POSITION OVERVIEW:
To participate in the development of NSFAS policies, operation plans, systems and procedures that drive the efficient and effective implementation of the NSFAS Finance Department deliverables. The role involves managing the consolidation of financial data, preparation of financial reports and financial statements
RESPONSIBILITIES:
Policy, Systems & Procedure Development
• Participate in the development and management of the NSFAS finance related policy(ies), guidelines, and procedures.
Core Strategic & Operational Objectives Development
• Enable the implementation of the Finance unit’s strategic plans
• Enable the implementation of the key performance indicators (KPIs) and operational plans of the unit
• Develop and monitor the budget to the fund strategic objectives of the organisation
• Align organisational budget to Annual Performance Plan
• Monthly, Quarterly and ad hoc Reporting
• Revenue management and reporting
• Invoice management
• Manage and implement the following:
• Organisational planning, budgeting, optimisation and monitoring: admin budget, student budget and others
• Cashflow analysis and projections
• DHET Quarterly reports
• Review of National Treasury templates
• Facilitate the update of general ledger accounts
• General Ledger analysis and review to identify variances and anomalies
• Participate in the preparation of financial statements
• Review working papers and supporting schedules
• Perform duties of a bank signatory (Approve payment, opening and closing bank accounts)
• Assist with the resolution of audit findings
• Provide input to the compliance calendar
• Assist with the resolution of audit matters
• Coordinating and providing oversight over the audits by tracking Internal Audit and AGSA audit findings and RFIs
People Management & Ethical Leadership
• Manage and participate in the recruitment and selection of subunit vacancies in line with EE targets
• Delegate tasks to subordinates for implementation.
• Manage the subunit team to achieve the set and agreed programmes
• Direct, inspire, coach and mentor subordinates to deliver quality programmes in line with NSFAS Values
• Manage the individual performance contracting and review process for subordinates
• Manage all disciplinary matters of subordinates related to performance and conduct issues
Stakeholder Management & Relationships
• Oversee the utilisation and implementation of the Finance and subunit related policy, processes, efficiency channels and databases to resolve stakeholder queries and complaints
• Collaborate with stakeholders to enable Finance and subunit deliverables
• Communicate with stakeholders such as DHET, National Treasury and AGSA for reporting purposes and to resolve stakeholder queries.
Project Management & Leadership
• Manage and supervise the applicable projects to address identified needs as per the Finance Department strategy.
• Analyse and interpret project reports on completion of the project to evaluate return on investment and to inform decision-making.
Budget optimisation
• Forecast for subunit core administration activities and projects
• Expenditure in line with core activities and projects
Compliance Monitoring & Evaluation
• Manage the plans and processes of subunit-related affairs in line with laws, policies and regulations.
• Manage the subunits plans and processes that support the implementation of identified key controls and established risk mitigation procedures
• Analyse and improve the audit, risk and compliance outlook
Information & Knowledge Management
• Collaborate with stakeholders to build systems that enable the management of data obtained from different sources.
• Collaborate with stakeholders to use their experience, education and understanding to obtain knowledge from this information.

DESIRED SKILLS AND EXPERIENCE
Minimum requirements:
• NQF Level 8 In Accounting

Policy, Systems & Procedure Development
• Participate in the development and management of the NSFAS Brand and events policy(ies), guidelines, and procedures in the business unit.
• Oversee the utilisation and implementation of the Brand and events related policies, processes, efficiency channels and databases to resolve stakeholder queries and complaints.
Core Strategic & Operational Objectives Development
• To lead the brand strategy development that translates into a corporate identity of the organisation.
• To lead the development and coordination of the creative concept and brand activation mechanisms for the organisation.
• To manage the implementation and improvement of the use of NSFAS Corporate Identity
Manual & Branding Guidelines.
• To provide clear brief and direction for a design, layout and finished art on all organisational branding.
• To provide editorial support through writing, editing and translation services to all brand and events initiatives.
• To inform advertise campaign planning and implementation mechanisms for the organisation.
• To participate in the planning, buying, monitoring and responses in the media space and their impact on the NSFAS brand.
• To lead the print and electronic production standards for the organisation.
• To participate in the website design processes, outlook and management.
• To conceptualize and implement a comprehensive digital strategy for NSFAS campaigns and brand positioning.
• To develop, coordinate and improve external partnerships and support for multiple target audiences.
• To strengthen campaigns that attracts sponsors, funders, and other partnerships through strategic organisational services positioning.
• To partner with the communications management unit on the reviewing and improvement of the joint processes and opportunities for the positive branding outlook of the organisation priority areas
• To manage the production of selected corporate communications products and service offerings.
• To provide editorial support through writing, editing and translation services.
• To develop multimedia and marketing tools, templates and guidelines for marketing products and ensure visual coherence of the NSFAS brand.
• To coordinate other investor communications requests and ideas across the other communications teams.
• To update, maintain and enhance marketing of the NSFAS communications toolkit.
• To develop new and enhance existing marketing avenues critical to achieving the NSFAS goal of customers and user experience
People Management & Ethical Leadership
• Manage and/or delegate participation in the recruitment and selection of unit vacancies in line with Employment Equity targets.
• Lead and manage the unit team to achieve the set and agreed programmes.
• Direct, inspire, coach and mentor subordinates to deliver quality programmes in line with NSFAS Values
• Lead and manage the individual performance contracting and review process for subunits.
• Lead and manage all disciplinary matters of subunits related to performance and conduct issues
Stakeholder Management & Relationships
• Develop, collaborate and manage a comprehensive database of marketing experts andcounterparts in the industry-writers, editors, designers, marketers, researchers and translators
• Collaborate with internal stakeholders to ensure that marketing and brand initiatives are fully implemented.
Project Management & Leadership
• Manage and supervise the projects to address identified needs per marketing and brands deliverables.
• Analyse and interpret project reports on completion of the project to evaluate return on investment and to inform decision-making in the unit
Budget optimisation
• Forecast for unit core administration activities and projects
• Expenditure in line with core activities and projects
Risk, Compliance Monitoring & Evaluation
• Lead and manage the plans and processes of Brand and events in line with legislation.
• Lead and manage the plans and processes that support the implementation of identified key controls and established risk mitigation procedures.
• Analyse and improve the audit, risk and compliance outlook.
Information & Knowledge Management
• Collaborate with stakeholders to build systems that enable the management of data obtained from different sources.
• Collaborate with stakeholders to use their experience, education and understanding to obtain knowledge from this information.
Reporting & Accountability

