ASSISTANT OMBUD
 
The Office of the Ombud for Financial Services Providers (FAIS Ombud), is established in terms of the Financial Advisory and Intermediary Services Act, 37 of 2002 (the FAIS Act). Its objective is to consider and dispose of complaints in a procedurally fair, informal, economical and expeditious manner and by reference to what is equitable in all circumstances. The FAIS offices are located in the east of Pretoria in Gauteng. 
 
In order to discharge its mandate, the FAIS Ombud seeks to appoint an Assistant Ombud who will be, inter alia, responsible for: 
  • Analysing complex problems, drawing correct conclusions and establishing a clear and focused direction in the resolution of a complaint; 
  • Ability to extract the essence of a complaint; 
  • Facilitating the resolution of complaints through mediation and conciliation; 
  • Drafting recommendations and/or determinations to resolve complaints; 
  • Ability to draft other legal documents such as affidavits, pleadings and subpoenas in accordance with legal requirements; 
  • Providing initiatives for the complaints handling processes in terms of the relevant pieces of legislation; 
  • Assist the Ombud with policy development, public relations, staff management; 
  • Making recommendations on how to improve the effectiveness, efficiency, and delivery of services relevant to the mandate of the FAIS Ombud, using technology and technical methods and methodologies; 
  • Drafting information circulars following the issuing of determinations, for circulation, awareness and education purposes; 
  • Compiling manuals and industry practice notes on product improvements; 
  • Participating case law and providing legal opinions; 
  • Liaising directly with the Tribunal in relation to matters before the Tribunal for reconsideration from the FAIS Ombud; 
  • Representing the Office at various forums; and 
  • Various other duties as may be determined from time to time by the FAIS Ombud. 
 
The ideal candidate must have: 
  • LLB or BProc Degree; 
  • Admission as an Attorney or Advocate; 
  • A minimum of 8 years’ post admission experience; 
  • Extensive knowledge and understanding of the financial services regulatory environment; 
  • A minimum of 5 years’ experience in the financial services industry; 
  • Extensive experience in legal drafting; 
  • The ability to conduct an impact analysis of any impending regulatory challenges and advise on changes required to adapt to any such changes in legislation; 
  • Sound report writing skills; and 
  • Ability to communicate in two or more official languages will be an advantage. 
 
Furthermore, the ideal candidate must: 
  • Be able to multi-task and handle enquiries from various management levels; 
  • Be able to handle confidential information; 
  • Have good written and verbal communication skills; 
  • Be able to conduct legal research and draft legal opinions; 
  • Be able to operate within a high-pressure environment;

HUMAN RESOURCES PRACTITIONER
 
The Office of the Ombud for Financial Services Providers (FAIS Ombud), is established in terms of the Financial Advisory and Intermediary Services Act, 37 of 2002 (the FAIS Act). Its objective is to consider and dispose of complaints in a procedurally fair, informal, economical and expeditious manner and by reference to what is equitable in all circumstances. The FAIS offices are located in the east of Pretoria in Gauteng. 
 
In order to discharge its mandate, the FAIS Ombud seeks to appoint a Human Resource Practitioner who will be responsible for, inter alia: 
  • Coordinating the recruitment and selection processes, including administration of appointment, transfers and exit processes; 
  • Coordinating the induction processes of new staff members; 
  • Advising management and staff on performance management processes and development matters; 
  • Conducting Annual Skills Audit(s); 
  • Compiling and submitting the Annual Training Report (ATR) by the deadline; 
  • Compiling, submitting and implementing Workplace Skills Plan (WSP); 
  • Coordinating training and development interventions for staff; 
  • Participating in developing and reviewing of the HR Policies and Procedures; 
  • Ensuring that the HR policies and procedures are implemented and comply with regulations and legislation; 
  • Recommending employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation;
  • Providing technical support to client departments on crafting and reviewing job profiles, job descriptions and job specifications; 
  • Coordinating all job evaluation processes and, where applicable, conduct in-house benchmarking of jobs; 
  • Providing advice to line managers and staff on HR issues and policies, including employee relations matters (grievances / disciplinary process); 
  • Preparing HR reports for approval by the Manager; 
  • Assisting the HR Manager in carrying out organisation-wide process of organisation development that addresses issues such as succession planning, employee retention, organization design, and change management; 
  • Providing advice on FAIS Ombud Employee Benefits and Compensation matters, including salary structuring; 
  • Conducting on-going HR research and best practices and provide the necessary recommendations; 
  • Taking the lead and working with other HR staff in completion of assigned projects, e.g. annual salary increases; 
  • Participating in developing and implementing the HR strategy and its subsequent annual reviews; 
  • Promoting Employee Wellness initiatives; 
  • Conducting adhoc projects in other areas of human resources as directed by the Manager; 
  • Performing general administration and project-related function as directed by the Manager. 
 
Qualifications and Experience: 
  • A National Diploma in Human Resource Management or equivalent; 
  • 3-4 years’ experience working in Human Resource Management area; 
  • Must have a good understanding of relevant HR procedures, processes and prescripts;
  • Knowledge of SA Labour Legislation (BCEA, LRA, SDA, EEA, etc.);
  • Knowledge of HR system/s (Sage 300);
  • Must be computer literate at an intermediate level.

ICT GRADUATE TRAINEE PROGRAMME
 
The Office of the Ombud for Financial Services Providers (FAIS Ombud) was established in terms of the Financial Advisory and Intermediary Services Act, 37 of 2002 (the FAIS Act). Its objective is to consider and dispose of complaints in a procedurally fair, informal, economical, and expeditious manner, and by reference to what is equitable in all circumstances. The FAIS Ombud offices are in the east of Pretoria in Gauteng. 
The purpose of the Graduate Trainee Development programme is to groom the most deserving members of our society and expose them to the working environment. The rationale behind this initiative is to train and empower graduates who have just come out of tertiary institution and do not necessarily have previous work experience. 
The duration of the programme is twelve (12) months.
