Deputy Director-General: District Health Services
Salary: R 1 521 591.00 p.a (All inclusive SMS Package)

Requirements: • An under-graduate qualification in Health Sciences • Post-Graduate (NQF level 8) qualifications in management • At least 8 years' experience at senior management level in the Health Services Environment of which 3 years' should be in the District Health Services or Health Programme Environment • Pre-entry Certificate for the Senior Management Service (SMS) as endorsed by the National School of Government • Computer literacy -A valid driver's license.

Duties: • Provide the necessary leadership and direction in respect of the following district health services: • Development and implementation of strategic plans, annual performance plans and operational plans relating to the scope of this post • Planning for and implementation of provincial ideal clinics and ideal hospitals • Compilation and implementation of service delivery improvement plans • Compilation of quarterly and annual performance reports as per relevant prescripts • Implementation  of recruitment and retention strategy pertaining to scarce skills • Effective and efficient management of resources • Effective stakeholders and client relationship management • Development and implementation of effective resourcing plan • Development of service delivery initiatives and partnerships with private sector • Development and implementation of infrastructure and medical equipment preventative maintenance plan • Ensure compliance with all relevant acts, regulations, policies and directives • Facilitating establishment and functionality of varied fora geared at engendering effective coordination, communication and sustainable delivery of quality services • Development and implementation of service delivery innovation mechanisms aimed at ensuring continuous excellence in the delivery of district health and health programme services.

Director Maternal, Child And Women's Health
Salary: R 1 057 326.00 p.a (All inclusive SMS Package)
• Centre: Provincial Office
 
Requirements: • Bachelor's Degree (NQF Level 7) in Health Sciences • A Post-Graduate qualification in Management and/or a Master's Degree in Public Health will be an added advantage •At least 5 years' experience at middle management level in general Maternal, Neonatal, Child, Women's Health Nutrition and Youth Health services • Pre-entry Certificate for the Senior Management Service (SMS) as endorsed by the National School of Government • Sound knowledge of health related legislation and Government policy on HW/AIDS • Basic knowledge of how the District Health System functions • Knowledge of referral systems within the formal and informal health delivery system.

Duties: • Comprehensively manage the implementation of MCWH/N Programmes within the departmental legal prescripts • Forge partnerships with communities and civil society sectors for implementation and equitable access to Maternal, Neonatal, Child and Women's Health/Nutrition and Youth Health services (MCWH/N) • Ensure implementation of integrated School Health services within the departmental legal prescripts • Facilitate development Advocacy and implementation of health policies and interventions relating to MCWH/N • Ensure integration with other Health Programmes in the delivery of health care services in the Province • Develop strategies for managing MCWH/N Programmes• Develop plans, initiate projects and support the implementation of MCWH/N programmes • Develop strategic and operational plans in line with the relevant legislation provincial goals and objectives • Conduct effective monitoring, evaluation, control and corrective measures to ensure effective implementation of all the programmes in your jurisdiction • Ensure capacity building of personnel at hospital, district and sub district levels in relation with relevant mental health legislation • Effective management of department's assets and finances according to the PFMA.

Deputy Director: Persal Controller
Salary: R 733 257.00 p.a (All inclusive MMS Package)

Requirements: • National Diploma/Bachelor's Degree in in Human Resources Management/Public Administration/Management • At least 5 years' relevant experience in Human Resource Administration of which 3 years' should have been on an Assistant Director level •Previous experience as a PERSAL controller • A successful completion of PERSAL Introduction, PERSAL Personnel Administration, PERSAL Salary Administration, PERSAL Leave Administration and PERSAL Controller's course •A valid driver's licence • Knowledge: • Thorough knowledge of the requirements applicable to Persal Management and the Persal System • HRA policies, Employment Equity Act and related Policies, Public Finance Management Act, Public Service Regulations, Public Service Act, Basic Conditions of Employment Act, Treasury Regulations, Relevant resolutions • Skills: • Ability to undertake research/gather information • Analytical thinking • Problem solving and solution orientated • Advanced communication.

Duties: • Provide first line support to PERSAL users •Assist with unresolved problems to Logik Call Centre (PERSAL) • Register SCC's on the personnel related requests • Maintain the departmental code structure • Manage PERSAL user profiles, create PERSAL user profiles, allocate PERSAL functions, link users to revisers and facilitate resetting of PERSAL user passwords • Monitoring of PERSAL suspense file transactions • Facilitate prompt approval of transactions by Districts and Head Office • Perform emergency approvals on the system • Assist users with the investigation and solution to faulty/rejected transactions • Consolidate reports on faulty/rejected and awaiting approvals • Amendment of appointment dates, advice users of important PERSAL messages • Coordination of PERSAL training. Inform users of nominations or cancellation of courses • Follow-up and collect results and certificates • Request PERSAL reports and do analysis on reports • Ensure that Exception reports are followed up and cleared • Supervise, train, and guide all personnel reporting to you.
