DEPARTMENTAL MISSION: To lead, direct and manage the turnaround of the Passenger Rail Agency of South Africa (PRASA) to achieve organisational performance in line with agreed objectives set by the Shareholder and the PRASA Board of Control.
OUTPUTS:
1. Strategy development, implementation, and monitoring
• Lead the Group’s executive management team in developing and recommending to the Board of Control, a long-term strategy and vision for the organisation to implement Government’s strategic objectives, the Shareholder’s Compact, and the organisation’s Corporate Plan.
• Ensure the development of annual business plans and budgets that support the organisation’s long-term strategy and objectives.
• Ensure continuous improvement in the quality and value of the products and services provided by the organisation and that the organisation achieves and maintains a satisfactory competitive advantage within the industry.
• Lead PRASA’s contribution to economic growth through the provision of world-class infrastructure and technologies, expansion of economic infrastructure, job creation and skills development as well as industrial capacity building through a strategic approach to procurement and operations.
• Continuously engage key stakeholders (including spheres of government) to ensure that the delivery of services is aligned with policy and development objectives.
• Set comprehensive goals for company performance and growth in alignment with the shareholder/board compact.
• Direct and oversee all aspects of the Modernization Capital Program, Security and Securing PRASA infrastructure, Service Recovery Plan.
• Establish appropriate staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery and allocates resources accordingly.
• Identify and determine investment requirements and priorities to improve the delivery of services.
• Lead and manage the implementation of the PRASA Passenger Customer Charter.
• Lead the implementation of the PRASA asset renewal and maintenance programme in line with approved capital budget.
• Lead the implementation of the PRASA Safety Management strategy and programmes including compliance to Rail Safety Regulator, SANS 3000 regulations and other relevant legislations.
Establish and maintain sound legal, governance, regulatory, loss control and risk frameworks to ensure effective governance practices are instituted and embedded throughout the organisation.
• Lead the executive team in implementing the Board of Control and its Committees' decisions.
• Evaluate and report on the performance of the organisation against established objectives, budgets and strategic plans as articulated in the Shareholder Compact and Corporate Plan.
2. Direct, guide and support the day to day provision of the following to fulfil the entity’s mandate and meet customer demands;
• Rail Operations (Metrorail and Main-Line Passenger) Services;
• Corporate Real Estate Solutions Services;
• Technical Services;
• Road Based Passenger Transport Services; and
• Investment Services.
3. Corporate Governance, Compliance and Risk Management
• Ensure the establishment and maintenance of sound legal, governance and regulatory frameworks to ensure impeccable governance practices are instituted within the organisation.
• Oversee the formulation and implementation of major corporate policies, procedures, and standards.
• Ensure effective internal controls.
• Develop an annual risk profile of the Group identifying overall business risks and applicable mitigation actions.
• Ensure development and implementation of systems/ measures to ensure the safety of assets, passengers, employees and to ensure business continuity.
• Ensure compliance with the relevant health and safety requirements.
• Ensure compliance with all relevant Legislation & Regulations, PRASA policies and procedures.
4. Resource Management
• Determine the organisations’ priorities and ensure effective allocation of resources to these priorities.
• Ensure the alignment of financial, human, and technical resources to strategy.
• Ensure the implementation of sound human resource, financial, ICT and supply chain management ensuring compliance with applicable legislation.
• Establish the Group Capital Projects and Investments Committee for the sound management of projects and the Capital expenditure budget.
• Develop and implement systems and measures to improve revenue generation.
• Ensure sound business process management
• Develop and implement efficiency measures to ensure optimum capacity utilisation and performance.
• Implement sound measures to ensure effective capital programme management.
• Develop and Implement systems and measures to ensure continuous feedback from customers and other key stakeholders.
5. Reporting and advisory services
• Provide strategic advice to the Chairman and the Board in relation to management of operations and overall PRASA business strategy.
• Ensure the integrity of all public disclosures by the Company.
• Ensure general and regulated reporting (Annually, Quarterly, and monthly)

CAPABILITIES:
Minimum requirements
• A Postgraduate degree in Engineering, Commerce or Finance is a minimum requirement.
• An MBA/MBL will be an added advantage
Experience:
• Minimum 15 years’ experience in engineering or rail transport management level in a large company (10 – 15bn expenditure, ≥10 000 employees)
• Experience in leading major transformation within an organisation
• Proven ethical leadership and responsible corporate citizenship
