VACANCY: MANAGER: SUPPLY CHAIN MANAGEMENT
ON TASK GRADE 16 OF A CATEGORY 3 LOCAL AUTHORITY (SALARY SCALE: R 530 178 – R688 202 p.a.)
Applications are invited from persons who consider themselves suitably qualified for the above position. A successful candidate will report directly to the “Director Financial Services”.
MINIMUN REQUIREMENTS:
3 year Dip/B Degree in SCM/Logistic
Minimum of 3 to 5years’ experience in Supply Chain Management.
Experience in the local government SCM environment will be an added advantage
Valid code 08 driver’s license without any endorsement,
Be prepared to work outside normal working hours.
No criminal record
ESSENTIAL KNOWLEDGE AND SKILLS
Knowledge of Supply Management
Maintain high ethical standard
Knowledge of applicable Supply Chain Legislation
Be able to work under pressure
Ability to exercise independent judgment and creative problem-solving techniques in a highly complex environment.
DUTIES: KEY PERFORMANCE AREAS
Manage Supply Chain key processes (In-bound, Outbound, Inventory, Stores, Operational Planning, Core Management, Order Management and Reporting efficacy) to ensure a dependable and efficient Supply Chain Operations.
Establish a robust, reliable and policy compliant control environment.
Maintain effective bid committees established with clearly defined roles, functioning in accordance with applicable legislative requirements
Be a catalyst in the centralisation and functionality of the SCM.
Set preferential procurement goals determined in accordance with SMC Policy and Procedures and compliant with applicable legislative requirements
Develop and oversee the implementation of the Municipal asset disposal plan
Develop and oversee the implementation of a SCM performance management.
Develop a highly centralise control SCM environment and quality management.
Analyse operational trends and develop corrective action plans.
Address supply chain failures promptly to ensure operational stability and develop corrective action plans
Prepare and manage an annual operating plan that will include an annual tender for expeditious procurement.

INTERNAL AUDITOR
ON TASK GRADE 11 OF A GRADE 3 LOCAL AUTHORITY
(R 272 915 – R 354 277 p.a.)
Applications are invited from persons who consider themselves suitably qualified for appointment to the abovementioned post.
QUALIFICATIONS AND EXPERIENCE:
• Grade 12 plus NQF 6/7 in Internal Auditing/ Auditing/ Financial Accounting or equivalent relevant qualification.
• 2 years’ experience in Auditing or Internal Auditing.
• A valid code 8 driver’s license.
• No Criminal Record and be subjected to vetting process
COMPETENCE / SKILLS REQUIRED:
Registration with IIA or IRMSA will be an added advantage;
Completed Auditing articles will be highly advantageous;
Relevant MSCOA knowledge;
Attention to detail;
Self-starter and ability to work independently;
Strong written and verbal communication skills;
Problem identification and solution skills;
Valid code 08 driver’s license without any endorsement,
Be prepared to work long hours, weekends.
Good negotiation skills
KEY PEFORMANCE AREAS:
Planning own activities and assist with risk analysis.
Documenting all relevant systems, procedures, operations, transaction, flows and activities identified by the audit plan.
Assist in compilation of Three Year Strategic Internal Audit Plan and the Annual Internal Audit Plan.
Identification and analysis of inherent risks to systems and processes.
Evaluate results of the audit and report thereon to ensure that findings and recommendations are supported by documented evidence and reported correctly
Performing process analysis and detailed testing of transaction and processes.
Execution of Audits according to annual plan and reporting on progress to Management and Audit Committees.
Report on weaknesses on the systems of internal control and make recommendations to the clients.
Undertaking special investigations as may be determined by relevant committees or supervisor.
