The National Regulator for Compulsory Specifications (NRCS) was established on 1 September 2008 in accordance with the National Regulator for Compulsory Specifications Act. It is an agency of the dti, established to administer compulsory specifications and other technical regulations with the view to protect human health and safety, the environment and to ensure fair trade, in accordance with Government policies and guidelines.

Purpose: To lead and direct the financial services in the National Regulator for Compulsory Specifications (NRCS) and ensure long term financial health of the NRCS by directing financial and organizational strategies.
KPA/ Key outputs:
- Identify, lead and direct strategies relating to long term financial sustainability of the NRCS
- Lead, direct and oversee the provision of financial management services
- Lead, direct and oversee the provisioning of supply chain management services
- Provide strategic leadership to the Business Unit
- Provide financial advice and liaise with various stakeholders i.e. EXCO, Audit & Risk committee, external auditors etc.
- People Management
- Corporate Governance and Compliance
Requirements/ Experience:
- B Com Accounting, B Com Honours or equivalent and Qualified Chartered Accountant (SA)
- 10 years’ experience in Financial Management role and at least 5 years in a strategic financial management role, preferably in the public sector.
Knowledge and Skills:
- In-depth knowledge of finance as a discipline including: SCM, budgeting, payroll, asset management
- In-depth knowledge of financial management within a Government entity including in-depth knowledge of Public Finance Management Act (PFMA), National Treasury Regulations, King Report, Supply Chain Management, Preferential Procurement Policy Framework Act.
- In-depth knowledge of accounts payable and receivable
- In-depth knowledge of revenue, revenue collection, and expenditure management
- In-depth knowledge of asset management principles and related accounting requirement
- In-depth knowledge of financial statements and preparation of AFS
- In-depth knowledge of cash flow principles and management
- In-depth knowledge of financial policies, procedures and processes
- Financial Reporting and report writing
- GAAP, GRAP, IAF
- Income and employee tax
- Knowledge / experience in auditing
