REQUIREMENTSAND COMPETENCIES
• Grade 12 certificate plus formal tertiary qualification in Social Work (e.g. Bachelor of Social Work) that allows professional registration with the South African Council for Social Work Professions (SACSSP);
• A minimum of eight years appropriate experience in social worker after registration as Social Worker with the SACSSP.
• Incumbent must be willing to travel extensively within the Province and Nationally.
 Innovation: Must be able to generate ideas and innovative approaches in order to contribute solutions to problems.
• Diversity management: Must be able to work effectively and co- operatively with persons of diverse backgrounds.
 Communication: Must be able to write formal documentations (i.e, reports) and communicate verbally through the selection of relevant delivery mechanisms.

MAJOR JOB FUNCTIONS
• Registration of ECD Centres:
• To be on the team with Project Managers and the Environmental Health Practitioners to determine the needs in terms of the norms and standards to be fixed by the grant. Guide processes in order to improve registration status to full registration
• Monitor the Norms and standards prior finalisation of the Projects
• Ensure that all Service Level agreements with the ECD's are signed
• Compile the package for the conditional grant file including all documents as requested by the guidelines and framework regarding registration
• Ensure the implementation of the framework and guidelines in the implementation phase with ECD management committees and infrastructure
• Train and inform Social Workers on the guidelines and norms and standards for registrations
• Receive the registration files and ensure registration by the end of each financial year
• Ensure that the beneficiaries have the Educational material and training to implement programmes for expansion through non-centre based services Monitoring of subsidy for access of new children
• Ensure that the supporting documentation for the children under question is compiled and updated according the Means test applied
• Ensure the signing of SLA's for subsidy payment with the management committees of ECD centres of children benefitting from the grant
• Ensure the master lists are updated and submitted during April of each year
• Ensure that districts identify children during October of each year for the funding during the next year
• Ensure the payments are made in line with the signed SKA's
• Ensure new ECD centres submit business plans in June of each year for funding in the next financial year
• Map and plan services for expansion to reach 70% of all poor children by 2030 in the Northern Cape verify and update the gap analysis for proper planning
• Finalise Head counts and funding budget for children accessing services
 
REPORTING
• Ensure Non-fin data reporting is done monthly
• Ensure quarterly reporting is done in collaboration with the infrastructure and Finance units of the Department
• Ensure the End of Year report is done in collaboration with the infrastructure unit of
the Department
• Ensure the business plan is done at the 1 March of each year in collaboration with the infrastructure unit of the Department
• Ensure the implementation of the approved business plan
• Monitor the budget and expenditure on a monthly basis
• Ensure that claim certificates are submitted for payment as approved by National
treasury in collaboration with the Finance section
• Ensure the submission of monthly Finance and Narrative reports on the spending in
collaboration with Finance and Infrastructure
• Do the quarterly risk and Outcome 13 report.
• Attend meetings with the National office with the Infrastructure unit and report back to the unit
• Ensure regular meetings with the Internal Steering Committee for the sound management of the grant
 
 
Database:
• Ensure the compilation and maintenance of the database on the status of full and conditional registration of all ECD centers in the province is done
• Ensure that the database is updated with centres benefiting from the infrastructure grant
• Ensure the database is updated with the centres registration status after the upgrade
• Ensure the database is updated with all centres constructed

MAJOR JOB FUNCTIONS
• Manage, Monitor and Evaluate Services of the respective units( Social Work, Health Care, Child and Youth Care and administration) to ensure that an efficient and effective service is delivered in a holistic and integrated manner to serve the best interest of the child
• Management of the Social Work unit, quality control of the work delivered and advising the Social Worker and Auxiliary Worker with regard to all aspects of the work
• Management of the Health Care Unit, quality control of the work delivered and advising the Nursing Sister with regard to all the aspect of the work.
• Management of the Administration Unit (HRM,HRD,FINANCE & SCM) quality control of the work delivered and advising with regard to all aspects of the work.
• Providing mentorship and guidance to all supervisors to assist them to integrate theory and practice, and to develop appropriate skills
• Manage, Monitor, and Evaluate Efficient, effective & Economical Financial Management of the Institution's budget and accrued assets and ensure the management of inventory & assets
