INFRASTRUCTURE AND ENGINEERING DIRECTORATE
MANAGER: WASTEWATER CONVEYANCE DIVISION (TWO POSITIONS)
(WASTEWATER CONVEYANCE DIVISION)
POSITION CODE: 230315
TASK Grade 14 (R561 948 – R781 260 per annum)
(Basic salary only, excluding benefits)
 
Qualifications and experience required:
  • A relevant tertiary qualification.
  • A valid Code EB driver’s licence.
  • Computer literacy - Office applications.
  • Four to five years’ relevant experience.
 
Key attributes and competencies:
The incumbent will be required:
  • to co-ordinate the implementation of procedures; co-ordinate the installation of new connections and minor constructions,
  • to identify conveyance systems deficiencies,
  • to check and validate the information recorded and received from regions on Water Waste Conveyance Systems,
  • to calculate and/or estimate cost associated with specific maintenance work and resolve queries on cist allocations,
  • to prepare and extract qualitative and quantitative reports; and
  • to supervise and control the tasks/activities of personnel.
  • Excellent communication and administrative skills are essential as well as attention to detail.
 
Job purpose: Co-ordinating and controlling the operation and maintenance of the Wastewater Conveyance System through the implementation of procedures, applications, systems and controls for the installation of new service connections and minor construction, identifying Conveyance System deficiencies, and preparing annual operational and capital budgets.
 
As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.

BUDGET AND TREASURY DIRECTORATE 
DEPUTY DIRECTOR: RATES, VALUATIONS, SERVICES & MISCELLANEOUS
(REVENUE MANAGEMENT AND CUSTOMER CARE)
POSITION CODE: 230297
TASK Grade 16 (R712 140 – R990 072 per annum)
(Basic salary only, excluding benefits)
 
Qualifications and experience required:
  • Relevant tertiary qualification.
  • Registration as a Professional Valuer with the South African Council for the Property Valuers Profession (SACPVP).
  • Six to seven substantial years’ experience as a Valuer and relevant Accounting Administration.
  • A valid Code B driver’s licence.
 
Key attributes and competencies:
  • Extensive knowledge of the Municipal Finance Management Act (MFMA), Municipal Systems Act, relevant Financial Management Policies of Council, and other related legislation, circulars, and instructions issued by National Treasury relating to area of responsibility.
  • Ability to consult, negotiate and interact effectively with various levels of stakeholders and to provide knowledgeable advice.
  • Ability to manage processes and outcomes associated with the evaluation, consolidation, appeal and implementation of the Municipal Valuation Roll.
  • Ability to manage processes and applications associated with updating and/or recording of transactions and enforcement of agreements.
  • Ability to direct and control the key performance indicators and outcomes of personnel within the division.
  • Excellent report writing, interpersonal, problem-solving, time management and oral and written communication skills.
  • Ability to work under pressure and meet critical and conflicting deadlines.
 
Job purpose: Managing the Rates, Valuations, Services, Miscellaneous and Housing Instalments Division through the implementation of legislation, regulations, laid down policies, council resolutions and procedures dictating financial reporting and compilation of valuation roll, valuing of properties, raising of rates and service charges, collection of housing rentals/leases/sales, determining longer term objective setting and revenue collection planning sequences, and researching, developing, directing and executing accounting procedures.

Qualifications and experience required: 
  • Relevant tertiary qualification.
  • Three to four years’ experience. 
 
Key attributes and competencies: 
  • Incumbent is responsible for co-ordinating and controlling the application of accounting procedures pertaining to meter readings, meter validation and accounts administration.
  • Approving billing runs by attending to the verification, reporting, processing, reconciliation, and maintenance of consumer accounts, it is therefore critical to have excellent attention to detail skills.
  • Incumbent must be able to coordinate the recording and processing procedures of revenue transactions against metered services rendered.
  • Computer literacy – office application.
  • Good interpersonal, supervisory and report-writing skills.
  • Proficient oral and written communication skills in English and the ability to communicate in at least one other official local language.
 
Job purpose: Co-ordinates and controls the application of accounting procedures associated with Metered Services (meter readings, meter validation and accounts administration) and approving Billing Runs by attending to the verification, reporting, processing, reconciliation and maintenance of consumer accounts, guiding and developing personnel on the processing sequences and attending to specific administrative processes associated with billings payment.
