Appointment to the positions below will be made on a fixed-term performance-based contract in terms of Sections 54A, 56 and 57 of the Local Government: Municipal Systems Act, 2000 (Act No. 32 of 2000), as amended (the MSA), read together with the Local Government: Municipal Performance Regulations, 2006, Government Gazette No 37245 dd 17/1/2014, Government Gazette No. 41173 dd 10/10/2017 and the Local Government: Municipal Finance Management Act (Act No. 56 of 2003): and the Municipal Regulations on Minimum Competency Levels, 2007.

In terms of the policy and legislative framework of the Nelson Mandela Bay Municipality, this position reports directly to the City Manager, and the successful candidate will form part of the management team of the Municipal Administration Team as a whole.
 
Job purpose: 
The Executive Director: Corporate Services is responsible for providing strategic oversight and executive leadership in the provisioning of corporate support services to the Municipality which includes Administration and Municipal Information Systems, Human Resources Management and Development and providing Assets and Facilities management services. 
 
HIGHER EDUCATION QUALIFICATION: 
  • A Bachelor Degree in Public Administration/ Management Sciences/Law or equivalent. 
 
WORK RELATED EXPERIENCE AND KNOWLEDGE 
  • A minimum of five years’ middle management experience.
  • Have proven successful management experience in administration.
  • Ability to demonstrate good knowledge and understanding of:
  • Relevant policy and legislation
  • Institutional governance systems and performance management
  • Corporate support services including human capital management, Assets and Facilities management, Information Communication Technology, Council and Support.
  • Supply Chain Management regulations and the Preferential Procurement Policy Framework Act 2000 (Act No. 5 of 2000).
  • Labour Relations Act and other labour related prescripts.
  • Legal background and human capital management.
  • Knowledge and coordination of oversight of specialised support functions.
  • A Certificate in Municipal Finance Management, or attaining, within a reasonable timeframe, the number of unit standards required for designated officials in terms of the 2007 Municipal Regulations on Competency Levels.
  • A valid Code B driver’s license.
  • The successful applicant must possess the leading and core competencies as per Government Gazette No. 37245.
 
 
KEY PERFORMANCE AREAS:
  • Providing strategic direction in respect of corporate and strategic human resources planning for the Municipality.
  • Administering Council's delegation system.
  • Providing secretarial services to Council and its committees.
  • Coordinating the annual review and development of institutional policies.
  • Facilitating the promulgation of municipal by-laws and the development and maintenance of the municipal code.
  • Rendering technical assistance to the City Manager in the development/review of the organogram.
  • Providing a strategic human resource function to the City Manager and Senior Managers by ensuring compliance with legislative prescripts.
  • Undertaking corporate services risk management, cooperative governance, strategic human resources management and development, administration support services, facilities management support services.
  • Maintaining sound labour relations in the Municipality.
  • Implementing a proper records management system in the Municipality. 
 
Proof of academic qualifications: 
  • All applications must be accompanied by certified copies of academic qualifications.
  • Short-listed candidates will be required to produce their original academic qualifications at the interview.
  • Should the necessity to determine equivalence of qualification and/or the verification/confirmation of same be required, this should be established via the relevant verification authority and the responsibility will rest with the applicants themselves.
