DEPARTMENTAL MISSION: To provide a Human Resource Information and Support Service to internal and external stakeholders. Responsible for building the HR reporting service and tools, executing the detailed analysis of large HCM data sets and Budget information - in accordance with Finance prescripts; and communicating the results across the Organisation, for the use in driving business decisions. The incumbent provides inputs to the relevant functions on how to review and maintain the integrity of data in HR systems.
OUTPUTS: Provide advisory service on HCM data and information
• Critically evaluate information gathered from different sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding and distinguish user requests from the underlying true needs
• Proactively communicate and collaborate with external and provide training, through workshop sessions; to internal customers to analyze information needs and functional requirements.
• Provide input to the configuration of the system for alignment to HCM requirements.
• Provide relevant HCM reports i.e. Man-hour, Quarterly Statistics SA, DOT reports – inputs to the Shareholder compact, Quarterly & Annual Employment Equity, Treasury and Ad hoc reporting requests).
• Provide HCM functions e.g. OD, Recruitment and other relevant department with monthly Cost Centre reports.
• Assist in the analysis of employee information as part of the Annual Remuneration Review

Develop and analyse HCM Metrics
• Establish a high standard of knowledge and information disbursement
• Monitor trends in terms of HCM metrics
• Identify opportunities to improve reporting and contribute to action plans which will assist in our plans around diversity, gender pay etc
• Advices HR practitioners and line managers with regards to deviations from set standards and emerging trends on HR metrics
• Monitor emerging risks from HR metrics
• Develop reports on HCM metrics
• Runs the strategic HR reports and comments the most important trends
• Runs regular audits over HR data and reports issues to be corrected
• Liaise with all HCM SAP Module functional owner regarding SAP data improvements
• Provide recommendations and advice in respect of specific HCM metrics related queries and complaints
• Participates in various HR Projects and delivers the source data for the analysis in the project team
HCM budget and cost
• The budgetary prescriptions are obtained from Finance are determined in accordance with deliverables.
• Consult with the relevant role players within the department to determine expenditure requirements
• Compile the comprehensive budget indicating the financial requirements of the department in accordance with the budgeting guidelines.
• Submit the budget for approval to GE: HCM
• Receive the approved budget allocations and communicate the figures to the department.
• Provides support in terms of the appropriate GL accounts and cost centre to be used when purchases are made.
• Monitor the expenditure against the budget to ensure that spending occurs within the budgetary restrictions
• Ensure that only authorised overspending is approved in accordance with procedures.
• Draw monthly expenditure statements from SAP Finance and analyse to enable reporting.
• Monthly compile the financial report indicating
§ Monthly expenditure
§ Variance in terms of budgeted and actual figures
§ Savings achieved or budget overspent
§ Year to date figures
• Consult the relevant role players where overspending took place and take corrective actions to rectify the overspending.
• Review and revise the HCM PR/PO Release strategy for submission to the GE: HCM for approval.
• Act as a level 1 HCM budget releaser to the value of R200 000.
• Monitor the budget to ensure that figures balance in terms of budgeted and actual figures.
• Conduct the budget reviews as prescribed by Finance and adjust budget where necessary.
• Provide HCM Personnel cost reports, on Quarterly, Annual and for the Medium-Term Expenditure Framework (MTEF) period to Finance, in line with the Finance prescripts, for submission to National Treasury.
• Close the budget at the end of the financial year.
Assist with ensuring compliance
• Assist with ensuring compliance with legislative and statutory requirements, within area of expertise
• Align data standards to adhere to legislative (e.g. POPIA) and PRASA requirements
• Validate and ensure the accuracy of the system data and collaborate with the HCM Administration and Systems teams to resolve any issues
• Identify and escalate data issues relating to the capture and maintenance of HCM data on SAP and other systems
• Communicate best practice for data integrity checking and resolution
Relationship Management
• Establish, develop and maintain positive relationships with internal and external stakeholders.
• Proactively identify stakeholder needs and act appropriately to address these.
• Provide information and templates for reporting purposes to stakeholders.
• Liaise with stakeholders regarding submission requirements and submission dates.
• Proactively and regularly engage users to gain an understanding of their business as it relates to HR analytics.
• Understand and discern whether requests are appropriately channelled and refer to alternate channels where necessary.

CAPABILITIES: Minimum Requirements:
• Diploma/Degree in Human Resources, Industrial Psychology/Finance/Business.
• Computer literacy (Word, Excel and PowerPoint)
• SAP System
Experience:
• Minimum 3 years’ experience in Remuneration and benefits analysis and reporting/ Human Resources Information System Management and Reporting
• Minimum 12 months experience in Remuneration and benefits/Financial/ Payroll Information/ System Management and Reporting
