CHIEF INFORMATION OFFICER
PURPOSE OF THE JOB

- Remuneration package is R3 047 100 (Negotiable)
- A five (5) year fixed term contract
REQUIRED QUALIFICATIONS
- Bachelor’s degree in ICT, Informatics, Computer Science or Data Sciences (NQF 7).
- Appropriate Master’s degree in ICT, Informatics, Computer Science or Data Sciences (NQF 9) will be an added advantage.
REQUIRED WORK EXPERIENCE
- A minimum of 10 years’ experience in technology with demonstrated technical expertise.
- A minimum of 5 years’ experience at ICT Executive level reporting directly to the Chief Executive Officer (roles such as Chief Information Officer, Chief Technology Officer, Chief Digital Officer) or providing ICT Advisory/Consulting at CIO, Executive Committee or Board level.
KEY DELIVERABLES
STRATEGIC DEVELOPMENT
- Effectively lead the NLC ICT function.
- Define, develop, and ensure implementation of the ICT strategy based on the enterprise architecture.
- Ensure effective performance of the ICT function and the vendors providing services to the NLC.
- Formulate the ICT budget as part of the ICT strategy and ensure effective ICT expenditure.
- ICT Procurement Strategy developed and implemented.
- Compliance with all the relevant prescripts applicable to NLC.
- Ensure effective ICT governance and ICT policies, procedures and processes are aligned to support the ICT and NLC strategies and to ensure an adequate and effective ICT control environment (including the resolution of ICT audit findings)
- Safeguard NLC information assets by ensuring effective cyber security management.
- Effectively deliver on all digital transformation initiatives.
TECHNOLOGY MANAGEMENT
- Lead efforts to leverage technology for digital transformation.
- Identify opportunities to use technology to improve business processes, enhance customer experiences, and drive innovation.
- Develop and implement service continuity and operational plans.
- Technology management and monitoring of the National Lottery Operator.
- Develop and implement technology refresh programme (includes development of an enterprise-wide integrated e-system and infrastructure for Provincial Offices).
- Maintenance of existing enterprise systems, while providing direction in all ICT related issues.
- Programme and project governance and management of the implementation of ICT technologies and systems.
- Application of information management practices that safeguard NLC data.
- Develop and maintain plans to ensure business continuity in the event of IT disruptions or disasters.

FINANCE DIVISION
PAYROLL SPECIALIST (12 MONTHS FIXED TERM CONTRACT)
THE PURPOSE OF THE JOB
The Payroll Specialist accountable to the Senior Manager: Finance, will be responsible for reviewing of the monthly pay runs and ensures its completeness, validity and accuracy by performing validation checks prior to submission for payment and ensure adherence to statutory regulations.
This is a temporary position; the specialist will be required to come to the office as and when required as well as for the review of two payroll runs monthly. First run must be reviewed from 10th of every month and second run must be reviewed from the 21st of every month. The incumbent will also be responsible for ensuring that all statutory submissions relating to payroll are completed and submitted on time. Payment will be paid at an hourly rate for the number of hours worked.
REQUIRED QUALIFICATIONS
- Relevant degree in Human Resources (Payroll) or Finance Management.
- Registered Tax Practitioner
- South African Payroll Association member is an added advantage
REQUIRED EXPIRIENCE
- A minimum of 5 years’ experience in a similar role
- Proficiency in Oracle E-Business Suite is an added advantage
KEY RESPONSIBILITIES
- Review payroll files for accuracy, validity and completeness
- Perform monthly variance analysis on payroll
- Perform payroll related reconciliations for review such as Reconciliation between payroll system and finance systems
- Recons between payroll, the general ledger and the bank statements
- Reconciliation of provident fund, medical aid and risk benefits and all other third-party payments
- Reconciliation between payroll submitted and monthly claims
- Review bulk annual increases, back pay, bonus payments and ad-hoc payments
- Timely preparation of IRP5’s
- Ensure submission of all statutory returns (e.g. EMP 201, EMP501, annual workmen’s compensation fund return)
- Engagement with staff as and when required to explain any changes that have been implemented and impact to pay
REQUIRED COMPETENCY AND SKILL
