JOB TITLE: General Manager: Risk

DEPARTMENTAL MISSION: To direct and lead the Enterprise Risk Management portfolio and drive initiatives that embed a culture of risk management into the organisation thus assisting it to achieve its objectives by minimising the total cost of risk to the business in relation to its resources, assets and liabilities.
 
 
OUTPUTS:
 
Develop and maintain the Risk Management Strategy and related frameworks
 Develop and maintain an enterprise risk management strategy, plans and policies
 Develop, table for approval and implement an annual risk management plan
 Define risk management methodologies and ensure consistent application thereof throughout the organisation
 Define and table the organisation’s risk appetite and tolerance levels for approval by the accounting authority.
 Identify, in consultation with senior leadership and management, the material risks and uncertainties associated with existing operations and strategy as well as new ventures, opportunities, and strategies
 Monitor and report on the appropriateness of management’s controls and mitigation/treatment action plans for risks recorded in the risk registers
 Gather risk intelligence on current operations and future initiatives
 Develop analytical, systems and data management capabilities to support effective risk management
 Define and implement risk indicators and reports
 Develop processes that identify links, dependencies, and integration of material risks
 Lead the organisation’s efforts on enterprise risk management, which includes educating and working with the accounting authority, executive leadership, the management team, and additional layers of management as appropriate to build and enhance risk management awareness, capabilities, processes, and tools
 Formally communicate with appropriate governance structures by providing a report detailing consolidated risk register of material risks facing the organisation, its divisions and subsidiaries as well as potentially material emerging issues
 Report on Risk Appetite and Tolerance breach (es).
 Define and oversee implementation of special projects and strategic initiatives that enterprise risk management should engage in to promote continuous improvement of risk management practices
 
Provide advice, guidance and consultative expertise on risk management and monitor the corporate wide risk profile
 Provide advice on risk issues to the executive and management team
 Promote a culture of risk awareness and proactive risk management within the organisation
 Support business turnaround initiatives with risk management
 Keep the executive team well-informed of emerging risks
 
Management of resources
 Mange portfolio finances (budget forecasting and control) and human resources in terms of:
 Training and development;
 Performance management
 Working environment that fosters productive team dynamics
 Succession planning;
 Quality of work etc.

 
KNOWLEDGE: 
 Thorough knowledge of Corporate Governance, business and operational risk analysis methods
 ISO 31000
 COSO framework, Australian/ New Zealand Standards (international risk management standards and code of practices)
 Industry operational best practices
 PFMA, National Treasury Regulations and corporate governance principles (e.g. the King IV principles)
 Extensive understanding of complex Capital Investment programmes
 Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes
 Sound knowledge and understanding of all relevant legislation and regulation on the provision of public transport
 Financing and insurance strategies
 Sound knowledge and understanding of health and safety legislation regulation, principles and their application in the workplace to ensure a safe and healthy work environment.

CAPABILITIES:
Minimum requirements
 NQF level 8/ relevant post graduate qualification in Finance, Risk Management, Law or Auditing
Ideal: Masters of Business Administration
 
Experience:
 Fifteen (15 )years Risk Management or auditing experience AND
 Five (5) years Senior Management experience
Legal requirement:
 Valid South African driver’s license
