Position: BUDGET ACOUNTANT
Directorate: FINANCE DEPARTMENT
Remuneration: R 24 505.16 pa excluding benefits
Requirements: • A. B Degree or equivalent qualification in the field of Accounting or Local Government Finance, • At least 2 years experience in the Budget and Local Government Financial Management Environment, Meting the minimum competency levels in terms of Gazette 2967 will be an added advantage, • Thorough understanding legislation applicable to Local Government and GRAP, Computer literacy and understanding of Excel spreadsheets. • Knowledge of applicable legislation, policies and prescriptions, as well as insight, knowledge and skills in financial processes, methods and procedures in the Division
Responsibilities: • Inform Departments of all relevant information needed to comply with National Treasury requirements and assist where needed • Collect all information from Departments and verify for correctness • Oversee capturing of data for correctness completeness. • Prepare budget control reports to be disseminated to all managers. Prepare advisory reports to all managers regarding their individual budgets.
Position: DEMAND OFFICER
Directorate: FINANCE DEPARTMENT
Remuneration: R 235 904.28 pa, excluding benefits
Requirements: • A National Higher Diploma in Supply Chain Management or equivalent. • Computer Literacy-office applications. • At least 2 years' experience in the Supply Chain Environment, • Understanding of legislation applicable to Local Government MFMA.
Responsibilities: • Communicating with the immediate superior on specific aspects of Supply Chain Management Policy and processes, clarifying understanding and implementation approach, outcomes and performance measures. • Aligning Information systems, applications, work processes and role boundaries to support functional outcomes related to the stock control, requisitioning, procurement, utilization, etc. • Controlling the stock receipting, storage, counting and issuing applications, investigating deviations and monitoring the application of corrective procedures. • Participating in meetings and providing information on specific Supply chain processes and procedures.
FINANCIAL MANAGEMENT INTERNS X5
Salary: R78 000.00 all inclusive p.a
Requirements: • B.Com degree or equivalent, preferably majoring, in accounting, management accounting and or internal audit. • Knowledge in computers, preparation of financial statements, understanding of relevant applicable legislation (MFMA), as well as the ability to work under pressure.
Key performance areas: • Assist the Municipality in complying with all the requirements of the MFMA. • Assist with the implementation and transformation of accounting records (GRAP) • Perform reconciliation financial analysis. • Electronic capturing of financial data as well as other and financial functions that may be assigned by the C.F.O
Contractual post: Two years

POSITION: TOWN PLANNER
Directorate: OFFICE OF THE MUNICIPAL MANAGER
Remuneration: R 426 577.96 pa, excluding benefits
Requirements: • A recognised B. degree or equivalent qualifications in Town and Regional Planning with 4 years' post qualification years experience. • Extensive people management experience. • Be registered as a player with the professional council for planers (SACPLAN). • Leading Competencies: having completed or in the process of doing the "Certificate Programme In Municipal Finance Management (CPMF); Strategic Direction and Leadership, People Management, Programme and Project Management, Financial Management, Change Leadership; Governance Leadership. Core Competencies: Planning and Organizing, Analysis and Innovation, Knowledge and Information Management, Communication Quality Focus.
Responsibilities: • Ensure the application of town and regional planning in land development (facilitate and provide technical assistance to professional teams on all aspects regarding town and regional planning in the Municipality). • Ensure adherence to legal requirements. • Coordinate, evaluate and monitor the implementation of development in compliance with Spatial Planning and Land Use Management Act, or SPLUMA and other applicable legislation and town & regional planning standards guidelines. • Interpret and implement planning legislation, policies, guidelines and regulations. • Facilitate site clearance in terms of Project Execution Plans and manage site clearance standards as agreed with Project Managers. • Compile and review periodically the Municipal Spatial Development Framework (SDF). • Compile guidelines and evaluate Land Use Management Scheme and precinct plans. Mentor, train and manage officials in the Municipal Planning Directorate and submit monthly reports to the Director of Corporate Services. Supervise performance management and development; office administration and budget in the Planning Directorate. • Monitor and control expenditure. Report on expenditure and service delivery. • Ensure continuous research and development for the betterment of planning in the Municipality. Provide assistance and support in the housing, local economic development and IDP directorates of the Municipality. • Prepare reports for the Municipal Council consideration and approval. Facilitate the process of obtaining inputs of relevant parties and departments for town planning and township establishment activities to ensure implementation of policies spatial plans. Attend to public enquiries, site inspections, etc.
