Chief Operations Officer
Department: Operations (Braamfontein Head Office)
Contract Type : 5 Year Fixed Term, Performance Based Contract
Reporting to : Managing Director
The Chief Operations Officer (COO) shall oversee, direct, and organise the work of all Pikitup operations, ensuring smooth operational coherence, a high standard of functioning and productivity. The incumbent shall ensure that a consistent standard of service excellence is developed and maintained which equals the strategic direction and intent of the City of Johannesburg and Pikitup as well as all the Service Delivery Agreement (SDA) requirements of the shareholder. The COO will drive a culture of high performance throughout operations ensuring that organizational outcomes are met timeously. Due to the nature of Pikitup operations, the incumbent must be flexible to work after hours including weekends and public holidays as required. The ideal candidate must be able to maintain and build trusted relationships with customers, suppliers and other stakeholders.

Appointment requirements:
A relevant bachelor’s degree in Science, Engineering, Waste Management, or General Management
A relevant postgraduate qualification would be an advantage.
An MBA or equivalent qualification is also preferable.
At least 8 years’ experience at a senior management/executive level in a comparable environment in the public or private sector
In-depth experience and understanding of operations
Demonstrable experience in project management and performance management

Short-listed candidates will be subjected to screening and security vetting to determine their suitability for employment, including but not limited to: criminal records; citizenship status; credit-worthiness; employment history, reference checks and qualification verification. Preferred candidates will be required to undergo the CoGTA battery of psychometric and skills assessments in terms of the relevant regulations
Furthermore, the person appointed to this position will be subject to a security clearance, the signing of a performance agreement and an employment contract.

This appointment shall be in compliance with all requirements set out inter alia in the Municipal Finance Management Act, No. 56 of 2003 and the Municipal Systems Act, No 32 of 2000 (as amended) as well as the regulations in Annexure A of the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers GN 21, GG 37245 of 17 January 2014. This appointment will be subject to the undertaking of an employment contract and performance agreement, disclosure of financial interests and security vetting.
