Appointment to the position below will be made on a fixed-term performance-based contract in terms of Sections 54A, 56 and 57 of the Local Government: Municipal Systems Act, 2000 (Act No. 32 of 2000), as amended (the MSA), read together with the Local Government: Municipal Performance Regulations, 2006, Government Gazette No 37245 dd 17/1/2014, Government Gazette No. 41173 dd 10/10/2017 and the Local Government: Municipal Finance Management Act (Act No. 56 of 2003): and the Municipal Regulations on Minimum Competency Levels, 2007.

Job purpose:
The Economic Development, Tourism and Agriculture Directorate is responsible for implementing the Municipality’s constitutional responsibility for economic and social development, through the implementation of Council’s policies regulating economic, social and cultural development, in particular by integrating and leveraging the economic resources of the Municipality to create conditions conducive to small business development, tourism development, commercial and industrial investment and development, and infrastructure investment, and the social conditions conducive to such developments.
 
The successful candidate will form part of the Management Team of the municipal administration as a whole, reporting to and being accountable to the City Manager in terms of the policy and legislative frameworks of the Nelson Mandela Bay Municipality.
 
Requirements:
  • A Bachelor’s Degree in Social Sciences/Public Administration/Law or equivalent qualification relevant to the knowledge and skills required for the post.
  • Five years’ relevant experience at middle management with proven successful institutional transformation within public and private sectors.
  • A Certificate in Municipal Finance and Management or attaining within eighteen (18) months after employment the number of unit standards required for Senior Managers in terms of the 2007 Municipal Regulations on Competency levels.
  • Registration with the South African Council for Social Service for Professionals (SACSSP) will be an added advantage.
  • Valid Code 8 Driver’s Licence and own transport.
  • Candidates will be expected to demonstrate their knowledge and experience of the principles of good corporate governance and compliance in a government or quasi-government environment, as well as policy implementation, contract and risk management, implementation of systems and controls, and performance management.
  • Candidates must be able to demonstrate extensive experience in the management of a substantial staff complement and budget.
  • Candidates will, in addition, be required to demonstrate a practical understanding of the constitutional, legislative and policy framework governing the local sphere of government and, in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act (No. 32 of 2000) and Municipal Finance Management Act (No. 56 of 2003).
