SALARY: R 913 969.00/R1 123 501.00: The pay scale will be determined by competence.
TERM OF CONTRACT: Permanent
CENTRE: Bergville
REQUIREMENTS : A Bachelor of Science Degree in Building Sciences/ Architect/ Bachelors’ Degree in Town and Regional Planning or Development Studies Public Administration/ Law or equivalent. 5 years’ experience at middle management level; and have proven successful Professional Developmental/ Town Planning experience. Must meet the minimum competency levels for senior managers. A certificate in Municipal Finance Management Programme (MFMP) Certificate Programme in Management Development (CPMD). Compliance with all the regulations contained in the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of 15 June 2007. If a newly appointed person is not in a possession of this Competency, he/she must complete it within eighteen (18) months from the date of employment, failing which, the employment contract will terminate automatically within one month after the applicable period.

An experience in Local Government Environment, Project Management Certificate or Diploma and registered with professional body.
COMPETENCIES : The successful candidate must have the following:
Good knowledge and understanding of relevant policy and legislation; good knowledge and understanding of institutional governance systems and performance management. Understand of Council operations and Delegations and Powers, good knowledge of Supply Chain Management Regulations and Preferential Procurement Policy Framework; knowledge of geographical information systems; knowledge of spatial, Town and Development Planning; Project Management Certificate or Diploma; registration as a Professional Planner in accordance with the Planning Professions Act, 2002; computer literacy. A valid driver’s licence.
RESPONSIBILITIES : Reporting to the Municipal Manager, responsible for the Municipal Spatial Planning; Planning and Economic Development; Human Settlement and Tourism department. Maintenance of GIS; Implement the departmental Service Delivery Budget Implementation Plan (SDBIP). Develop and implement Land Use Management Scheme, Local Economic Development strategy, Eco-Tourism strategy and Housing Sector Plans in terms of the accreditation Framework of the National Government. Link development plans and strategies with National and Provincial Growth & Development strategy Extended Public Works Programme and Board Based Black Economic Empowerment & Preferential Procurement Framework. Manage the full range of Housing instrument within the jurisdiction of Okhahlamba Local Municipality. Responsible for effective waste management and cleansing, reduce illegal dumping and littering, Development of Parks in all areas, develop and maintain existing cemeteries. Provide support and advice to the Municipal Manager and Council on matter delegated to the department.

It is the applicant’s responsibility to have foreign qualifications evaluated by the South Africans Qualification Authority. The successful candidate will be required to sign an employment contract before commencement of duty, a performance agreement and disclosure of financial statement.
