BUDGET AND TREASURY DIRECTORATE
SENIOR DIRECTOR: SUPPLY CHAIN MANAGEMENT
(SUPPLY CHAIN MANAGEMENT)
POSITION CODE: 240418
TASK Grade 19 (R1 070 820 – R1 488 744 per annum)
(Basic salary only, excluding benefits)
The objective of the Supply Chain Management (SCM) Sub-Directorate within the Nelson Mandela Bay Municipality (NMBM):
- Give effect to the provisions of the Constitution (1996) (i.e. Section 217).
- Give effect to the provisions of the Local Government: Municipal Finance Management Act (56 of 2003) including the applicable Supply Chain Management (SCM) Policy and/or SCM Regulations.
- Transform outdated procurement and provisioning practices into an integrated SCM function.
- Ensure that SCM forms an integral part of the financial management system of the Municipality.
- Promote easy access as well as training/development and support of all tenderers who intend or require conducting business with the Municipality.
- Make significant improvement to financial management in the institution using the elements of SCM in the NMBM.
- Create a common understanding and interpretation of government’s preferential procurement policy objectives or reforms and ensuring that the SCM Policy is in line with these requirements.
- Promote and enable proper oversight roles by various structures of Council in the area of SCM and also proper and continuous communication or capacity programs with the service providers at various levels.
- Promote consistency in respect of the Supply Chain Management Policy and other related policy initiatives in government and within the institution which may require continuous policy reviews, etc., and
- Align with global trends and ensure that the institution’s SCM Policy adheres to international best practices.
Qualifications and experience required:
- An NQF Level 7 qualification focused on Public Sector Supply Chain Management (SCM), Finance/Accounting or Economics.
- Proficiency in the use of Microsoft Office Suite computer software.
- Code B driver’s licence (essential).
- At least five years’ experience in Public Sector Management positions (with a minimum of seven years in occupying senior positions in a SCM environment in the public sector).
- The applicant must have completed or shown good progress towards the completion of the 17 Unit Standards required by a Head of a SCM Unit, as indicated in Government Gazette 29961 dated 15/06/2007.
- Must be able to demonstrate a thorough knowledge of and experience in the application of legislative prescripts in the SCM environment in the public sector.
- Good communication skills (at all levels) as well as people management skills are critically important in this area.
Key attributes and competencies:
- Knowledge of the legislative/regulatory framework associated with SCM policies/regulations in the public sector.
- Demonstrable strategic management and leadership skills.
Job purpose:
- Managing the SCM Sub-Directorate in compliance with all relevant legislation, e.g. the Constitution, Local Government: Municipal Finance Management Act (MFMA) (56 of 2003), Preferential Procurement Policy Framework Act (PPPFA) and NMBM SCM Policy and SCM Regulations.
- Developing and implementing strategies to ensure institutional SCM compliance and business process optimisation.
- Maintaining and managing SCM systems in support of business processes.
- Identifying and implementing solutions to encourage SCM transformational goals in line with PPPFA and Integrated Development Plan (IDP).
- Developing strategies and the implementation thereof in respect of the control and monitoring of unauthorised, irregular, wasteful, and fruitless expenditure by ensuring that goods and services are procured in accordance with authorised processes and in terms of approved budgets, resulting in there being no matters of emphasis relating to SCM from the Auditor-General South Africa (AGSA).
- Be able to interact and advise on a continuous basis with external (e.g. AGSA/National & Provincial Treasuries, etc.) and internal (e.g. various Municipal Directorates, Council structures, etc.) stakeholders as it relates to the SCM related issues.
- Ensuring zero tolerance to fraud and corruption and putting emphasis on strategies to deal with these matters.
- Designing, implementing, maintaining an institutional SCM reporting framework to allow for a managerial decision-making environment for both internal and external stakeholders on the NMBM.
- Ensuring proper reporting to the political office-bearers in line with the SCM Regulations and also SCM Policy to promote the oversight responsibility expected from the political office-bearers (e.g. Standard Committee/Mayoral Committee Council, etc.).
- Participating within a contract management framework together with the NMBM Legal Services Sub-Directorate and the Service Directorates in support of the supplier performance management framework.
- Managing the development and implementation of a demand management environment supporting the needs of the Directorates in line with the Integrated Development Plan (IDP), ensuring that procurement plan is drawn up or prepared timeously for Council’s consideration or approval.
- Providing a supportive environment to enable training, education and sharing of information with external and internal stakeholders, including leading change management in the SCM environment within the institution.

SAFETY & SECURITY DIRECTORATE
FIRE SAFETY OFFICER
(FIRE AND EMERGENCY SERVICES)

Qualifications and experience required:
- A tertiary qualification or equivalent (National Higher Certificate in Fire Technology).
- Up to three years’ experience in professional Fire Services.
- Registered as a Peace Officer.
- Valid Code EC driver’s licence with PrPD (Professional Driving Permit).
Key attributes and competencies:
- Must have a good understanding of Occupational Health and Safety legislation, as well as other applicable legislation to Fire and Emergency Services.
- Must be able to work under pressure and meet critical/conflicting deadlines.
- Incumbent must be physically fit and able-bodied.
- Must have good presentation, report-writing skills.
- Will be required to perform firefighting and rescue services in terms of Standard Operating Procedures and applicable legislation.
- Will be required to be on standby for work.
Job purpose:
Creating awareness and enforcing compliance with Fire Safety legislation and providing advice on preventative measures to the public.
