NATIONAL ENERGY REGULATOR OF SOUTH AFRICA
 
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA's mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. 
 
The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:

Requirements: •Minimum Honours Degree in Electrical Engineering • Minimum of Eight (8) years working experience in ESI, economic evaluation of infrastructure projects of which at least five (5) years must have been in a managerial position • Registration as a Professional Engineer.

Key responsibilities:Reporting to the Executive Manager: Electricity Regulation, the incumbent will co-ordinate, manage and lead the department to ensure the achievement of NERSA and Government Objectives in the Electricity Supply Industry (ESI) and ensure efficient development and operation of the generation, transmission and distribution services in the ESI.  
 
The successful incumbent will: • Provide inputs and project proposals for the department's/organisation's operational plans • Manage and lead the EIP Department including general and specific staff guidance & budget management • Provide support to task assigned by the Executive Manager • Develop the National Integrated Resource Plan (NIRP) policy and update according to the Government policies • Develop and implement the regulatory policy for Independent Power producers (IPP)/private generators based on conventional resources • Assist with and manage the annual development of the National Integrated Resource Plan in the capacity of NERSA Advisory and Review Committee Management Officer • Advise government on the most appropriate process to ensure that future generation capacity is available to meet the demand • Participate and provide input to the Working Group / Steering Committee of the DME led competitive bidding process for new generation capacity • Formulate regulatory methodologies and processes for the evaluation, approval and monitoring of major capital investments in the ESI to ensure adherence to NERSA and government objectives and policies for capital investment in the ESI • Evaluate applications for generation licences from technical, financial and economical view-point as well as compliance with NERSA standards and regulations. Propose approval / disapproval to Energy Regulator • Formulate and coordinate the development of regulatory policies, codes, standards, procedures and guidelines for efficient development and operation of the ESI • Oversee and guide the development and implementation of local and regional integrated re-source planning • Oversee the evaluation of the transmission expansion plans •Oversee the development of regulatory methodologies for demand side management, energy efficiency and renewable energy resources • Oversee the management of the non-grid and hybrid grid electrification projects • Advise and support internal and external customers on all issues of the electricity generation, transmission and distribution to ensure a high level of application of technical specification, regulations and standards • Participate in Stakeholders' Committees and Working Groups.

Compliance Monitoring Technician

Requirements: • A National Diploma in Electrical Engineering • A Bachelor of Technology Degree will be an added advantage • Minimum of Two (2) years working experience within the Electricity Supply Industry in distribution, transmission, generation or metropolitan or municipal distributions • Knowledge and experience of power systems.

Key responsibilities: Reporting to the HOD:Electricity Licensing, Compliance and Dispute Resolution (ELC): the successful candidate will ensure compliance of electricity distributors / transmitters / generators / traders to license conditions and be responsible for: • Planning and execution of the entire process that will lead to compliance by licensees • Developing and maintaining licensing and compliance monitoring frameworks for electricity distribution/transmission/generation, including trading of electricity • Developing and maintaining licensing conditions for electricity distribution / transmission / generation / traders to ensure adherence to NERSA standards • Monitoring compliance to license conditions, industry codes of practice, directives and standards for electricity distribution • Monitoring the technical performance of licensees • Conducting compliance audits of licensees and ensure implementation of corrective action • Ensuring mechanisms are in place to address technical inadequacies in the electricity / distribution / transmission / generation trading industry • Representing NERSA in interactions with licensees • Assisting other departments with technical enquiries and carry out other activities assigned by the Head of Department.

Supply Chain Coordinator
Department: Supply Chain Management, Facilities and Projects (SCM/F/P)

Requirements: • A National Diploma or Degree in Finance or Supply Chain Management or Purchasing • Minimum of Three (3) years working experience in Supply Chain Management (Demand and Acquisition Management) • Working understanding of the PFMA, PPPFA and its regulations.

Key responsibilities: Reporting to the Supply Chain Manager, the incumbent will coordinate the effective implementation Supply Chain Management (SCM) at NERSA through compliance with National Treasury and SCM prescripts for all procurement of goods and services. 
 
The successful incumbent will:• Act as a secretariat of the Bid Adjudication Committee (BAC) and Disposal Committee by arranging meetings, preparing agenda, packs and taking minutes • Capture and issue purchase orders while ensuring, that all supporting documents are in line with SCM policies, procedures and service levels agreements • Follow up on outstanding commitments (open purchase orders) with relevant departments and suppliers to ensure that delivery takes place in line with the agreed timelines • Maintain the contract register and compile the necessary reports as required Management from time to time • Monitor the contract register to identify contracts that require renewal, extension and issue notification to project owner at least 6 months prior to the expiry of contracts • Monitor spending against contracts and Purchase Orders to ensure it is in line with the Contract terms and conditions • Ensure that all contracts are filed in an easy to retrieve filling system • Coordinate and prepare monthly legislative reporting requirement and directives such as the National Treasury reporting for contracts above R100K, Purchase order commitment report, BAC reports and quotation report • Implement an effective filling system for all SCM related documentation for easy retrieval and reference • Administer the quotation processes by sourcing quotations, compiling comparative schedule and writing motivations for approval processes, advice on procurement methods and negotiate with suppliers.

Key responsibilities: Reporting to the HOD:Electricity Pricing and Tariffs (EPT): the successful candidate will be responsible: • Obtaining and capturing data according to system and company requirements • Distributing G-Forms, Power Production forms and D-Forms (Electricity forms) to licensees and following-up the return to ensure timeous receipt according to organisational requirements • Visiting licensees to assist in capturing information for completeness of the Electricity forms • Providing assistance and training to those licensees that have been identified as struggling and requiring assistance • Performing initial validation of correct completion of Electricity forms, and follow up on all missing information • Following up on all the municipalities that have been identified as struggling and require assistance • Maintaining a filling system to ensure the efficient storage and retrieval of Electricity forms according to organisational procedures • Working with Data Analysts to ensure complete and accurate D-Form for tariff setting and approval.
