CHIEF EXECUTIVE OFFICER
(Fixed Term: Five-year contract)
Overview of the organisation:
The NMISA is a Type 3A Public Entity established according to the Measurement Unit and Measurement Standards Act, No. 18 of 2006 (the Act). The NMISA is mandated by the Act to provide for the use of the international system of units (the SI) and other measurement units in South Africa, to maintain national measurement standards (NMS), and to determine and ensure the comparability of the NMS. - The South African Government, represented by the Minister of Trade, Industry and Competition, is the sole shareholder and owner of NMISA.
- NMISA is governed by a Board of Directors of up to 12 persons, including the CEO, who is the only ex officio member.
- NMISA is mandated to take charge of the financing, management, control, planning, development, maintenance, and rehabilitation of the South African measurement standards system. NMISA is funded through State allocations and the sale of other services including calibration. NMISA manages assets worth in excess of R2 billion with a staff complement of 150.
Purpose of the Job:
An exciting opportunity exists for a Chief Executive Officer. The successful candidate will report to the Board of Directors and be responsible for the efficient management of NMISA and staff; the development of the NMISA business strategies; the development of national metrology strategies and the interaction with the international metrology organs and communities.
Main Outputs and Responsibilities:
The CEO of NMISA is required to:
Lead a team of executives and senior managers responsible for among others, the areas of:
• Strategy development and review, implementation and monitoring;
• Corporate Governance and Compliance;
• Communication and Stakeholder Relations Management;
• Leadership of people and Organisational Operations;
• Finance and Supply Chain Management;
• Corporate Management and Administration;
• Information and Communication Technology Management;
• Legal, Risk, and Audit Management; Research, Innovation and Business development;
• Business Management;
• Relevant Statutory Management. This includes ensuring that NMISA adheres to the requirements outlined in the Measurement Units and Measurement Standards Act, Act No. 18 of 2006, PFMA and with other relevant legislation.
➢ Lead the development, management and execution of the NMISA overall strategy and lead the conceptualization of the overall strategy, policy and decision-making direction of the organisation to ensure the successful execution of the NMISA mandate;
➢ Lead the development, monitoring and attainment of Annual Performance Plans and targets;
➢ Lead NMISA into the modern metrology world with a specific focus on cross-disciplinary domains such as Environment, Food Safety, Quantum metrology, etc.; and
➢ Report to the board of directors and keep them informed.
Educational Qualifications and Experience:
- A minimum of a Master‘s degree in Science/Engineering;
- A Doctorate degree in Science /Engineering and an MBA (or an equivalent qualification) will be an added advantage;
- A minimum of 5 years’ experience at Executive management level in private or public sector, previous experience as a CEO or equivalent will be an added advantage;
- A solid track record in leading a similar or similar-sized organisation;
- General knowledge of the International Metrology, Standards, Quality and Accreditation community;
- General knowledge of the maintenance of measurement standards and related systems;
- Understanding of the public sector and applicable legislations;
- A track record of networking nationally across a broad-spectrum including organs of government, science councils and research institutes, technical infrastructure institutions, academic institutions and industry;
- Ability to network on an international level, including technical metrology interaction;
- Ability to provide strategic direction in national metrology related issues and contribute to international metrology strategies and policies.
- Experience in business, project and financial management.

PURPOSE OF THE ROLE
To provide an independent, objective, assurance and consulting service designed to add value and improve the operations of NMISA. The Internal Audit unit helps the organisation accomplish its objectives by bringing a systematic disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.
Principal accountabilities are to: Develop and Implement an Internal Audit Three three-year rolling Plan, Develop and Implement Audit Methodology, Develop an Internal Audit Charter, Develop an Internal Audit Unit Strategic Plan / Business Plan, Human Resource Development / Continuous Development, Internal Audit Activity Quality Review, Audit Management, People Management and Empowerment and Change Management, Ethics and Service Delivery.
DUTIES AND RESPONSIBILITIES
- Compile an Internal Audit Annual Plan aligned to Risk Assessment and Register as required by IIA Standard
- Preparation of the Unit’s Internal Audit three-year (3) year Rolling Plan and the Annual Internal Audit Plan based on the high-risk exposure of key areas of risk within NMISA
- Implement Annual Internal Audit Plan as approved by EXCO and Audit and Risk Committee
- Prepare and Present Audit Report and Executive Summary of Findings to EXCO and Audit and Risk Committee
- Develop an Internal Audit Methodology and ensure audit assignments are conducted in accordance with approved audit methodology
- Ensure and enforce quality assurance on every audit assignment
- Compile Internal Audit Charter and Terms of Reference and present to EXCO as well as Audit and Risk Committee for approval
- Compile Internal Audit Strategic Plan and Business Plan
- Develop and implement Internal Audit Strategic and Business Plan
- Human Resource management and continuous development
- Ensure Internal Audit Unit compliance with Quality Assessment Requirements as per IIA standards.
- Ensure Quality Management by reviewing all audit files to ensure adherence to Internal Audit Standards
- Manage internal audit budget
- Change Management, Ethics and Service Delivery
MINIMUM QUALIFICATIONS, SKILLS AND EXPERIENCE
- Postgraduate qualification in Accounting/ Finance Management / Internal Audit
- A professional qualification such as CIA will be an added advantage.
- At least 5-10 years of audit management experience
- Completed articles and/ or training is mandatory including membership to the Institute of Internal Auditors.
- Knowledge of IPPF, Treasury Regulations, Public Finance Management Act (PFMA), Internal Audit Policies and Procedures, COSO Framework, and IIA Code of Ethics.
- Knowledge and exposure to internal audit software systems, e.g, BARNOWL, Teammate, etc,
- Leadership skills, strong communication skills, interviewing skills, Problem-solving, Analytical thinking, Report Writing Skills, Creative thinking abilities, and Ability to work under pressure.
- A valid driver’s license.
- The successful candidate must be willing to work outside working hours and be flexible to travel.
