Post Description
To manage the Human Resources Services and Partnership unit, and is primarily responsible for delivering a needs-driven and responsive Human Resources services and products of the highest quality, inclusive of CoE administrative support and effectively managing the payroll.
Key Responsibilities
Develop and drive an integrated HR administration approach to support the Human Resources and business strategy and objectives.
Provide a high quality Human resource administration service to clients, covering key focus areas with specific deliverables such as:
Resourcing administration
Compensation and benefits administration
Employee personal information
Payroll administration
Leave administration
Overtime approval and claims
Talent Management
Provide a high quality and effective payroll function to the business
Ensure accurate calculation of Payroll payments (PAYE/SDL/UIF, Pension fund, medical aid, etc.)
Monthly Payroll reconciliations.
Checking and auditing of payroll, ensuring legislative, Tax and Retirement benefits compliance, etc.
Identify problems with current HR services and develop remedial action
Supervise and direct the activities of the Human resources and partnership staff.
Maintain high quality service delivery to meet or exceed the expectations of clients and stakeholders including promoting and monitoring the adherence of Service Level Agreements (SLA) and turnaround targets.
Project manage all initiatives and programs within each functional area to ensure on-time and on-budget delivery.
Assess customer requirements and priorities through regular consultation with staff at all levels of Pikitup
Minimum Requirements
Minimum Qualifications
Bachelor’s Degree in Human Resources, Business Administration or related field;
Minimum Experience
A minimum of 5 years' applicable experience as a Human Resources generalist, as well as proven experience in the management of a Human Resources section/division in a unionized environment.
Extensive knowledge of SAP payroll with five (5) years’ experience.
Required Competencies
Knowledge
Knowledge of the public service or ambit of public entities will be an added advantage;
In –depth knowledge of various aspects and application of employment laws;
Knowledge of business and management principles, Human Resources strategic planning, people and financial management
Governance, ethics and values
Knowledge and/or understanding of Municipal Finance Management Act (MFMA) and Municipal Systems Act advantageous
Generalist HR knowledge

Honours Degree or equivalent Postgraduate Qualification in Human Resources or Business Administration an advantage.
8 years’ applicable experience as a Human Resources generalist, as well as proven experience in the management of a Human Resources section/division in a unionized environment.
Professional accreditation e.g. IPM or SABPP.
