Appointment to the positions below will be made on a fixed-term performance-based contract in terms of Sections 54A, 56 and 57 of the Local Government: Municipal Systems Act, 2000 (Act No. 32 of 2000), as amended (the MSA), read together with the Local Government: Municipal Performance Regulations, 2006, Government Gazette No 37245 dd 17/1/2014, Government Gazette No. 41173 dd 10/10/2017 and the Local Government: Municipal Finance Management Act (Act No. 56 of 2003): and the Municipal Regulations on Minimum Competency Levels, 2007.

Job purpose:
Job purpose:
- Providing leadership and direction in the administration of the Municipality through effective strategies to fulfill the objectives of developmental local government provided for in the Constitution of the Republic of South Africa, 1996 and any legislative framework that governs local government.
- Fostering relationships between the municipal Council and the administrative arm of the Municipality, as well as with other key stakeholders.
- Creating an environment that defines the purpose and role of local government as a means of involving people in shaping the future of communities.
- Creating an enabling environment to promote the economic growth of the Municipality and fast track service delivery.
HIGHER EDUCATION QUALIFICATION:
- A Bachelor’s Degree in Public Administration/Political Sciences/Social Sciences/Law or equivalent.
- A Certificate in Municipal Finance Management or attaining within a reasonable timeframe the number of Unit Standards required for designated officials in terms of the 2007 Municipal Regulations on Competency Levels.
WORK RELATED EXPERIENCE AND KNOWLEDGE:
- Minimum of five years’ work experience at a senior management level.
- Have proven successful institutional transformation within public or private sector.
- Advanced knowledge and understanding of relevant policy and legislation;
- Advanced understanding of institutional governance systems and performance management;
- Advanced understanding of council operations and delegation of powers;
- Good governance;
- Audit and risk management establishment and functionality;
- Budget and finance management;
- A valid Code B Driver’s License (minimum).
KEY PERFORMANCE AREAS:
- Assuming responsibilities as Accounting Officer and Head of Administration.
- Managing the interface with the Executive Mayor and the municipal Council so that the administration is aligned to the IDP priorities of the Council.
- Providing advisory and support services to the Executive Mayor, Mayoral Committee and Council in accordance with the priorities of the Council.
- Providing leadership and accountability in audit, fraud, risk management and governance matters.
- Ensuring the development and implementation of the Performance Management System, as prescribed in the MSA.
- Facilitating public participation by local communities in the affairs of the Municipality.
- Strategically managing the use of Council's resources to ensure economic, effective and efficient service delivery.
- Managing the Municipality's administration in accordance with all applicable local government legislation.
- Ensuring sound co-operative governance, strategic partnerships and alliances with other spheres of government.
- Managing the provision of services to local communities in a sustainable and equitable manner.
- Promoting sound labour relations and compliance by the Municipality with applicable labour legislation.
- Demonstrating a knowledge and understanding of transformation and change management.
- Proven experience in local economic development, integrated development programmes and sustainable urban development and expertise in dealing with risk and fraud management.
- Ability to communicate and negotiate at all levels of government and with all relevant role-players.
- Developing/Reviewing the organogram in line with Section 66(1) of the Local Government Municipal Systems Act, Act No. 32 of 2000.

- Should the necessity to determine equivalence of qualification and/or the verification/confirmation of same be required, this should be established via the relevant verification authority and the responsibility will rest with the applicants themselves.
