TERM OF APPOINTMENT: Fixed term contract
3YEARS FIXED TERM-PERFORMANCE CONTRACT
KEY REQUIREMENTS: •A Bachelor of Science Degree in Building Sciences/ Architecture/ Bachelor Degree in Town and Regional Planning or Development Studies or equivalent. 5 years' experience at middle management level with a proven successful Professional Developmental/Town Planning experience.
• Compliance with the MFMA: Minimum Competency Levels in unit standards as per Government Notice No. R493 of Gazette No. 29967 of 15 June 2007. A person who does not meet the minimum competency levels in unit standards will be given an opportunity to attain the minimum competency levels within 18 months from the date of appointment. • Computer Literacy • Valid Driver's License.
COMPETENCIES: The successful candidate must have the following: • Good knowledge and understanding of relevant policy and legislation; • Good knowledge and understanding of institutional governance systems and performance management; • Good knowledge of supply chain management regulations and Preferential Procurement Policy; • Knowledge of geographical information systems; • Knowledge of Spatial, Town and Development Planning; • Project Management Certificate or Diploma; • Registration as a Professional Planner in accordance with the Planning Professions Act, 2002.
KEY PERFORMANCE AREAS:. Responsible for the Spatial Planning and Economic Development; • Development and maintenance of GIS; • Development and maintenance of the Development Planning Shared Services; • Formulation of policies, strategies and action plans for the Local Municipality; • LED Strategies; • Facilitate research on economic development and maintain database; • Stimulate local economy by promoting job creation, investment and the development of SMME's; • Manage land use management and development planning; • Manage the implementation of LED and Development Planning projects; • Leverage private and public funds to support IDP and sector plans; • Manage marketing, tourism and transport as well as agricultural projects; • Management of the department according to the strategies of the municipality; • Prepare and submit reports to the Municipal Manager and other relevant structures, • Attend and resolve queries relating to Title Deeds.

KEY PERFORMANCE AREAS: •Manage complex civil structure projects from conceptualization, design contract management, quality assurance and compliance and ensure their proper integration into the municipality's overall Plan (IDP). • Perform financial monitoring through commissioning, operations and maintenance to ensure effective and efficient functioning of the department within the budgetary constraints of the municipality. • Manage all grant funding allocated to the municipality. • Provide professional advice to the municipality on project conceptualization, designing the project management and implementation. • Oversee the management of all equipment and capital resources to ensure the accountability by the department. • Manage and source all department's contracts and tenders according to the approved SLA's, Council appointment and contracted project time lines and as per the project brief.
