JOB SUMMARY
Parliament is seeking a capable executive to serve as the Division Manager: Core Business Support. This is an executive role entrusted with providing comprehensive strategic oversight and direction to the Parliamentary Core Business Support Division. This role is accountable for enhancing the operational effectiveness and institutional integrity of the core functions of Parliament through the provision of comprehensive support to Committees. This support cuts across the core functions of Parliament ensuring alignment with constitutional mandates and democratic principles. This role plays a pivotal part in strengthening the institutional performance and democratic credibility of Parliament by ensuring that its core functions are fully supported, seamlessly coordinated, and constitutionally grounded. The Division Manager directly oversees the following key portfolios: Parliamentary Committees Support; Public Participation Coordination and Facilitation, and Liaison with the Office of the Leader of Government Business. This role requires an individual with strong leadership acumen, deep institutional insight, and a collaborative mindset capable of working across functions and with high-level stakeholders.
 
As a successful candidate your key responsibilities will be to:

To qualify, you must have a minimum of:
  • Honours Degree or Post Graduate Diploma in Social Sciences / Political Science / Public Administration / Public Management / Law or related qualification at an NQF level 8.
  • A minimum of 10 years’ relevant experience in managing core business support processes within a legislature or public sector environment of which 5 years must have been at a senior management level.
 
You must also demonstrate:
  • Excellent knowledge and understanding of the core functions of Parliament
  • Excellent understanding of the two Houses of Parliament and its distinct environment and operations
  • Sound knowledge and experience of public participation and public education processes and activities.
  • Proficiency in managing budgets and financial forecasting, with an understanding of cost optimization.
  • Strong negotiation skills
  • Thorough knowledge of the administrative, executive, and legislative processes.
  • Ability to think strategically and manage multiple priorities in a complex environment.
  • Thorough knowledge and understanding of prevailing socio-political issues in South Africa.
  • Thorough knowledge of Financial Management of Parliament Act FMPPLA, Supply Chain Management process and governance and applicable legislation.
  • Thorough knowledge of all relevant and applicable policies and procedures.

As the Senior Researcher, you will be responsible for providing leadership and expert guidance to the social equity research cluster team in conducting high-quality research to support the core business of Parliament (Law-making, Oversight, Public Participation and International Engagements) as well as for special projects and programmes of Parliament. This role is responsible to manage a team of professional researchers, ensuring quality, accurate, relevance, and timeliness of research outputs and plays a pivotal role in developing research strategies and approaches, overseeing complex research projects, and ensuring that the team delivers evidence-based research and independent objective insights and analysis.
 
Your key responsibilities will be:
  • Conceptualisation and initiation of research projects
  • Coordination and management of research projects
  • Strategic advice and guidance on research agendas of Committees within the cluster
  • Management of the research cluster team

To qualify, you must have:
  • A relevant Master’s degree in social services, development studies, gender or related qualification at an NQF level 9. PhD will be advantageous

JOB SUMMARY
The role of Team Leader in one of our Parliamentary Democracy Offices offers exciting opportunities for a people-centred, caring and politically astute individual to be at the center of Parliament’s public participation programs. As a Team Leader, you will be responsible for planning and coordinating all aspects of Parliament’s public outreach in the province, in collaboration with internal and external stakeholders, partners and beneficiaries.
In this role, you are required to lead a team to ensure the successful implementation of Parliament’s public participation initiatives in the province, in line with Parliament’s Public Participation Model.  This includes the facilitation of public information and education, mobilization of relevant stakeholders, and organizing feedback sessions with the Members of Parliament. You will also be responsible for the management of the office facilities and operations in line with the applicable legislation, policies and procedures approved in Parliament.
Public Participation is an essential component of the Constitutional mandate for Parliament. Parliament’s role and outcomes are to represent the people and ensure government by the people under the Constitution, as well as to represent the provinces and local government in the national sphere of government. In addition, the facilitation of public participation and involvement in its processes therefore remains central to the mandate of Parliament.
 
Your key responsibilities will be:
  • Ensure effective and efficient management of all the operations of the Parliamentary Democracy Office (PDO).
  • Conduct operations management in line with the organisational life cycle principles and milestones adopted in Parliament from planning, execution, monitoring and evaluation and reporting and review.
  • Ensure that Public Participation engagements, including Public Hearings through the law-making processes are conducted in the province towards meaningful involvement of the people in Parliament’s processes and its committees.
  • Ensure availability and accessibility of educational materials to inform and educate people about Parliament and its functions in the province’s predominant official languages.
  • Equip the people with the relevant knowledge and skills needed to engage meaningfully in Parliament’s Public Participation engagements and public hearings.
  • Work in collaboration with relevant stakeholders to ensure there is a progressive loop of information sharing and providing feedback.
  • Provide insightful and influential communications on relevant matters in writing and orally as an organisational ambassador of Parliament in the province.
  • Provide a conducive work environment that is free of hazards but equipped with the facilities, assets and technologies required to ensure the operations are run effectively.
  • Uphold the health and wellness mechanisms needed to maintain operational excellence.
  • Manage employees, the team and working relationships in line with the legislation, policies and procedures approved in Parliament.
  • Account for the productivity, spending and performance of the PDO.
  • Apply sound Financial Management in line with the Financial Management of Parliament and Provincial Legislatures Act, Supply Chain Management processes and Parliament Delegation of Authority.
  • Proactively identify risks, and work in collaboration with relevant stakeholders to categorise risks and develop effective mitigation plans and risk management strategies.

To qualify, you must have:
A relevant Bachelor’s degree, e.g. in Education/ Community Development / Communication / Public Relations / Public Management / Public Administration or a related qualification at an NQF Level 7.  A minimum of five years relevant experience, e.g. in public engagements and/or public stakeholder relations of which at least two years must have been in a supervisory/management position.

JOB SUMMARY
