Position : Manager: Legal Services

Requirements:-
• A recognized Bachelor’s Degree in LLB/B, Proc or equivalent qualification
• Qualification in Compliance Management or previous experience therein will be an added advantage
• 4 years relevant experience in dealing with cases within municipal environment or private sector
• Well-developed investigative, analytic and problem solving skills
• Ability to draft legal opinions and contracts
• Sound computer skills and high level reporting skills
• Ability to work under pressure
• Valid driver’s license
Duties:-
• Manages the implementation of the broad legal services and develop specific legal services procedures, systems and controls
• Develop and manage legal documents and recommends legal advice on MOUs, Contracts according to required prescripts and update timeously
• Manages and provide legal services in respect of governance and corporate affairs
• Provide comprehensive legal services to the institution relating to litigations, contract management, legal compliance and development of procedures and by-laws
• Handle and manage all litigations by or against the Municipality and formulate legal opinions so that the municipality’s interests are promoted or protected
• Provide legal advice to Council and Municipal Manager on any matters faced by the municipality in an effort to avoid litigation in all levels of Council
• Provide legal services regarding property administration, land alienations (sales and leases), servitudes, deeds of sales, debt collections and issuing of summons
• Manage the flow of legal communication/advice/opinion from/to the Municipality, media, broader communities and stakeholders
• Prepare capital and operating estimates and controls expenditure against the approved legal services budget allocation
• Scrutinize all the bill of costs submitted by the private practitioners within which are due for payment
• Compile reports on the status of current litigations and reflect on their financial implications
• Manage the Key Performance Indicators and Outcomes within legal services
Department : Community Services
Position : Manager: Spatial Planning and Land Use Management
Salary : R 499 292.00 - R 648 094.00 p.a. (Task Grade 15)

Requirements:-
• A recognized National Diploma or higher qualification in Town and Regional Planning or equivalent
• 4 years relevant experience
• Be registered as a Professional Planner or in the process of obtaining such registration
• Be able to deal with extreme pressure and stressful situations
• Be able to manage crisis situations successfully
• Valid driving license
Duties:-
• Develop project briefs as a guide document for projects
• Develop and submit the final Spatial Development Framework or precinct plan
• Monitor the implementation of the strategies from the Spatial Development Framework and precinct plans
• Manage the implementation of the Land Use Scheme through land use and land development applications and the Land Use Scheme register
• Design suitable GIS Databases and attribute tables for data analysis
• Monitor the statutory required databases on the GIS system by capturing information in order to ensure that information is up to date and available at all times
• Plan for future settlements and reception areas while formal settlements are being established
• Advise on submitted building plan applications in aspect relating to town planning
• Give inputs on approval of building plans

Position : Practitioner: Internal Audit
Salary : R 289 366.00 – R 375 611.00 p.a (Task Grade 11)
Requirements:-
• A recognized National Diploma in Internal Auditing/Accounting or relevant field
• 2 years’ auditing experience
• Member of an applicable professional body, Institute of Internal Auditors
• Internal Audit Technician (IAT) designation will be an added advantage
• Understanding of the Institute of Internal Auditors International Standards for Professional Practice of Internal Auditing
• Knowledge of Local Authority financial systems and Municipal legislation
• Ability to work independently as well as within a team
• Computer literate (Microsoft packages)
• Good organizational, presentation and report writing skills
• Good interpersonal and communication skills (verbal and written)
• Good work ethics and values
• Excellent record keeping and time management skills
• Knowledge and understanding of the organizational and individual performance management and performance evaluation
Duties:-
• Prepare internal audit engagements and action plans for the municipal department to be audited
• Execution of the audit engagements planning, in compliance with the approved Internal Audit Methodology under the supervision of the Manager: Internal Audit
• Contribute towards the implementation of the approved internal audit plan by ensuring the internal audits are conducted within allocated resources and in line with deadlines
• Discuss audit findings with relevant departments and clear any audit queries
• Evaluate results of the audit and draft a report thereon to ensure that findings and recommendations are supported by documented evidence and reported correctly
• Assess management comments action plans and monitor implementation progress
• Assist in compilation of Three Year and Annual Risk-Based Internal Audit Plan.
• Assist with the implementation of the Quality Assurance and Improvement Program.
• Provide administrative support to the Audit Committee and assist in ensuring that Internal Audit reports to the Audit Committee are prepared and available on time.

Duration : Aligned with the term of office of the Mayor

Requirements:-
• PSIRA Grade B Certificate (Valid and Registered)
• Advanced Driving Course
• Firearm Training (NQF Level 4)
• Tactical Firearm Competency and Experience

Duties:-
• Observe and remain vigilant and aware of the Mayor, his surroundings and the public at all times
• Verify that safety and security measures are in place upon arrival at destination venues
• Check that exits and emergency routes are clear and accessible
• Avoid life-and security threatening situations.
• Provide close security services to the Mayor
• Maintain physical protection of VIP at all times
• Observe potential risk and implement risk mitigation measures
• Liaise with other VIP protection, intelligence and law enforcement agencies
• Keep confidential information pertaining VIP’s.
• Liaise with PA / Mayor to acquire schedule of events and other destination details.
• Interact with security and safety personnel at destinations to ensure required protocol, actions and preparations are in place prior to departure and arrival

Position : Finance Management Intern x 1
Duration : 2 (Two) Year Contract
Salary : R 91 275.60 per annum
Requirements:-
The candidate should hold as a minimum, a three year Bachelor’s Degree or National Diploma with majors in Accounting, Economics or Finance including either Risk Management and/or Auditing among others.
The intern will sign an internship agreement which is in addition to the employment contract. The effect of the agreement is to ensure commitment to the programme which require, amongst other, full participation in the educational and workplace assignments and observance of policies and procedures. The candidate must be between the ages of 21 and 35.
INTERNSHIP OVERVIEW
The MFMIP is a structured professional training and work experience programme with the goal of providing high quality training and practical exposure in all aspects of a Municipal Budget and Treasury Office which is governed by the Municipal Finance Management Act, Act 56 of 2003 and the underlying reforms. The programme has a logical training sequence that builds onc the skills and competencies acquired during University training. It ends where appropriate, with the credits or a qualification in Municipal Finance Management in line with the Municipal Minimum Competency Regulations, Gazette 29967 of June 2007
