POSITION OVERVIEW:
The NSFAS is a schedule 3(A) entity governed by the National Student Financial Aid Scheme Act (56 of 1999). The role of the organisation is to provide financial aid to eligible students from poor and working-class families who would otherwise not be able to afford to study at South African TVET colleges and public universities. NSFAS assesses students for funding eligibility and ensures that qualifying students who are registered at public universities and colleges receive funding to support their studies, in line with policy, and in partnership with institutions. NSFAS is also responsible for collecting student loan payments on loans provided before 2018, in order to replenish the available funds for future generations of students. In addition to the main bursary scheme for poor and working-class students, NSFAS also manage a number of other government bursaries including the Funza Lushaka Bursary for teachers. NSFAS manages a significant budget on behalf of government.
The Chief Corporate Services Officer will be responsible for:
• Responsible for directing, designing and implementing organizational corporate systems and processes to manage the overall internal organizational and corporate support procedures and systems
• Set objectives and strategies for the Corporate services functions to ensure that the required support services and solutions are provided for the total value chain related to student funding

Job Specification & Recruiting Profile of Vacancy
• Responsible for managing and implementing the required organizational services and related models and systems to support the funding processes to students at universities and TVETS
• To develop best practices and automated business processes for support services functions
• To formulate the corporate services and associated function’s business model and optimal performance, in alignment with the overall organizational business model and strategy to support and effectively manage student funding
• Lead and manage a team of corporate services professionals and specialists
• Develop the organization’s corporate services human capital
• Implementation of Corporate services functions, governance, risk awareness with management and compliance frameworks.
• Responsible for day to day Corporate services functions operations, business optimization and delivery
• Responsible for full the suite of Corporate services functions: Marketing and Communications; Human Capital and Employee Relations; Customer Relations Management; Public Relations; Facilities Management; and all its associated activities
RESPONSIBILITES
MANAGEMENT
• Develops and designs integrated corporate services strategies and processes for each unit’s functions that address overall support services to the business operations in support of NSFAS business performance and continuity.
• Develops and drives Corporate Services unit plans and goals for the organization and sets the required performance standards for each corporate services function
• Designs Corporate policies and procedures, and ensures implementation and adherence thereof
• Sets clear Corporate Services priorities and measurable milestones for all divisions in line with the organizational strategic plan.
• Analyses and interprets Corporate Services functional outputs and impacts as related to student funding efficiencies
• Drives implementation of Corporate Services outputs in the APP
• Monitors progress against both NSFAS strategic Plan, NSFAS APP and Corporate Services APP
outputs.
• Drafts and drives Service Level Agreements with internal and external clients
• Identifies Corporate Services risks and challenges
• Drafts and drives the corporate services risk mitigation plans
• Drives Corporate Services functions efficiencies and effectiveness for the organization and the division
• Selects and manages all required Corporate Services and related systems to support business delivery
• Directs the following unit heads: Marketing and Communications; Human Capital; Facilities; Customer Relations Management; Public Relations: to improve customer and client experience including delivery alignment
• Drives and monitors implementation of Corporate functional outputs in the APP.
• Provides strategic Corporate guidance and recommendations to the Executive Officer and Exco.
• Manages and oversees the Corporate Services functions report.
• Champions a benchmark and turnaround policy and procedural framework including objectives with internal partners to ensure organization wide optimization of support services.
• Ensures that the divisional strategy is adequately budgeted for through the development and implementation of a requisite budget.
• Monitor Corporate Services division effectiveness and outputs and monitor monthly delivery reports
GOVERNANCE
• Influences the creation of enterprise wide reports that meet all statutory requirements.
• Ensures compliance with all relevant legislation and other regulatory requirements, including King IV.
• Strategically influences the development, adoption, implementation and adherence to governance, risk and compliance frameworks.
PEOPLE
• Ensures compliance with HR standards and requirements
• Attracts, recruits, develops, engages and retains required managers and employees within Corporate Services; provides mentoring and coaching where required and necessary
• Drive a culture of high performance and customer and client centricity within each of the Corporate Services units.
• Ensures regular communication with both direct reports and all Corporate Services unit employees
• Provides leadership, direction and management to Corporate Services functional heads including to the broader NSFAS organization
• Maintains compliance, consistency, and take corrective action when needed.
• Coaches, mentors and develops direct reports for performance improvement, career progression and recognition purposes
• Is a member of the Senior Leadership of the organization

STAKEHOLDER MANAGEMENT
• Participates in the strategic positioning of NSFAS and promote the enterprise with relevant stakeholders.
• Manage and influence relationships and service level agreements made with internal and external stakeholders.
• Develop, implement and report on a plan for engaging stakeholders on a regular basis; manage and resolve all identified issues and risks to facilitate healthy stakeholder engagements and relationships
QUALIFICATIONS, SKILLS AND EXPERIENCE
Required Qualifications
• A Postgraduate qualification (NQF level 8) in Business Administration / Public Management as recognized by SAQA.
Knowledge and Experience
• At least 15 plus years' overall experience in a similar environment, of which 5 to 8 years at executive/senior management level in the private and/or public sector
• Thorough knowledge of best practice and applicable legislation and associated precepts for Communication; Human Capital Management and Facilities Management.
• Reasonable understanding of procedures and statutory requirements applicable to section 3(A) entities
• Good knowledge of governance, risk and organizational performance management principles
• Basic understanding of the Higher Education sector.

REMUNERATION & BENEFITS
Remuneration Package: R 1 486 877 to R 1 629 348 per annum
Total Cost to Company per annum inclusive of all benefits and company contributions.
