The National Lotteries Commission (NLC), a Scheduled 3A entity in terms of the Public Finance Management Act (PFMA), is a statutory body established in terms of the Lotteries Act (Act 57 of 1997), as amended with the purpose of regulating South African Lotteries and administering the National Lottery Distribution Trust Fund (NLDTF). Suitably qualified prospective candidates who are South African citizens are invited to submit their applications to fill the position listed below. STAKEHOLDER MANAGEMENT, MARKETING AND COMMUNICATION
SOCIAL MEDIA OFFICER (12 MONTHS FIXED TERM CONTRACT)
MAIN PURPOSE OF THE JOB
The Social Media officer is responsible for planning and implementing compelling social media content that will drive brand engagement towards the attainment of brand goals. Managing and growing the online communities and leveraging from these to provide insights to the NLC’s business that will result in increased brand value.
SALARY SCALE: Commensurate with qualifications and experience.

- National Diploma/ Bachelor’s Degree in Marketing, Communication Science, Media Studies or Journalism Degree
- Digital Marketing Certificate will be an added advantage
REQUIRED WORK EXPERIENCE:
- A minimum of 3 years’ experience in Social Media Management; Marketing; Digital Marketing
- Valid driver’s Licence and not less than one year’s driving experience is essential – note that extensive travel is a requirement for this position
- Understanding of media and communication services within public sector institutions.
KEY RESPONSIBILITIES:
IMPLEMENT SOCIAL MEDIA STRATEGY
- Collaborate with various business units to produce content plans that drive engagement, use channels effectively and achieve the organizational objectives.
- Write useful, engaging and persuasive copy, correctly applying brand guidelines and ensuring the accurate use of language and tone across all social media channels.
- Respond to comments, queries and complaints from the community, escalating to the relevant divisional units when appropriate.
- Continuously evaluate the quality of social media content.
- Cover live events, including some travel (when required).
ANALYSE REPORTING FOR CONTINUOUS IMPROVEMENT
- Collect data and report on key metrics to measure the impact and effectiveness of social media efforts.
- Research and stay up-to-date on digital and social media trends, platforms, developments, and best practice.
- Collaborate with cross-functional teams to align and integrate digital and social media efforts with overall organizational goals and strategies.
- Provide regular reporting that generates meaningful, actionable insights.
- Develop and maintain relationships with key stakeholders, including customers, influencers, media, and industry leaders.
- Serve as the subject matter expert on engagement and digital trends.
- Collaborate effectively with influencers from time to time.

To design multimedia communication content for the NLC's online platforms (website, intranet, internal screen monitors) and related platforms (such as Facebook, YouTube, LinkedIn, Twitter etc). The basis of the content is to position the NLC’s on the new and emerging platforms.

REQUIRED QUALIFICATIONS
- National Diploma/ Bachelor’s Degree in Visual Communication and Design / Digital Design / Audio-visual Design / Graphic Design / Creative Brands Communication / Information Design or Digital Arts
REQUIRED WORK EXPERIENCE:
- A minimum of 3 years’ experience within the public sector in Videography / Filming / Photograph / Content editing and Animated Content
- Valid driver’s Licence and not less than one year’s driving experience is essential – note that extensive travel is a requirement for this position
- Understanding of media and communication services within public sector institutions.
KEY RESPONSIBILITIES:
- Assists in developing and design creative and interactive content for video, print illustrations, website, advertisements, and social media platforms
- Assists in developing and design animations, motion graphics and 3D design for use on various communication platforms
- Create an interactive content and engaging content for use on internal platforms such as presentations, and internal distribution platforms.
- Shoot and edit high quality video content and photographs on the NLC’s initiatives.
- Manage partners to strategically deliver compelling digital media content on projects and on social media effectively and timeously.
- Provision of administrative related duties
REQUIRED COMPETENCIES AND SKILLS
- Knowledge of Adobe Creative Cloud Suite.
- Knowledge of print, audio and video media design.
- Knowledge of 3D design and printing
- Knowledge of media business practices and processes
- Knowledge of social media processes
- Understanding and knowledge of basic animation

- Strong and proven understanding of the communication landscape

COMMUNICATION SPECIALIST
MAIN PURPOSE OF THE JOB
To lead and manage communication products for internal and external to inform and promote the NLC’s image.
SALARY SCALE: Commensurate with qualifications and experience.
REQUIRED QUALIFICATIONS
- Postgraduate degree (NQF 8) in Communication Science / Marketing / Public Relations / Media Studies / Journalism.
REQUIRED WORK EXPERIENCE:
- 5 year’s functional experience in media and communication services within public sector institutions
- Valid driver’s Licence and not less than one year’s driving experience is essential – note that extensive travel is a requirement for this position
KEY RESPONSIBILITIES:
- Develop, manage and implement internal and external communications strategy. Develop quarterly media engagement plans and implementation thereof.
- Develop and implement a quarterly internal communication plan. Manage the production and co-ordinate inputs, write, edit and proofread the NLC’s Publications (Annual Report, Strategic Plan and APP, Internal and External Newsletters, and Booklets, Brochure’s, Press releases and Web content
- Arrange media interviews for Board members, Commissioner and EXCO to profile NLC’s programmes in various communications platforms
- Generate content of interest for organisational strategic initiatives
- Writing of opinion pieces and speeches
- Liaise with conduits of information within the NLC’s for clarification of content
- Edit and proofread written documents for marketing purposes, parliamentary reports, grant funding content, advertisements and news releases for use by the printed/electronic media for the NLC’s
- Lead media liaison duties specifically with growing the media database.
- Write quality news article, media statement and features for NLC’s publication (Internal and external newsletters)
- Edit other articles and features into plain English
- Distribute media release/ statements to external stakeholders (media).
- Provide reports and analysis on media monitoring.
- Lead the NLC’s participation at various relevant forums.
- Manage, update and generate content for the NLC digital platforms such as website and social media platforms.
- Identify relevant media platforms to promote the NLC’s programmes and projects (Mainstream and Community media).
- Conceptualize and manage the NLC Press conference, media briefings, media networking sessions, media site visits and other media interventions platforms.
- Prepare media interviews script for NLC board and management. Compile responses to media enquiries.
