OFFICE OF HEALTH STANDARDS COMPLIANCE (OHSC)
 
The Office of Health Standards Compliance (OHSC) is a public entity established in line with the requirements of the National Health Amendment Act, 2013 (Act 12 of
2013) with core objectives of protecting and promoting the health and safety of the users of health services through monitoring and enforcing compliance with  prescribed norms and standards; as well as disposing of complaints from users.
 
The OHSC wishes to appoint dynamic individual(s) with a passion and commitment-for service excellence to the posts below.

Director: Planning, Monitoring and Evaluation
(Ref no: OHSC 10/2019)

Salary: An all-inclusive remuneration package of R 1 057 326 per annum (basic salary consists of 70% of the total package, state's contribution to the Government Employee Pension Fund (13% of basic salary) and a flexible portion. 
The flexible portion of the package can be structured according to OHSC guidelines.
 
Requirements: • We are seeking a candidate with at least five (5) years' work experience at a middle or senior management level in planning, monitoring and evaluation preferably in health programmes • An undergraduate qualification (NQF 7) in Social Sciences, Monitoring and Evaluation, Public Administration/Management or a strong commitment to required • Ability to work in a high-pressured environment a financial or related field • A post graduate qualification in public health or related qualification would be an advantage 
• Experience must include developing and overseeing systems in data collection and validation Experience in quality assurance will be an added advantage • Extensive knowledge of health-related software packages and strong quantitative and qualitative research skills • Knowledge of health programmes implementation • Strong data and analytical skills • Excellent written and verbal communication skills • Attention to detail and a strong commitment to excellence will be required 'Ability to work in a high-pressured environment with deadlines • Build a collaborative, positive and inclusive team culture • Creative and strong problem-solving skills and strategically minded • Knowledge of strategic planning, facilitation and coordination.
 
Duties: • Develop a strategic information management unit for the Office of Heath Standards Compliance • Develop and implement a monitoring and evaluation strategy • Work with OHSC teams to conduct data analysis and interpretation of OHSC Inspection results, complaints and investigation data as well as research data • Ensure improvement and continuation of the highest quality inspections, complaints data collection and highest rigor of analysis • Devise strategies to interpret, package and disseminate results to different stakeholders • Assist in preparing and developing monthly, quarterly and annual programme performance reports for OHSC and other reports as required • Support knowledge management and provide leadership in monitoring and evaluation and ensure collaboration with other units and support of all OHSC activities to fulfil the mandate of the Office • Identity systemic weaknesses and develop strategies to strengthen OHSC data management processes and planning processes to ensure alignment to strategic goals of the OHSC • Work collaboratively with all OHSC units to execute the long-term vision for all planning and strategic functions • Identify and implement key areas of strategic innovation in planning and strategy • Build and reinforce a culture of excellence and responsiveness • Perform other related duties as required.
 
 
 
 
 
 
 
Director: Governance, Board Secretariat and Legal Services
(Ref no: OHSC 11/2019)

Salary: An all-inclusive remuneration package of R 1 057 326 per annum (basic salary consisting of 70% of the total package with the equivalent of the State's contribution to the GEPF (13% of basic salary). 
The flexible portion of the package can be structured according to OHSC guidelines
 
Requirements: • A Bachelor's degree in Law • An additional qualification related to Company Secretariat will be an advantage • Registration with the Chartered Secretaries of Southern Africa (CSSA) is recommended but is not a must • At least 8 years' experience which must include a combination of experience in Governance, Board Secretariat services and the provision of legal support functions • Of the 8 years' experience at least 5 years' must have been on a middle management level • A valid driver’s license is required • Experience in providing Board support within a regulatory environment or entity in the health sector will be an added advantage • Knowledge and competence in business administration, compliance management, corporate governance and drafting of agreements would be preferred.
 
 
Duties: • Manage and provide secretariat services and administrative and related support activities to the OHSC Board and Committees Develop and ensure the application of a framework for legal and regulatory compliance across the OHSC • Ensure that the legal and reputational risk of the OHSC is mitigated and controlled • Provide a legal advisory and support function to the OHSC • Manage human resources, financial and procurement plans and processes within the unit.
 
 
 
 
 
Administrator: Creditors
(Ref no: OHSC 12/2019)

Salary: R 257 508 per annum (plus applicable benefits)
 
Requirements: • A Bachelor's Degree/National Diploma in Accounting or related field • At least two years' experience in financial management, preferably in the public sector, including budgets, expenditure, creditor payments, supplier database administration and financial data analysis • Must have working experience on Sage
Evolution software • Must have advanced computer skills and good communication skills.
 
Duties: • Accurate processing of creditor invoices in the finance system in compliance with policies and procedures • Reconciliation of all creditor accounts • Support the development and administration of OHSC expenditure plans • Administer purchase order requests as well as goods and services delivery notifications • Administer accounts payable processes including loading of payments in the system • Assist with financial audits • Assist with the reporting of financial transactions and information • Reconciliation of outstanding purchase orders • Regular processing and reconciliation of petty cash • General liaison and interaction with OHSC creditors, including resolving creditors queries • General administration duties such as filing of documents.