DESIRED SKILLS AND EXPERIENCE
Minimum requirements:
• NQF Level 6 in Communications, Marketing Public Relations, Branding and Digital Marketing Communications
• Computer literacy – Intermediate Microsoft Package
• Drivers License
• At least 8 years plus proven experience in writing, editing, brand management, projects and campaigns and social media space
• At least 3 years proven management experience which includes dealing with budgets, business planning, employee management and development
• Proven track record as a marketing and brand manager or equivalent
• Experience in managing/leading a team and managing a creative team including designers, writers, etc.
• Evidence of managing/Supervising people
• Knowledge of PFMA and the public service
• Knowledge of Higher education and training and the political climate that dominates student politics
• Knowledge of a marketing and communications environment and processes
Preferred
• 15 Years’ experience in writing, editing, brand management, projects and campaigns and social media of which at least 10 should be at the management level in the higher education sector.

POSITION OVERVIEW:
The main purpose of the job is to tell the NSFAS story across multiple platforms, digital and traditional; build communication support for the aims and work of NSFAS. The role of the Manager is to develop strategies and creates trusted, objective information and inclusive messages that enable stakeholder engagement in the work of NSFAS. It delivers public relations campaigns, in line with the strategic communications objectives set by the Executive Office (EO).
RESPONSIBILITIES:
Content development, publications, writing, and editorial services
• Develop and maintain publication production processes, plans, and material to promote NSFAS.
• Establish and lead the editorial and content-generating team.
• Review, update, and publish relevant content in line with government policy changes, and NSFAS guidelines
• Create content intended for multiple stakeholders – students, higher education institutions, SETAs, and the public
• Create content that shapes audience perception and drives influence.
Increase organizational ability to communicate effectively
• Build public information material library, and update guidelines on communications activities
• Through training and advisory support, strengthen the ability of the Executive Office to clearly communicate to different audiences.
• Campaign development and management
Plan and design a national communications strategy
• Lead the design and implementation of the communications strategy.
• Manage the communications to carry out all activities outlined in the operational plan.
• Coordinate and manage all publications, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination.
• Introduce a single editorial outlook with a style guide.
Online/ Digital Communication
• Maintenance of corporate website & student portal website to meet corporate requirements in cooperation with the ICT Department.
• Preparation of information for the websites ensuring consistency, relevance, and timeliness of the materials, increasing, and maintaining multimedia content.
• Design and maintain a self-service channel for students Establish an online/ electronic newsletter.
Media Engagement and Reputation Management
• Develop key messages for the organisation that are proactive.
• Guidelines and procedures for the coordination of communications internally and externally in the event of an emergency or controversial issue.
• Set and influence the media agenda
• Establish and implement the Rapid Response system.
• Consistent professional standards in line with the government communication protocol.
• Media management processes.
• Correcting inaccurate media reporting
• Put in place media monitoring mechanisms to listen to sentiments and measure the reaction of the audience.
• Speak on behalf of NSFAS in the media as the Spokesperson.
Community Outreach, and Public Education
• Lead promotional activities to position NSFAS as a leader in student funding.
• Increase coverage and understanding of the NSFAS’ work across 9 provinces.
• Format, package, and present NSFAS products in the form of factsheets, and brochures for learners to apply for funding.
• Partner with government agencies, and municipalities for the implementation of the outreach and public education strategies.
Internal Communication and Engagements
• Strengthen internal communications by increasing information sharing.

• Management of NSFAS reception services
• Monitor departmental compliance with the NSFAS Brand Book & communications policies
• Updated database of employees for the purpose of internal communication during crisis
• Visitor management system
• Operation and management of the telephone switchboard in accordance with the appropriate protocol. Weekly check and test of all lines.
• Support knowledge building and knowledge sharing in the organisation.
• Work with HR and Facilities Management to implement corporate dress core, office etiquette and protocol for employees.
Leading high-performance teams.
• Plan and monitor own work and the work of the team, pay attention to details and deliver quality work by the deadline.
• Set, control and report on key performance areas and performance contracts.
• Coach, mentor and train the team and develop reports for performance improvement, career progression and recognition purposes.

DESIRED SKILLS AND EXPERIENCE
Minimum requirements:
• National Diploma in Public Relations, Journalism or Communications
• At least 8 to 10 years in public relations, corporate communications, and desktop publishing.
• 5 years’ proven record in writing and editing.
• 5 years’ experience in the production of the corporate publication.
• 5 years’ experience in media management and engagement.
• At least three years’ management experience, which should include experience in dealing with budgets, business planning, staff development and staff management.
• Proven track record of being a public relations manager or equivalent.
