Position: General Manager: Human Resources

POSITION OVERVIEW:
NSFAS requires an experienced General Manager: Human Resources to lead the Human Resources Department and to ensure that all Human Resources (HR) functions are carried out effectively and efficiently. The incumbent will be responsible for all aspects of people management including development, coordination and execution of HR strategy, recruitment and selection, performance management, learning and development, payroll and administration, employee and labour relations, remuneration and benefits management, legislative compliance, record keeping, policies and procedures, cultural change.
The General Manager: HR will be supported by the specialist human resources practitioners and an administration team to facilitate the delivery of the HR offerings. The role reports to the Chief Corporate Services Officer.
RESPONSIBILITIES:
Overall Responsibilities includes
HR strategy & systems that support business objectives, forecasting staffing needs, mitigating risk, structuring benefit packages, HR administration, managing budgets, designing accountability mechanisms, grievance and dispute resolution , supporting employee development, enhancing job satisfaction, designing on-boarding and off-boarding procedures and implementing and overseeing overall employment needs.
Evolve employee value proposition and translate these into targeted deliverables for the HR Division, talent management, HR analytics, measurement and reporting.
Adherence to policies and legal standards and support effectiveness and efficiency in the organisation through performance management, staffing, training and development.
Member of the Corporate Services Management team.
Learning & Development
• Identifies key learning needs to support business direction, individual and team development.
• Ensures learning programmes and interventions are designed to address skills development including career laddering
Management Effectiveness
• Manages service delivery through other managers and their teams.
• Accountable for the execution of HR strategy, HR Operational and Business Plans.
• Translate HR targets into deliverables.
• Drive operational excellence and team development.
• Manage HR team members for the delivery of the HR offerings including recruitment and selection, performance management and talent management.
• Oversee the development of appropriate formal Management Development programmes to facilitate continuous learning and skills capacitation for the organisation.
Organisation Design and Development
• Facilitate the development of the organisation structure to support business strategy.
• Develop Organisation Development and Change plans to address change imperatives.
• Develop and implement specific initiatives to create leadership and team effectiveness in alignment with espoused values and principles.
• Develop internal communications plan to support change and ensure staff engagement and commitment.
• Ensure Human Resources practices are compliant to legislation and governance.
• Implementation of policies and practices to drive high performance and achievement of business objectives.
Employee Relations
• Develop and implement the employee relations strategy and plans.
• Manage relationship with trade unions.
• Ensure compliance with all labour legislation and policies.
Talent Management
• Develop Talent Management Framework.
• Attraction and retention of top talent.
• Ensure business continuity through readily available talent pools.
• Manage talent through best practice performance management.
Remuneration and Benefits
• Review and enhance the reward philosophy aligned to best practice within the sector.
• Implement interventions to support the reward philosophy
• Ensure equity in remuneration and benefit practices
DESIRED SKILLS AND EXPERIENCE
Minimum requirements:
• Postgraduate degree in Human Resources, Business/ Public Administration or similar relevant field
• At least 10 years’ proven relevant Human Resources experience with at least five (5) years in an Executive/Senior Management role.
• Solid experience in change management.
• Sound knowledge of Human Resources measurement and metrics.
• Sound knowledge of remuneration and benefits
• Sound knowledge of HR related legislation including the Labour Relations Act and the BCEA
Beneficial skills and experience:
• Master’s Qualification in Human Resources
• Understanding of the higher and further education and training sector in South Africa
• HR and Business knowledge
• Excellent organizational and leadership skills
• Outstanding communication and interpersonal skills
• Management / Leadership qualification an advantage.
• Knowledge of PFMA and DPSA standards

REMUNERATION & BENEFITS
Remuneration Package: R 1 222 639 to R 1 461 828 per annum
Total Cost to Company per annum inclusive of all benefits and company contributions.
