PUBLIC HEALTH DIRECTORATE
MANAGER: ENVIRONMENTAL HEALTH (TWO POSITIONS)
(ENVIRONMENTAL HEALTH)

TASK Grade 14 (R659 712 – R917 184 per annum)
(Basic salary only, excluding benefits)
Qualifications and experience required:
- A National Diploma, preferably a B.Tech in Environmental Health.
- Registration as an Environmental Health Practitioner with Health Professions Council of South Africa.
- Registered Peace Officer.
- A valid Code B driver’s licence.
- Eight years relevant work experience with at least three years at managerial level.
Key attributes and competencies:
- Proficient oral and written communication skills in English and at least one other official local language.
- Good interpersonal, communication and managerial skills.
- Ability to plan, formulate and implement policies or programmes.
- Excellent report-writing and presentation skills.
- High level of attention to detail.
Special conditions associated with the position:
- Must be physically fit and able-bodied.
As part of the selection process, the recommended candidates will be required to undergo a medical examination at the Municipality’s Occupational Health and Safety Division.
Job purpose:
Initiating, managing and coordinating the implementation, monitoring, evaluation and reporting sequences of outcomes associated with plans and programs designed to accomplish key service delivery objectives with respect to Environmental Health Services through functional management activities including strategic planning, research and advisory, as well as operational functions pertaining to the development of a Health Information System, community participation, air pollution and noise control, dairy control, general environmental health and safety issues, health education and food hygiene, in accordance with the principles of Municipal Health Services encapsulated in relevant legislation and the Municipality’s Integrated Development Plan and performing related administrative and personnel management functions associated with the functionality.

Requirements:
- Relevant tertiary qualification.
- Five to seven years’ experience.
- Valid Code B driver’s licence.
Competencies:
- Extensive knowledge of the Municipal Finance Management Act (MFMA), Municipal Systems Act, relevant Financial Management Policies of Council, and other related legislation, circulars, relating to area of responsibility.
- The incumbent must have the ability to meet predetermined deadlines in respect of monitoring and implementing corrective measures to rectify deviations/acts contrary to financial regulations, audit requirements and departmental procedure.
- Ability to direct and control the Key Performance Indicators and outcomes of personnel within the Division.
- Excellent report-writing and time management skills.
- Excellent interpersonal and problem-solving skills.
- Proficient oral and written communication skills in English.
- Ability to work under pressure and meet critical/conflicting deadlines.

Job purpose:
Managing the key performance areas and result indicators associated with the Metro fulfilling its legal, legislative, constitutional and housing policy mandate, through its human, financial and physical resource constraints by translating both the National Housing vision and institutional one into practical, implemental and achievable housing programmes, and allowing convenient access to municipal services (e.g. access to adequate housing, economic opportunities, health, education, social amenities, quality and clean water, electricity, sanitation, road infrastructure, refuse, etc).

Qualifications and experience required:
- Relevant tertiary qualification, preferably an Honours degree in Urban Design or equivalent Planning degree.
- Registered as a Professional Planner/architect/urban designer.
- Computer literate in MS Office applications.

- Five to eight years’ relevant experience.
Key attributes and competencies:
- Proficient oral and written communication skills in English and at least one other official local language.
- Analytical, technical and communication skills in assessing, understanding and delivering business requirements.

The incumbent will be responsible for:
- Providing support and guidance to the Municipality with respect to the Integrated Development Planning process guiding the coordinated development of the Metro by:
- Analysing Land Use policies and strategies, socio-economic/geographic information and legislative requirements.
- Undertaking strategic planning.
- Undertaking technical evaluation of land use applications.
- Undertaking and ensuring that Land Use Management (Control/Enforcement) facilitates orderly development.
- Interpreting planning information pertaining to specific development initiatives.
- Monitoring land use management trends on a city-wide basis and be able to identify policy and process interventions to support achievement of the Municipality’s spatial development plans.
- Demonstrating the ability to analyse complex issues and identify a range of practical options and solutions to address the problems or opportunities.
- Vigilantly watching over project processes, tasks, and work products to ensure freedom from errors, omissions, or defects.
- Initiating action to correct quality problems or notifies others of quality issues as appropriate; and gathering information on the probability of success and the consequences of failure.
- Maintaining and updating project and programme databases and specific changes in service level dimensions.
- Compiling investigational reports and/or responses to correspondence and queries.
Job purpose:
Addressing the total social and physical environment of the Metro, taking cognisance of the statutory, physical, demographic, economic, sociological, parameters and how these influences and are influenced by local, regional and national development policies as well as in the management and administration of this section. Providing support and guidance associated with providing a professional town planning service for the Metro, analysing policies, strategies, socio-economic/geographical information and/or legislative requirements supporting the Housing and Land service delivery objectives as defined in the IDP and Business Plan.
