GROUP GENERAL MANAGER: INSURANCE (12 MONTHS FTCW)

DEPARTMENTAL MISSION: To supervise and oversee the management of the insurance department and to coordinate and evaluate the risk financing and risk retention policies of PRASA to ensure that there is a cost-effective balance between risk transfer and retention throughout the group.
 
OUTPUTS:
Group Insurance Program
• Direct and oversee the management of the Group Insurance Department
• Ensure that an Insurance Risk Program is established and implemented
• Conduct Risk Transfer Evaluations
• Purchase conventional insurance in accordance with the corporate risk management strategy
• Review and evaluate the insurance products annually and oversee the negotiation of insurance premiums with brokers
• Evaluate the insurance cost benefit structure to ensure value (at least annually)
• Oversee the process of monitoring claims against insurance premiums in order to assess the value proposition
• Ensure that the assets of the Group are adequately insured e.g. trains, buildings, office contents and for SASRIA (acts directed against the state)
• Provide guidance on management of insured risks in contracts agreements, leases and other legal documents including labour disputes
 
Manage Human Resources
• Lead and manage subordinates and divisional risk managers in the achievement of set objectives and targets
• Secure the human resource requirements to ensure that deliverables will be met in accordance with the expected targets
• Conduct the Performance Planning Session
• Compile the Performance Management documentation in collaboration with staff members in terms of:
• Track and monitor performance in accordance with policies and procedures and performance planning documentation
• Continuously provide feedback and coaching to ensure that the staff member/s perform at optimum productivity level
• Conduct performance reviews in accordance with policies and procedures and take corrective actions where necessary
• Appraise performance at the end of the performance period in accordance with policies and procedures
• Provide feedback to the relevant role players
• Manage Human Resources in accordance with policies, procedures and legal requirements
• Complete Human Resource Management actions within the allocated time frames
• Coordinate the process of career development in the Divisions by ensuring alignment between staff selection, development and retention 
 
Manage Budgets
• Compile departmental budget annually including claims provision
• Submit the budget for approval to Exco
• Monitor and manage expenditure within the approved budget and report on variances
• Take corrective action as necessary

CAPABILITIES:
Minimum Requirements:
• BCom Degree (or equivalent) in Management, Risk, Accounting or Law
• Any relevant post-graduate qualification in finance, risk management or law
• Master of Business Administration would be advantageous
• Specific qualification in an area of law or insurance would be advantageous
Experience:
• 4 years’ experience in a Senior Management position/role
• At least 2 years relevant rail industry experience and understanding of the transport services sector
• Thorough understanding of corporate governance, business and operational risk and information technology principles
• Understanding of the compliance requirements for the rail industry
• 5 - 10 years risk management, insurance experience

LEGAL ADVISOR (12 MONTHS FTCW)

DEPARTMENTAL MISSION: To minimise financial loss whilst reducing the risk of exposure for PRASA to promote and ensure business continuity
 
OUTPUTS:
• Attending to all the third-party litigation to proactively act in the best interest of PRASA
• Work with the attorneys who act on behalf of PRASA in the third-party litigation matters
• Conduct investigations on each matter and provide the attorneys who act on behalf of PRASA with the necessary information to ensure that PRASA case is well litigated
• Propose settlement on the matters through a submission to Group Legal Executive
• Provide monthly reports
• Liaise with the Security Services where necessary
• Audit the pleading on case line
• Attend Court with the Attorneys acting on behalf of PRASA
• Liaise with the specialist that will oversee the claimant to ensure that PRASA interest are protected
 
KNOWLEDGE:
• Knowledge and understanding of South Africa’s Legal Framework (in particular, Public Law, Property Law, Labour Law, Constitutional Law, Tax Law) as well as developments in legal framework e.g., drafted bills etc.
