DEPARTMENTAL MISSION: The job purpose is to provide strategic direction to the PRASA Rail Regional Human Resource function and operations. The incumbent serves as a strategic HR advisor to the Managers and Regional Exco with the responsibilities of influencing, aligning and reporting on Rail Operations people objectives, as well as providing Region specific strategic and consultative services related to people issues that impact on the business.
 
 
OUTPUTS:
• Co-define and participate in shaping PRASA Rail Divisional HR strategies, and lead the development and implementation of Regional HR operational plan that comprehensively reflects people issues related to business strategy within specified requirements (policies, processes, governance and systems)
• Act as strategic advisor and engage the Regional Manager and Regional Executive Committee members to influence, guide and shape business strategy
• Manage the Service Level Agreement with business on the HR value chain (workforce planning, recruitment, talent management’ performance management, career management, learning and development, succession management, exit management)
• Build and reinforce the high performance culture in the Region, and act as a talent architect to identify and build current and future talent to meet the talent needs of the Region with clearly defined Regional succession and talent pipeline
• Facilitate Regional management and leadership development
• Act as a workforce sensor to assess the organisation climate and address workforce morale issues in the Region
• Ensure harmonious Labour Relations, Regional Representation in Collective Bargaining and effective implementation of Labour Law processes (grievances, disciplinary, CCMA, Labour Court.
• Ensure implementation of Regional Employee Wellness programmes and HIV/AIDS management programmes.
• Build an employee centric culture in the Region and facilitate the resolution of employee enquiries, requests and escalations.
• Managing the budget
• Lead Regional HR forums and act as representatives of the business in selected external forums/agencies
• Team management, with the accountability for building HR capability i.e. pay attention to the growth needs of HR professionals (unlearn old roles and learn new ones)
• Responsible for the Organisational structures, HR systems etc.

CAPABILITIES:
Minimum Requirements
• Matric
• Relevant B-degree in Human Resources
• 5 Years’ experience in HR Environment
• 3 years management experience
• Drivers Licence

• Post graduate qualification in Social Sciences
