JOB TITLE: Chief Engineer: Electrical

DEPARTMENTAL MISSION: Responsible to strategic support to the CEO in all aspects of the Electrical discipline. Strategize, develop and lead a long-term operational plan (direction, execution, control and completion) of Electrical activities and projects as the overall chief in this field. Ensuring that world class best practice is entrenched within the Division.
OUTPUTS:
Provide Strategic and Tactical Support to the CEO
• Lead and direct the strategic planning of all activities and projects related to Electrical engineering
• Guide and ensure approval of Departmental Strategy and implementation of effective and efficient structures
• Accountable as the Chief Asset Manager for all electrical infrastructure
• Oversee the review and revision of electrical engineering policies and standards
• Oversee the finalization of maintenance plans
• Identify and manage risk issues
• Oversee the compilation of annual business cases for the allocation of projects from PRASA Corporate
• Ensure project goal alignment and approve resource allocations
• Provide expert guidance and technical direction to Executive Management as the subject matter expert for the Strategic Planning processes of the division
Management of divisional business planning, budget and performance cycles
• Establish Divisional timelines, schedules and plans as well as appropriate interventions.
• Develop and implement a Divisional Business Planning Process.
• Consolidate and produce the Departmental Business Plan, Budget and Scorecard.
• Facilitate the completion of staff Performance Compacts in alignment to the Departmental Scorecard and in preparation for Performance Reviews.
• Prepare all necessary documentation and consolidate performance feedback
Project Management
Lead and direct the implementation of approved Electrical projects by:
• To assume full asset management accountability for the Electrical assets to ensure compliance with the relevant legislation including the OHS Act, NEMA and SANS 3000
• Define business requirements for Electrical infrastructure
• Ensure the development and management of the following information services and support systems in respect of the provision of the Electrical engineering functions to the efficient operation of PRASA Technical:
- Engineering instructions, Technical specifications, Safety instructions, Maintenance manuals,
- Safety Management Systems, Benchmarking, and Departmental and asset performance measures.
• Conduct regular age profile studies, including an annual asset condition assessment with a view to advance asset management improvements to maximise return on the asset investment.
• Review performance of assets in terms of capacity requirements (availability) obsolescence, operational performance, degradation rates, condition, and maintenance costs.
• Oversee all Research and Development and other specialised investigations in the Electrical discipline
• Review and manage capital programmes.
• Ensure Risk analyses for infrastructure assets in terms of Safety, Reliability, Asset condition, etc. are conducted at least once a year or sooner if deemed appropriate.
• To provide strategic direction on asset acquisition and disposal
• To provide strategic direction on safe electrical asset utilisation
Management of Service Providers
• Accountable for all Electrical service contracts
• Ensure that all service providers have relevant contracts and performance agreements.
• Manage and monitor service provider delivery as per agreement.

• Ensure that world class practice is entrenched in all activities internal and external.

CAPABILITIES:
Minimum requirements
• Post graduate degree in Electrical Engineering
Ideal: Master’s degree in Electrical Engineering
Experience:
• Appropriate maintenance and construction experience in Electrical Engineering environment (heavy current)
• 5 – 10 years Senior Management experience.
• 5 – 10 years Contract Management experience
Legal requirement:
• Registered Engineer with ECSA as a Professional Engineer
Ideal: A Government Certificate of competency (Factories)
