JOB SUMMARY
The Chief Information Officer (CIO) is a senior leadership role responsible for the strategic direction and overall management of the ICT Division within the Parliament of the Republic of South Africa. The CIO will ensure the effective delivery of Information Technology systems, infrastructure, tools of trade, and business technology solutions that drive business process optimization and digital transformation initiatives. This role is crucial in enabling Parliament to fulfil its core mandate and strategic objectives efficiently through the effective utilization of contemporary Information and Communication Technologies (ICT).
YOUR KEY RESPONSIBILITIES WILL BE:
- Strategic Planning and Management
- IT Business Solutions and business process optimisation
- Big Data and analytics technical infrastructure, architecture and support.
- Research and Innovation
- Operational Management
- Human Resources Management
- Financial Management
TO QUALIFY, YOU MUST HAVE:
- Grade 12 or NQF Level 4, Post graduate degree of Post graduate diploma in Information Technology, Computer Science, Information Systems, Business and Information Systems or related qualification at an NQF Level 8.
- ADVANTAGE: Professional registration with Institute of Information Technology Professionals of South Africa.
- 10 Years’ relevant IT Management experience, of which at least 5 years having been in a senior leadership position in a medium to large size company or institution and having a proven track record in leading and driving ICT and/or digital transformation initiatives.
Technical Knowledge and Skills:
- Excellent knowledge and understanding of ICT and digital transformation, business process optimization, and contemporary ICT trends.
- Excellent knowledge of IT project management principles and methodologies
- Excellent knowledge and application of ICT governance models and frameworks
- Excellent knowledge and application of systems and technology security applications, framework and controls.
- Excellent knowledge of Big Data and Analytics and business intelligence applications.
- Excellent knowledge of AI
- Basic knowledge of the government in South Africa, its structures and administration
- Knowledge of Information and Communication Technologies and systems that help to make organisations successful.
- Knowledge of ERP systems and applications
- Knowledge of broadcasting technologies and infrastructure
- Knowledge of Management Systems and Practices.

JOB SUMMARY
The successful candidate will be responsible for providing and implementing information security solutions to protect and secure the ICT infrastructure including Parliament’s network, on premise systems, cloud-hosted applications, hardware and software from cyber-attacks and any other potential security breaches.
YOUR KEY RESPONSIBILITIES WILL BE:
- Information and Cyber Security
- Integration and reporting of system security services (spanning across all ICT sub functions)
- Disaster Recovery Planning and Management
- Security Risk Identification, Assessment and Analysis
- Information and Cyber Security Training and
TO QUALIFY, YOU MUST HAVE:
- Grade 12 or NQF level 4
- Bachelor’s degree (NQF 7) in Computer Science, Information Technology or an equivalent relevant qualification and at least one professional IT security management certification e.g. Certified Ethical Hacker (CEH), CISSP, CISM, GIAC, CISA, Certified Cloud Security Professional (CCSP) etc.
- With the minimum 5 years’ experience in an Information and cyber security role

- Knowledge of Internal Audit Standards and understanding of Accountability and Governance practices
- Knowledge and understanding of governance, risk and compliance management within an ICT environment
- Ability to think through scenarios, hypothetical situations and concepts and to identify risks and weaknesses in various business processes.
- Must have strong technical skills in TCP/IP, VMWare, Windows and Linux OS, Cryptography, IDS and IPS, SIEM, and Cloud Security
- Must have an understanding of information security frameworks i.e. COBIT, ISO27001, NIST,
- Must have an understanding of information regulatory requirements i.e. POPIA
- Knowledge of Networking infrastructure and security requirements
- Knowledge of penetration testing methodologies and frameworks.
- Secure SDLC design, testing and development skills

- With the minimum of 5 years’ relevant experience
