EXECUTIVE MANAGER: PROCEEDINGS, HANSARD AND NCOP
Salary: R1 394 496, 00 per annum (excluding benefits and allowances)

NB: This is a five (05) years contract position
Requirements: • Grade 12 Certificate coupled with NQF Level 8 (Honours) Qualification as accredited by SAQA in the Social/Management Sciences or any administration related qualification • A minimum of 10 years’ Management Experience, of which 5 years’ thereof should be at Senior management role in the Legislative Environment • No Criminal record • A valid drivers License, Code 8 minimum.
Knowledge: • Development Sector • Knowledge of public participation models Public Finance Management Act • Knowledge of FAMPPLA • Intersectoral processes and stakeholder management • General knowledge of the Legislative Sector • Sector Oversight Model • House Procedural Services.
Skills: • Presentation and facilitation skills • Policy development, implementation, monitoring and evaluation • Communication skills (written and verbal) • Report-writing and evaluation skills • Interpersonal skills • People Management • Conflict and public management • Advanced negotiation skills • Advanced Computer skills • Financial management • Research and information/knowledge management skills • Strategic and Operational Planning • Advanced policy development, implementation, monitoring and evaluation • Standing Rules, Hansard and Languages.
Duties: • Provide Strategic Leadership towards the attainment of the Branch’s goals • Lead and manage the Branch: • Proceedings, Hansard and NCOP in accordance with its strategic plans and policies set by the NWPL strategic objectives • Oversee the effective provision of Procedural support services to the House • Oversee the effective Provision of Hansard and Language Services to the House • Oversee the effective provision of support to Members of the NWPL and the NCOP delegates • Ensure systems are in place for the effective functioning of the House • Oversee the proper record keeping and tracking of House resolutions • Manage the Resources of the Branch.

Duties: • Provide Strategic Leadership towards the attainment of the Branch’s goals • Lead and manage the Branch: • Committees, Public Participation and Research in accordance with its strategic plans and policies set by the NWPL strategic objectives • To ensure that the North West Provincial Legislature achieves its Vision, Mission, Strategic goals and statutory mandate through the provision of effective support to the Oversight Committees • Initiate the development, implementation, monitoring and evaluation of policies and guidelines aimed at enhancing effective Public Participation in the North West Province • Ensure systems are in place for effective Petitions Processes/procedures • Oversee the development of effective Research Strategy for the NWPL including effective provision of Research Services • Manage the Resources of the Branch.
