REQUIREMENTS: Applicants must be in possession of a relevant recognized Bachelor's Degree/National Diploma or equivalent Qualification in Finance and or Auditing coupled with at least five years' relevant experience in financial management at supervisory/management level. Excellence in computer skills such as Ms Word and Excel Spreadsheet application of any software, financial analytical skills, will be a prerequisite. • Extensive knowledge of PFMA and all relevant legislation. Practical knowledge of Basic Accounting System (BAS) and LOGIS including SCOA (Standard Chart of Accounts). He/she must have a valid driver's license.
COMPETENCIES: Must possess excellent computer literacy skills in Excel, MS Word and Power point. Must possess knowledge of financial management systems (PERSAL/ BAS / LOGIS). Knowledge in SCM processes, Financial Accounting, Financial Inspectorate and Management Accounting including assets and expenditure management. Have the ability to compile Annual Financial Statements and Interim Financial Statements. Knowledge Management, Service Delivery Innovation, Problem solving and analysis, Client Orientation and Customer Focus, Communication:
Applicants must possess the following core management competencies: Strategic Capability and Leadership, Change Management, Project and Programme Management, Financial Management, People Management and Empowerment including problem solving and conflict management. Ability to communicate at all levels with Senior Management and Private sector partners. Ensure the clearing of Audit queries and ensure proper classification of items on Annual Financial statements, ensure implementation of Treasury reforms, GRAP and GAAP standards determine and manage the Provincial budget allocation process, provide credible budget and expenditure information and provide strategic budget analysis to key stakeholders.
DUTIES: Responsible to oversee sound Management and Financial Accounting which includes: Oversee maintenance of bank reconciliation statements. Oversee compilation and interpretation of Interim and Annual Financial Statements. • Oversee that all payments for compensation of employees, goods and services, transfers, subsidies and reporting are efficiently and effectively performed. Oversee reconciliation of all ledger accounts with control accounts in the Ledger. Liaise with relevant role players regarding transversal financial matters. •Providing sound advice on financial accounting, management accounting, and Supply Chain Management matters. Ensure that all financial records and documents are kept safe and up to date. Be responsible for internal and external Audit action plans. Must be able to identify, develop and implement internal controls (including policies) to prevent unauthorized, irregular and fruitless and wasteful expenditure. Ensure effective management of Debtors. Undertake human resource and other related administrative functions. Ensure external reports and oversight on Supply Chain Management, Financial Accounting, Management Accounting and Financial Inspectorate. The incumbent will also be responsible for implementation and reporting of MPAT KPA4. Oversee the risk management plan of the Chief Directorate: Financial Management. Be responsible for oversight of District Finance. Shortlisted candidates will be required to undertake a competency test. Presentation on selected topics will be compulsory.
