DEPARTMENTAL MISSION: To identify (HCM) business requirements with regards to effective financial management and determine interventions to address HCM business challenges. Based on the analysis, advice on required changes and provide factual Human Resources Information on organizational status quo.

OUTPUTS:
Provide an advisory service on HCM data and information
• Critically evaluate information gathered from different sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding and distinguish user requests from the underlying true needs
• Provide input to the configuration of the system is aligned to HCM requirements
• Provide relevant HRIS reports i.e., Man-hour, Quarterly Statistics SA, DOT Quarterly Employment Equity, Treasury and Ad hoc reporting requests).
• Provide line managers with monthly Cost Centre reports.
 
Develop and Analyse HR Metrics
• Establish a high standard of knowledge and information disbursement.
• Monitor trends in terms of HR metrics
• Advice HR practitioners and line managers with regards to deviations from set standards and emerging trends on HR metrics.
• Monitor emerging risks from HR metrics.
• Develop reports on HR metrics.
• Provide recommendations and advice in respect of specific HR metrics related queries and complaints.
 
HCM Budget and costs
• The budgetary prescriptions are obtained from Finance are determined in accordance with deliverables
• Consult with the relevant role players within the department to determine expenditure requirements
• Compile the comprehensive budget indicating the financial requirements of the department in accordance with the budgeting guidelines
• Submit the budget for approval to GE: HCM
• Receive the approved budget and communicate the figures to the department
• Monitor the expenditure against the budget to ensure that spending occurs within the budgetary restrictions
• Ensure that only authorised overspending is approved in accordance with procedures.
• Receive the monthly expenditure statements from Finance and analyse to enable reporting.
• Monthly compile the financial report indicating:
  • Monthly expenditure
  • Variance in terms of budgeted and actual figures
  • Savings achieved or budget overspent
  • Year to date figures
• Consult the relevant role players where overspending took place and take corrective actions to rectify the overspending
• Monitor the budget to ensure that figures balance in terms of budgeted and actual figures
• Conduct the budget reviews as prescribed by Finance and adjust budget where necessary
• Close the budget at the end of the financial year
 
Payroll reconciliation
• Compile payroll reconciliation timeously.
• Ensure payroll data integrity by ensuring that the correct employees and/or third parties are paid the correct amounts on time.
• Report on monthly anomalies and variances.
• Ensure that wage types are linked to the correct GL’s so as to allow correct reporting on the income statement.

CAPABILITIES:
Minimum requirements:
• Diploma/Degree in Human Resources/ Finance Business
Experience:
• Minimum 3 years’ experience in HRIS reporting
