime Environment would be another added advantage 
 Have excellent analytical, research, legal and report writing capabilities 
 Possess excellent communication and interpersonal skills 
 Be in possession of a Code B Driving licence. 
 
Key Functions: 
 Assisting Manager: Legal, Regulatory Compliance and Tribunal to identify, analyse and monitor regulatory risk indicators; 
 Assisting with the drafting and reviewing of compliance related policies, agreements and memoranda; 
 Ensuring compliance to all relevant regulatory requirements identified; 
 Assisting management with understanding the various requirements to comply with all applicable legislation, regulations etc. across business activities; 
 Ensuring the continued flow of information, updates and advise to management on new legislative changes and the impact thereof on the business; 
 Ensuring management of compliance risks impacting the organisation; 
 Building and maintaining strong relationships with all the applicable stakeholders 
 Identify non-compliances as to identify potential risks; 
 Drafting reports in respect of compliance monitoring of the National Ports Authority to management; 
 Follow up on identified risks, trends and corrective action to be taken by the relevant stakeholders; 
 Identify opportunities to improve or enhance business processes;  
 Support the Manager in preparing an annual compliance monitoring plan based on high risk areas 
 Identify training needs on relevant regulatory requirements that impact the employees through monitoring and other methods 
 Develop training material to address identified needs 
 Conduct research and analysis into regulatory compliance matters as required. 
 Compile reports of regulatory compliance matters; 
 Perform any other duties related to monitoring and compliance functions of the Ports Regulator of South Africa 
 Function well within a team.
