Purpose
To strategically lead, direct and oversee financial services and supply chain management in the National Regulator for Compulsory Specifications (NRCS) by ensuring long-term financial health of the NRCS through introducing appropriate financial, accounting and procurement systems, processes, procedures, policies and internal controls
 
KPAs / Key Outputs
• Identify, lead and direct strategies relating to long term financial sustainability of the NRCS
• Lead, direct and oversee the provision of financial management services
• Lead, direct and oversee the provisioning of supply chain management services
• Provide strategic leadership to the Business Unit
• Provide financial advice and liaise with various stakeholders i.e. EXCO, Audit & Risk committee, external auditors etc.
• People Management
• Corporate Governance and Compliance
 
Qualification / Experience
• B Com Honours  (NQF Level 8) or equivalent and Qualified Chartered Accountant registered with the South Africa Institute of Chartered Accountants (SAICA)
• 10 years' experience in Financial Management role and at least 5 years in a strategic financial management role, preferably in the public sector.
• Candidates with 5 years' experience as a CFO in public services may be considered if do not have SAICA Registration as CA.

 
Knowledge
In-depth knowledge of finance as a discipline including: SCM, budgeting, payroll, asset management; In-depth knowledge of financial management within a Government entity including in-depth knowledge of Public Finance Management Act (PFMA), National Treasury Regulations, King Report, Supply Chain Management, Preferential Procurement Policy Framework Act; In-depth knowledge of accounts payable and receivable; In-depth knowledge of revenue, revenue collection, and expenditure management; In-depth knowledge of asset management principles and related accounting requirement; In-depth knowledge of financial statements and preparation of AFS; In-depth knowledge of cash flow principles and management; In-depth knowledge of financial policies, procedures and processes; Financial Reporting and report writing; GAAP, GRAP, IAF; Income and employee tax; Knowledge / experience in auditing;

To direct, administer, and coordinate the NRCS operational areas nationally and play a role in anchoring the organization to realize its full potential by regulating and managing the implementation of its Compulsory Specifications. To provide strategic leadership and management of the following operational areas of the NRCS: - Legal Metrology, Foods and Associated Industries, Chemical, Materials & Mechanical, Automotive, Electro-technical and National Building Regulations.

Purpose
Internship Programme for the below outlined fields. This is a Youth Development Empowerment initiative that supports the National Development Plan’s by affording unemployed youth in South Africa the opportunity to gain skills, knowledge and experience, whilst at the same time, positioning themselves for active and meaningful participation in the labour market.

ELIGIBILITY
  • Unemployed South African youth.
  • The applicant should have not been previously involved in an internship programme.
  • Minimum qualification is NQF Level 6 (National Diploma).
  • The duration of the Internship Programme is 24 months.
  • Monthly stipend of R8 300.00 (all inclusive) will be paid to successful candidates.

CTC (Basic Salary): The members of the Human Resource Committee will be remunerated in terms of approved National Treasury prescripts and rates

Purpose
The NRCS is seeking the services of human resources expert to join its Human Resource Committee as a Non-Executive Member. The external Non-Executive Member will be required to provide expert advice on the implementation of the Key Performance Areas (KPA’s) of the Human Resource Committee, as outlined in the committee’s terms of reference. The purpose of the Human Resources Committee will be to assist the NRCS Accounting Authority and Management in fulfilling its obligations on human resources and related matters. These will include among others, the evaluation and compensation matters, succession planning and significant human resources policies in line with the following agreed key performance outcomes as per the Terms of Reference of the Human Resources Committee:

  • Human Resource Strategy, Recruitment and Selection; Learning and Development; Performance Management and Moderation; Employee Relations; Rewards and Recognition; Employee Wellness;
    Organisation Development; Job Evaluation Policy development and Review.​
 
Qualification / Experience
  • A minimum of a bachelor's degree (NQF7) in Human Resources Management or equivalent,
  • A minimum of 10 years traceable HR experience at executive or senior management level,
  • Professional membership of a recognised professional body such as i.e. Member of SABPP (SA Board for People Practices or any other related and accredited body.
  • A minimum of 3 years' traceable experience, serving as a member of an HR committee or REMCO.​
