SENIOR MANAGER: INTERNAL AUDIT, RISK MANAGEMENT AND COMPLIANCE

The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific, and innovative development by collecting, recording, preserving, and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy and by facilitating access to the world’s information resources.
The NLSA invites applications from suitably qualified persons for appointment on a full-time basis. The successful individual will be based at the Pretoria Campus and will report to the Chief Executive Officer.
KEY REQUIREMENTS:
- Postgraduate qualification (NQF Level 8) in Accounting, Auditing, Risk Management or equivalent.
- Minimum 10 years professional experience in internal audit, risk and/or investigations.
- At least 5 years of experience at a senior management level.
- Must possess Certified Internal Auditor (CIA) or CA(SA). Certified Risk Management Assurance (CRMA), Certified Fraud Examiner (CFE) and CISA would be an added advantage.
- Registered member with at least one of the following professional bodies: Institute of Internal Auditors (IIASA), Institute of Risk Management (IRMSA), Association of Certified Risk Examiners (ACFE), and SAICA would be an added advantage.
- Expertise in forensic investigations and fraud risk would be an added advantage.
- Knowledge of PFMA, King IV, GRAP, IFRS, GAAP, Treasury Regulations and relevant frameworks, Income tax Act, Internal Audit and Internal Audit Principles.
- Knowledge and experience in risk management, controls in the public sector, Internal Audit Frameworks, Professional Standards, International Standards for the Professional Practice of Internal Auditing supported by proven internal auditing experience.

KEY RESPONSIBILITIES:
Internal Audit and Assurance
- Develop and implement the NLSA’s Internal Audit Framework and Methodology with IIA Standards.
- Develop, implement and monitor implementation of the approved 3-Year Strategic Internal Audit Plan and Annual Audit Plan.
- Provide independent, objective assurance and advisory services to enhance the NLSA’s combined assurance processes.
- Prepare a risk based audit plan and internal audit programme for each financial year.
- Advise the Accounting Officer, and report to the Audit, Risk and Performance Committee on the implementation of the internal audit plan.
- Monitor applications, procedures and processes associated with specific statutory financial responsibilities and functions/activities of the NLSA.
- Manage the implementation of audit investigative processes to determine irregularities or non-compliance.
- Disseminate guidance and information on specific key performance areas and requirement associated with the programme and procedures.
- Perform audits to identify control deficiencies, potential frauds, regulatory compliance deficiencies and management policies or procedures deviations.
- Lead and manage internal forensic audits and investigations into fraud, corruption, and misconduct.
- Facilitate fraud prevention education and awareness initiatives.
- Administer and oversee the anti-corruption hotline and related whistle-blower mechanisms.
- Manage outsourced forensic and IT audit services where applicable.
- Consolidate all components of Risk Management, Compliance Management, Integrity Management and Business Continuity Management into one Framework
- Develop Business Continuity Management Policy and SOPs
- Review and assess the effectiveness of the existing Risk Management Framework and Policy
- Support the implementation and continuous integration of Risk Management into organisational operations, processes and decision making.
- Promote an ethical organisational culture through training and communication.
- Monitor compliance with applicable laws, regulations, and internal policies.
- Investigate compliance breaches, assess existing controls and recommend corrective action where necessary.
- Prepare high-quality reports for executive management, the Audit and Risk Committee, and relevant stakeholders.
- Monitor and report on the implementation of audit recommendations and corrective actions.
- Strategic and Operational Management
- Manage the internal audit team and ensure skills transfer.
- Plan, procure and manage outsourced services (e.g., specialised IT and forensic audit providers).
- Support the continuous development of audit, risk, and compliance functions.

SENIOR MANAGER: INFORMATION AND COMMUNICATIONS TECHNOLOGY

The NLSA invites applications from suitably qualified persons for appointment on a permanent basis. The successful individual will be based at the Pretoria Campus and will report to the Executive Director: Corporate Services.
KEY REQUIREMENTS:
• Post Graduate degree in IT or related field (Computer Science, Information Systems, Informatics) – NQF Level 8
• Master’s Degree (NQF Level 9) in IT or related field will be an added advantage
• Industry certification and/or knowledge of (i.e. CBAP, PMP, Prince II, TOGAF 9, etc.)
• Exposure to industry standards and notations (i.e. UML, RUP, OOD, BABoK, PMBoK, ITIL, etc.)
• Knowledge and experience of Library Management Systems will be an added advantage
• At least 5 years of experience in an ICT management role/position
• Experience in management, development and maintenance of IT infrastructure
• Experience in the management and development of ICT staff
• Experience in systems developmental projects and/or consulting
• Experience with the development of IT governance and controls
• Excellent knowledge of the Microsoft Dynamics product stack and Open Source
• Ability to interact at the highest level (Board, ExCo, etc.) in the organisation
• Excellent communication, interpersonal, negotiating and training skills

KEY RESPONSIBILITIES:
• Formulate and manage a multi-year ICT vision, strategy, and modernisation roadmap based on corporate strategic plans, operational imperatives, business capabilities and governance prescripts.
• Provide an advisory role in linking strategic objectives and goals with enabling technology (IT) modernisation roadmaps and associated best practices.
• Ensure the safety of the NLSA’s systems and data.
• Implement, monitor and evaluate the business continuity framework, policy and procedure.
• Define IT governance policies and organisational structures based on future expectations to ensure that the National Library of South Africa’s investment exposure in technology is optimally managed.
• Identify and manage risks associated with enabling technology aspects of the organisation.
• Implement and manage quality assurance and change management activities to support the ICT advancement programmes.
• Continuous review of the ICT environment to ensure its relevance to the organisation’s strategic and operations mission.
• Partner with Supply Chain Management division to negotiate and structure service level agreements (SLAs) with service providers for products and services that ensure optimal return on investment for the NLSA.
• Present to relevant structures up to Board level.
• Actively manage the administration of enterprise information infrastructure, security and related operations.
• Ensure effective management of IT budget, assets and human resources.
