CORPORATE SERVICES DIRECTORATE
MANAGER: CENTRAL ADMIN
(CASS)
POSITION CODE: 250695
TASK Grade 14 (R659 712 – R917 184 per annum)
(Basic salary only, excluding benefits)
 
Qualifications and experience required:
  • A three-year tertiary qualification.
  • Three to four years’ relevant experience.
  • Computer literacy.
  • Valid Code B driver’s licence.
 
Key attributes and competencies:
  • Understanding of municipal priorities, goals, policies, procedures.
  • Display thorough knowledge of subject matter and can communicate at various levels.
  • Provides professional advice, its implementation and guidance with regard to the function and procedures of a project.
 
Duties:
  • Co-ordinates processes associated with the review and application of administrative procedures and systems to address functional requirements and priorities.
  • Co-ordinates tasks associated with controlling personnel performance, productivity and   discipline within the Sub-directorate.
  • Co-ordinates project management phases with respect to the implementation of Special   Administrative Projects.
 
Job purpose:
Co-ordinating the provision of Office Support and controlling the administrative procedures and processes related to functional activities and requirements through evaluation and analysis of the effectiveness of business systems and applications, monitoring of approved project interventions, making available guidance and information on process change, and attending to reporting requirements in order to ensure the central administration functionality contributes effectively towards the broader objectives of accountable cost-effective administration.
As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.

DEPUTY DIRECTOR: PAYROLL
(PAYROLL)
POSITION CODE: 250705
TASK Grade 15 (R742 608 – R1 032 516 per annum)
(Basic salary only, excluding benefits)
 
Qualifications and experience required:
  • B.Com. degree or equivalent three-year tertiary qualification.
  • Five to six years’ relevant experience.
  • Computer literacy.
  • Valid Code B driver’s licence.
 
Key attributes and competencies:
  • Display thorough knowledge of applicable local government legislations of subject matter and can communicate at various levels (MSA, MFMA and others as applicable).
  • The ability to lead, conduct and control work according to prescribed norms and standards.
  • The ability to analyse statistical information pertaining to staff attendance, overtime and leave.
 
Duties:
  • Implements financial communication strategies with intra- and interdepartmental management staff and external stakeholders.
  • Manages the procedural administrative requirements by researching and interprets reports and compliance requirements (statutory deductions, stop orders, etc.) to make short- to medium-term financial projections.
  • Coordinates and controls the payroll administration and reports.
  • Identifies and defines the short- to medium-term objectives and priorities of the sub-directorate encapsulating payroll, system capabilities and expenditure (staff) control functionalities.
 
Job purpose:
Managing the performance and result indicators associated with the Payroll Division through the implementation of laid down procedures dictating employees and pensioner remuneration, calculating and coordinating statutory payroll deductions; payroll production; directing and executing authorised benefits and allowances associated with Council’s Conditions of Service.
